    Abstract The inefficiencies of common property fisheries are well-known to economists. To avoid over-exploitation, they propose multiple forms of government solution such as taxes, quotas and the enforcement of property rights regimes designed to avoid over-harvesting. But can efficient arrangements also exist under statelessness, or in the presence of weak states? One such example is the Gaspé Peninsula (in the Canadian province of Quebec) during the first half of the nineteenth century. There, a single firm (the Charles Robin Company) came to dominate the market and was able to restrict entry effectively. In this paper, we explain that it was able to do so by reducing the prices on imported goods that it would give to local fishermen in exchange for a part of their catch. This had the effect of deterring fishermen from contracting with other merchants as well as deterring other merchants from entering the market. It also made the region richer than most regions of Canada at the time, contrary to what historians have depicted. We take this as an example of the ability to deal with commons problems in the presence of weak states.

    Abstract What is the relationship, if any, between economic freedom and pandemics? This paper addresses this question from a robust political economy approach. As is the case with recovery from natural disasters or warfare, a society that is relatively free economically offers economic actors greater flexibility to adapt to pandemics. We argue that societies that are more economically free will be more robust to the impact from pandemics, illustrated by shorter time for economic recovery. We illustrate this relationship by testing how initial levels of economic freedom (at the start of the major influenza pandemics of the 20th century) temper contractions and accelerate recoveries for 20 OECD countries.

    Abstract A Review of Unequal Gains: American Growth and Inequality since 1700 by Peter H. Lindert and Jeffrey Williamson (2016: Princeton University Press). Editor’s Note: It is Essays’ tradition to publish the keynote address from the prior year’s Economic and Business History Society (EBHS) annual conference as the lead article in each year’s volume. Jeffrey Williamson delivered the keynote at the May 2015 conference, “Unequal Gains: American Growth and Inequality since 1774.” As the talk was largely a summary of Dr. Williamson’s (then forthcoming) book with Peter Lindert, and the talk can be viewed in its entirety on our website, we felt an appropriate treatment of this keynote talk would be a detailed review of the book. The result is the following review by Vincent Geloso of the London School of Economics. Vincent won the Lynne Doti Award at last year’s EBHS conference for the best paper presented by a graduate student.

    Abstract We argue that institutions are bundles that involve trade-offs in the government's ability to provide public goods that affect public health. We hypothesize that the institutions underlying economic freedom affect the mix of diseases by reducing diseases of poverty relative to diseases of commerce (those associated with free movement of people, such as smallpox or COVID-19). We focus on smallpox and typhoid fever in the late nineteenth century and early twentieth century in order to build on recent work that make arguments similar to ours, especially the framework Werner Troesken sets forth in

Past experiences and the dire state of British public finances pushed the British government to adopt toleration of Catholics and of French legal institution in the colony as a policy designed to preserve the empire financially and strategically.
