    Abstract This book analyses how a water utility from a developing country, Phnom Penh Water Supply Authority, that was totally dysfunctional, corruption-ridden and literally bankrupt in 1993, became one of the most successful water utilities of the developing world in only about 15 years. By 2010, some of the performance indicators of this public sector utility were even better than London, Paris or Los Angeles. The book further analyses the enabling conditions that made this remarkable transformation possible. Based on this analysis, a framework is recommended for water utilities from developing countries so that they can also be transformed into functional, efficient, equitable and financially viable institutions on a sustainable basis.

    Abstract Namibia is the most arid country in Sub-Saharan Africa. In Windhoek, the capital city, accelerated population growth and expanding economic activities, coupled with highly variable rainfall and multiyear droughts, have jeopardized water security and put enormous stress on socioeconomic development. This paper offers a review of the 2015–2017 drought and the responses that were implemented during it, with a focus on engagement with the public, industries, and public institutions to achieve water-saving targets. It also considers how the use of the Windhoek Drought Response Plan during the 2015–2017 drought furthered preparedness efforts for future droughts. The assessment ends with a discussion of government responses, challenges faced, and lessons learned—lessons that can hopefully pave the way for more effective responses to future drought situations in the country.

    Abstract Laudato Si has garnered acclaim from world leaders and actors who support care for the environment. The encyclical has received praise for its ability to communicate the Church’s environmental views to the secular world. Yet the views of the Holy See in global environmental issues prior to Laudato Si have received inadequate attention. We conduct a historical review of the Holy See’s involvement in United Nations environmental efforts from the mid-20th Century to the present day. This reflects much of the work done in the late 20th Century by local dioceses all over the world. In doing so, we draw from the Holy See’s record of apostolic letters and speeches penned by Popes and various Church officials in the 20th Century, which we draw from the Vatican archives and libraries. We show that a clear critique of industrial pollution first emerged in the official addresses and letters penned by Pope Paul VI in the early 1960s. We also show that the Holy See has joined the global community on the pursuit of sustainable development that promotes human dignity, and the right to development and to a healthy environment for all, mainly the poorest populations. We argue that Laudato Si is better thought of as a culmination of the Catholic Church’s social teachings, which state that concern for the environment means respect for human life and dignity, promotion of the common good and the virtue of solidarity, and exercising responsibility to the poor and vulnerable. These are principles that align closely with the secular discourse on sustainable development.

    Abstract In Mexico, groundwater availability has been decreasing, especially in arid and semiarid regions; this can be addressed by boosting aquifer recharge, known as managed aquifer recharge, with stormwater or treated wastewater. In this paper, we use qualitative approaches to analyse three managed aquifer recharge projects in the country and discuss the related achievements, limitations and lessons learned. We argue that the Law of Nations’ Waters lacks precise rules for water storage and recovery of recharged water, making the planning of significant investments to implement these projects unlikely. We present legal, management and financial proposals to improve the relevant legal water framework.
