    Abstract The Degrowth Movement calls for "degrowth" – a reduction in GDP in advanced economies – to avert an ecological crisis. This paper argues that the Degrowth Movement misses that the West is already in a state resembling degrowth – a Great Stagnation. This state of degrowth and its correlates, declining entrepreneurship, innovation, science, and research productivity, are described. It is concluded that the notion that a degrowth economy can generate the technological progress necessary to tackle ecological and social crises and challenges is far-fetched. Moreover, as economic stagnation has taught, the consequence of degrowth is a zero-sum society: redistribution, instead of production, becomes the basis of the economy. In such a context, more degrowth will only make problems worse. This paper concludes by discussing scenarios for moving beyond Degrowth. Whether collapse or unimaginable riches through breakthrough technological progress will be the future, these scenarios suggest that there is more to humanity's future than envisaged by the Degrowth Movement.

    Abstract This paper provides an early evaluation of Artificial Intelligence (AI) against COVID-19. The main areas where AI can contribute to the fight against COVID-19 are discussed. It is concluded that AI has not yet been impactful against COVID-19. Its use is hampered by a lack of data, and by too much data. Overcoming these constraints will require a careful balance between data privacy and public health, and rigorous human-AI interaction. It is unlikely that these will be addressed in time to be of much help during the present pandemic. In the meantime, extensive gathering of diagnostic data on who is infectious will be essential to save lives, train AI, and limit economic damages.

    Abstract In this paper we derive a theoretical model of the spread of a viral infection which we use as basis for an estimation strategy to test four interrelated hypotheses on the relationship between country-level COVID-19 mortality rates and the extent of urban development. Using data covering 81 countries we find evidence that countries with a higher population density, a higher share of the urban population living in the largest city, and countries with a higher urbanization rate had on average the same or fewer COVID-19 fatalities compared to less urbanized countries in 2020. Even though COVID-19 spreads faster in cities, fatalities may be lower, conditional on economic development, trust in government, and a well-functioning health care system. Generally, urbanization and city development are associated with economic development: with the resources urbanized countries have, it is easier for them to manage and maintain stricter lockdowns, and to roll out effective pharmaceutical interventions.

    Abstract Zusammenfassung Die Covid-19-Pandemie ist eine Gesundheits- und eine Wirtschaftskrise. Die politischen Reaktionen auf beide sind aufgrund der durch fehlende Daten verursachten Unsicherheit nicht optimal. Der Mangel an Daten schränkt den Einsatz von Künstlicher Intelligenz (KI) und die Genauigkeit epidemiologischer Modelle ein. Infolgedessen ist die Künstliche Intelligenz noch nicht in der Lage, bei der Vorhersage, dem Tracking und der Diagnose von Covid-19-Infektionen wirklich zu helfen. Der Mangel an Trainingsdaten für die KI schränkt die Verwendung von datenschutzsensitiven Tracing-Apps weiter ein. Wim Naudé kommt zu dem Schluss, dass das Sammeln ausreichender und geeigneter, unverzerrter Daten, gewonnen auch aus Apps und groß angelegten diagnostischen Tests, eine Voraussetzung für die Verbesserung der Strategien zur Bewältigung der Zwillingskrisen ist. Angesichts der exorbitanten wirtschaftlichen Kosten der bisher angewandten ziemlich groben Eindämmungsmaßnahmen werden „intelligente“ Eindämmungsstrategien, die auf einer besseren Datenanalyse beruhen, die Wiederaufnahme der wirtschaftlichen Tätigkeit ermöglichen und verhindern, dass es zu weiteren Infektionswellen kommt. Den Datenschutz zu garantieren und öffentliches Vertrauen zu den Datenanalyse- und KI-Systemen intelligenter Eindämmungsstrategien aufzubauen, ist jetzt noch dringlicher als je zuvor.

It is concluded that AI has not yet been impactful against COVID-19. Its use is hampered by a lack of data, and by too much data.     Abstract Entrepreneurship, as re ected in the start-up of new firms, the growth and market exit of existing firms, and the ow of venture capital, has been severely curtailed by the lockdown and social distancing measures taken by governments around the world in the fight against COVID-19. This paper, after documenting preliminary evidence on these declines, argues that there is a strong possibility that the unintended damage to entrepreneurship, innovation and growth could be persistent. This requires that short-term economic and business rescue packages be complimented by measures aimed at the longer-term, and that these be based on at least five principles. These 5 principles (5Ds) refer to decentralization, democratization, demand, distribution and demography.
