    Abstract Floods are the most dangerous natural disasters globally, occurring on a large scale, and cause significant economic and environmental damage. Therefore, determining flood susceptibility is essential to reducing the flood effects on human lives and materials. The main objective of this research is to develop a novel hybrid algorithm, through combining deep neural network and Manta ray foraging optimization (DNN-MRFO), to generate flood susceptibility map for Quang Ngai province, Vietnam. A geospatial distribution analytical approach was used to generate input data, including 2176 flood locations points and 13 influencing factors. A comparative analysis of the proposed model with five models namely DNN – particle swarm optimization (DNN-PSO), DNN – grey wolf optimization (DNN-GWO), DNN – social spider optimization (DNN-SSO), support vector machine (SVM), gradient boosting regression (GBR) was carried out using different evaluation indices. The result shows that combining DNN and MRFO improved flood susceptibility classification precision with an area under the curve (AUC) of 0.98. The findings of this study are significant for supporting policymakers in understanding and identifying issues, which support improve their adaptation strategies.

    Abstract Background: The World Health Organization (WHO) recommends early essential newborn care (EENC) - The First Embrace - as a simple lifesaving procedure for newborns. The successful implementation of EENC at scale requires an understanding of health staff experiences, including facilitators, barriers, and local adaptations of EENC. This study aims to gain insight into health staff experiences with implementation of EENC guidelines after participation in training and coaching initiatives in Da Nang municipality and Quang Nam province in Viet Nam.
    Methods: In each province/municipality, we randomly selected one hospital from the following categories: public provincial/municipal hospital, public district hospital, and private hospital. We conducted in-depth interviews with 19 hospital staff (11 midwives, 5 doctors and 3 health managers) and two trainers during 7 days between September and October 2017. We used deductive/inductive thematic analysis to generate themes.
    Results: The health staff reported improved staff and mother satisfaction, and health benefits for both mothers and newborns after implementing EENC. Facilitators to successful implementation were management support for resource allocation and collaboration across departments, and creative demand generation. Barriers included staff shortage, skepticism about the new protocols and practices and challenges translating knowledge and skills from trainings and coaching into practice.
    Conclusions: After implementing EENC, through training and coaching using the WHO approach, health staff reported improved staff and mother satisfaction as well as health benefits for both mothers and newborns. An approach to develop competencies, with a focus on practical training and coaching, should be promoted to form, reinforce and sustain recommended EENC practices among health staff.

    Abstract This paper explores the maximum amount of rainfall in the Central coastal provinces of Vietnam (Quang Binh case study) for return periods of 5 years, 10 years, 20 years, 50 years, and 100 years, which correspond to frequencies of 20%, 10%, 5%, 2%, and 1%, respectively. The results show that at a frequency of 20%, the maximum intensity of rain during a heavy rain spell can range from 636.6 to 696.0 mm, while the maximum one-day amount received was over 300 mm, which can occur many times in 5 years. At a frequency of 1%, the intensity of rain during a heavy rain spell can range from 1,197.9 to 1,268.3 mm, while the maximum one-day amount ranged from 487.4 to 521.9 mm. However, such values are very rare over the course of 100 years. In addition, in terms of annual rainfall, the spatial distribution of heavy rainfall in coastal areas was significantly smaller than that in mountainous areas. The highest one-day and five-day rainfall have the same pattern of spatial distribution as annual rainfall.

    Abstract The radioactivity concentration of Cs-137 was determined in 826 soil samples collected from Hai Phong, Quang Ninh, and Lang Son. The residual levels of Cs-137 have also been assessed and compared with previous publications to obtain a trend in Cs-137 in the surface soil. The actual measured average of the residual level of Cs-137 in the soil samples collected in this study was 236±146 Bq/m2, while the value calculated using the published experimental formula was 407±77 Bq/m2. The impact of Cs-137 deposition from the Fukushima nuclear accident (2011) in this area is confirmed to be negligible.

    Abstract The study aims to make an update on the distribution and ecology of sand flies in the Quang Ninh province, Northern Vietnam, where Leishmania cases were reported in 2001. Seventeen sites were chosen in three districts of the province: Ha Long, Cam Pha, and Hoanh Bo. Phlebotomine sand flies were collected using 68 CDC light traps from May 30 to 3 June 2016. Captured specimens were transferred individually into Eppendorf tubes with 90% ethanol. The sand fly heads and genitalia were removed and were mounted in Euparal after successive different baths. Specimen identification was determined based on the morphology of the cibarium, pharynx, and/or male genitalia or female spermathecae. A total of 416 sand flies (125 females, 283 males) belonging to four genera were collected and 10 sand fly species were identified: Sergentomyia silvatica, Se. barraudi, Se. hivernus, Se. bailyi, Phlebotomus mascomai, Ph. stantoni, Ph. yunshengensis, Ph. betisi, Chinius junlianensis, Idiophlebotomus longiforceps. The Sergentomyia genus prevailed (79.7% of the collected sand flies), followed by the Phlebotomus genus (13.7%), the Chinius genus (6.1%), and the Idiophlebotomus genus (0.8%). Besides these well-defined taxa, five specimens, named sp1, showed unknown morphological characteristics, requiring further study. The majority of sand flies were collected in rock caves suggesting the cavernicolous character of the species in the Quang Ninh province. However, specimens were also collected in intra and peridomiciliary sites in which Ph. stantoni and Se. hivernus were found as the main species. It is worth noting that two Ph. stantoni were found in the house of a patient affected by Leishmania.

    Abstract Objectives. We implemented an intervention to reduce drug use in an urban commune in northern Vietnam. Methods. We encouraged the intervention commune to accept responsibility for developing their own intervention strategies based on a community mobilization model used in southern, rural China. We selected a comparison commune, which had demographic characteristics and a drug history similar to the intervention commune. The 2-year incidence of new drug users was estimated retrospectively in the intervention and comparison communes between baseline (2003) and follow-up (2009). Results. Increased incidence of new (noninjecting) drug users between 2003 and 2009 in the intervention commune was lower than that in the comparison commune, and these participants expressed more positive attitudes toward local authority and people with drug use and HIV/AIDS. Increased condom use during last intercourse with female sex workers and with female casual partners was observed in the intervention commune. HIV prevalence and positive opioid tests decreased more in the intervention commune. Conclusions. Our results suggested that the community mobilization had a positive influence in the intervention commune.

    Abstract Land subsidence occurs in Ha Long and Cam Pha cities due to human activities in which the underground coal mining exploitation plays a crucial responsibility. For mapping the spatial distribution of this phenomenon and monitoring its evolution over the time, the Persistent Scatterer Interferometric Synthetic Aperture Radar (PSInSAR) approach was applied to 56 Sentinel-1A images, captured from June 2015 to June 2019. This approach allows monitoring ground displacement by continuously measuring the position of objects that persistently scatter radar beams. This interferometric synthetic aperture radar (InSAR) technique extracts deformation signals and it can be applied to areas where the discontinuous land subsidence is occurring. The mean land subsidence velocity map shows that two principal areas in Ha Long city including Ha Lam, Ha Trung, Ha Khanh, and Ha Tu wards, and Cam Pha city, specifically Mong Duong ward have been subsided in recent years with the maximum velocity of 14.5 mm year⁻¹ and a cumulative displacement ranging from 30 to 50 mm in the Line Of Sight (LOS) direction over 4 years. Field investigation recognized the direct impact of this phenomenon on houses, infrastructures, and natural features located above the underground coal mining utilities. This hazard has a close relationship with the exploiting process of coal seams, which alternately lay inside the sedimentary layers of the Hon Gai formation.

    Abstract Trong bài báo này, chúng tôi nghiên cứu chế tạo điện cực có cấu trúc 3D phân lớp dị thể (cây – cành – nhánh) CdS/ZnO/Pt/WO3 ứng dụng cho tách nước quang điện hóa. Điện cực được tổng hợp bằng phương pháp thủy nhiệt và lắng đọng lớp nguyên tử. Hình thái học, cấu trúc tinh thể, và thành phần nguyên tố của điện cực này được nghiên cứu bằng kính hiển vi điện tử quét (FE–SEM), kính hiển vị điện tử truyền qua (HR–TEM) và nhiễu xạ tia X (XRD). Nghiên cứu tính chất quang điện hóa của cấu trúc CdS/ZnO/Pt/WO3, chúng tôi thu được mật độ dòng quang điện là 8,5 mA·cm-2 và hiệu suất chuyển đổi năng lượng ánh sáng mặt trời thành năng lượng hydro 7,9 %% tại thế cung cấp –0,85 V trong dung dịch chất điện ly Na2S với nồng độ 0,5 mol/L. Cấu trúc 3D phân lớp này có mật độ dòng quang điện của điện cực cao hơn gấp hai lần so với các cấu trúc CdS/ZnO trên điện cực thủy tinh phủ oxit thiếc pha tạp bằng flo. Đây là một hướng tiếp cận rất hứa hẹn tổng hợp các cấu trúc nano phân lớp dị thể nhằm nâng cao hiệu quả sản xuất hydro.
