    Abstract Many oil-producing countries have long maintained domestic fuel subsidies, even as the fiscal cost has ballooned, for fear of triggering civil unrest. But Nigerian President Bola Tinubu’s decision to take a “cold turkey” approach to ending his country’s subsidies, and the lack of popular resistance to the move, suggests a way forward.

    Abstract This video highlight was from the Food Security Simulator Nigeria launch on 31 Oct. 2023 in Abuja, Nigeria. The Food Security Simulator Nigeria was developed by the International Food Policy Research Institute (IFPRI), under the CGIAR Research Initiative on National Policies and Strategies (NPS), with important contributions from the National Bureau of Statistics (NBS), Federal Ministry of Agriculture and Food Security (FMAFS), Federal Ministry of Humanitarian Affairs, and Poverty Alleviation Reduction (FMHAPA), and other partners in Nigeria during the validation processes of the tool.     Abstract With the onset of the COVID-19 pandemic, CGIAR pivoted its research planning to better support countries as they responded to the crisis. Despite the unprecedented, highly disruptive nature of the pandemic, CGIAR’s collaborative country work has enhanced engagement across the agrifood sector, leveraged existing capacities, and improved awareness of vulnerabilities within value chains. The insights gained from this experience may ultimately prove useful in addressing other longstanding challenges as well. In this chapter, we recount selected country experiences during the pandemic and the response of the international agricultural research system to support these countries. In the section on country experiences, we draw from IFPRI’s COVID-19 Policy Response Portal (CPR) to focus on lockdown policies in Bangladesh, Kenya, and Nigeria. We describe the steps taken by governments in these countries to address challenges in the agrifood sector and provide social protection to the vulnerable.

    Abstract This policy brief examines the consequences of the Russia-Ukraine war on fertilizer and food commodities in Nigeria and the actions policymakers took in the agriculture sector in response to the war. This brief examines data from publicly available sources and policy responses from government documents and online newspapers. The results show that the Russia-Ukraine war has led to shortages in fertilizer availability, leading to high prices of fertilizer. Likewise, prices of major food commodities, such as maize, rice, wheat and cooking oils, have been on the rise. The impacts of the Russia-Ukraine war have exposed the country’s vulnerable agrifood system and weakened the local currency, leading to foreign exchange shortages and high inflation rates. Nigeria has taken some steps to directly respond to the Russia-Ukraine war, including seeking alternative suppliers of grains, approving imports of genetically modified, drought-resistant wheat, and establishing a private fertilizer plant. Careful consideration should be given to increasing agricultural and food production by promoting technologies to increase the productivity of major food crops.

    Abstract Policymakers in Nigeria and other countries in Africa south of the Sahara (SSA) are relying on agriculture to generate employment for the growing youth population. However, there is concern that youth engagement in agricultural production is declining in favor of other economic activities. “Rural-urban-rural” migra tion occurs mainly during intercrop intervals, as the cyclical nature of crop-related activities prompts African youth to seek more economic stability from nonagricultural employment during the off season (Yeboah and Jayne 2018). While comprehensive data on youth’s departure from Nigeria’s agriculture sector remain elusive, various studies indicate a heightened exit rate, particularly post-discovery of oil resources, and a notable 63 percent reduction in the time Nigerian youth spend in farming activities compared to adults (UNECA 2017). In general, discourse on youth unemployment, with specific pertinence to Africa, underscores the pivotal role of different economic structural transformations that are hindering the formation of “quality” employment opportunities (McMillan, Rodrik, and Verduzco-Gallo 2014).
