    Abstract In the article devoted to the 70th anniversary of the scientist, the multifaceted activity of Vladimir Sergeyevich Komissarov on the organization of the science of criminal law is considered. The article highlights the main directions revealing his role in the organization of the science of criminal law in different official and unofficial positions: Head of the Department of Criminal Law and Criminology of the Faculty of Law of the Lomonosov Moscow State University, Chairman of the Section of Criminal Law and Criminology of the Educational and Methodological Association for Legal Education of Higher Educational Institutions of Russia, Chairman of the Russian Criminal Law Congress. The content, scope and effectiveness of Vladimir Sergeyevich Komissarov’s activities in the above areas characterize him as an outstanding organizer of the scienc e of criminal la w.

    Abstract The purpose of the study is to assess the risks of economic modernization caused by technological sanctions. Hypothesis: the imposed sanctions had little effect on actual imports of computer hardware components to Russia. Since the sanctions under consideration have been tightened since 2014, it was assumed that there were no fundamental changes in the structure and volume of imports. Analysis of the US export control system showed that there are four reasons for controlling the export to the Russian Federation of a number of computers and their components. For export to the Russian Federation and Belarus all applications for licenses are considered with a presumption of denial. The embargo policy provides for the restriction of exports to Russia of goods of headings 8541 (semiconductor devices) and 8542 (electronic integrated circuits). Enterprises that are considered military end users are restricted from exporting to them chips with high processing speed. The embargo covers quantum computers that are believed not to be manufactured in Russia. The dominant subheadings in the import structure are 8542 31 (microprocessors) and 8542 39 (other integrated circuits). Clusters of exporting countries have been constructed using the methods of principal components and multidimensional scaling. It is established that the main ones are China, Taiwan, Vietnam and Malaysia. Next, an analysis of the dynamics of imports was performed to test the hypothesis. Graphical, quantitative methods of the theory of time series, methods of mathematical statistics and regression analysis are used. For countries without export controls the increase in imports to Russia over 15 years, both in terms of processors (160 %) and integrated circuits (224 %), was an order of magnitude greater than for countries with export controls. As the share of imports from countries without export controls increases, the significance of sanctions decreases, which confirms the formulated hypothesis.     Abstract The subject matter of the reported work refers to studying the interactions followed by the excited-state generation, which are chemical models of oxidative processes leading to a weak light emission emerging from living cells, and to explore the possibilities of using them as tools for evaluating the activity of oxygen-metabolism modulators, most prominently, natural bioantioxidants of biomedical value in particular. Methodologically, major attention is paid to analyzing the shapes of the time profiles of the light emission derived from a model sensory system in the presence of lipid samples of vegetable and animal (fish) origin rich in bioantioxidants. As a result, a modified reaction mechanism involving 12 elementary steps is proposed to rationalize the light-emission kinetics in the presence of natural bioantioxidants. We conclude that free radicals formed from bioantioxidants and their dimerization products contribute significantly to the general antiradical activity of lipid samples, which should be taken into account in developing efficient bioantioxidant assays for biomedical applications and while establishing the mechanisms of bioantioxidant effects on metabolic processes in vivo.

    Abstract The future limitation of certain types of minerals due to reduced availability and monopolization of their production requires international legal principles to forecast and respond to international environmental policy. The efficiency and complexity of mineral extraction in terms of environmental, social, governance (ESG) principles is largely determined by the level of professional competence of an extractive company. The level of professional competence of a resource extraction engineer is the equivalent of trust in the company's activities and its ability to comply with ESG principles. The paper proposes for consideration a system for determining the levels of professional competencies of the “Professional Resource Extraction Engineer” based on the “International Standards for Resource Extraction Engineers (ISREE)". Threshold requirements for additional knowledge are expected to be introduced in areas such as ethics, safety, environment and preservation of financial viability. The developed methodology and digital indicators for evaluating the activities of public extractive companies, with consideration to ESG principles and sustainable development goals (SDG), allows increasing transparency and trust in its activities of the local population.

    Abstract Looking for an optimal flow shape for culture growth in vortex bioreactors, an intriguing and impressive structure has been observed that mimics the strong swirling flows in the atmosphere (tornado) and ocean (waterspout). To better understand the flow nature and topology, this experimental study explores the development of vortex breakdown (VB) in a lab-scale swirling flow of two immiscible fluids filling a vertical cylindrical container. The rotating bottom disk drives the circulation of both fluids while the sidewall is stationary. The container can be either sealed with the still top disk (SC) or open (OC). As the rotation strength (Re) increases, a new circulation cell occurs in each fluid-the dual VB. In case SC, VB first emerges in the lower fluid at Re = 475 and then in the upper fluid at Re = 746. In case OC, VB first emerges in the upper fluid at Re = 524 and then in the lower fluid at Re = 538. The flow remains steady and axisymmetric with the interface and the free surface being just slightly deformed in the studied range of Re. Such two-VB swirling flows can provide efficient mixing in aerial or two-fluid bioreactors.
