    Abstract Humanitarian intervention and the Responsibility to Protect (R2P) are currently limited and encumbered by a pervasive absence of a political will. In states’ calculations, political considerations are constantly winning-out over the moral considerations of saving at-risk segments of our planet. While institutional and legal reforms undoubtedly play a role in addressing this challenge, such reforms and structures have existed for generations now, and have largely failed to bridge this gap from ‘moral necessity to political action’. What has been lacking is a moral understanding of humanitarian crises that is capable of reliably motivating the international community to undertake remedying actions, rather than merely expressions of concern. Such a moral foundation is achievable through institutional cosmopolitanism, an understanding of humanitarian intervention as satisfactions of our negative duties, and specifically the work of Thomas Pogge.

    Abstract When Al Wheeler told me that he was organizing a Festschrift to honor Tom, I (K.H.) thought, how is it possible that it could be time for a Festschrift already? It seems like I just met Tom yesterday. When Al asked me to write an introductory article for the journal, I wondered if I could manage that and called Tom’s children, Tommy (T.A.H.) and Angela (A.H.T.), asking for their help. They both agreed and we began a wonderful collaboration to honor their Dad. As with any life, certain stories and remembrances stand out, and that person’s characteristics and traits are known to some people, but perhaps not to others. We thought about how he enriched our lives through his generosity and guidance and how he influenced our professional lives with sound advice and counsel. We thought about his childhood and the special bond he had with his family, one steeped in the traditions of hard work and a drive to achieve desired goals. We (T.A.H. and A.H.T.) have chosen to focus on some of the highlights of our Dad’s remarkable career and events that show his love of natural history. Included are certain early events, as recounted by our Grandmother.

    Abstract Thomas Paytherus was born in Fownhope and apprenticed in Gloucester. He practised there and in Ross-on-Wye where he and Edward Jenner undertook an autopsy on a patient with angina that they linked causally to coronary artery ossification. In 1794 Paytherus moved to London and opened a highly successful pharmacy that he later sold to his partners Savory and Moore. Paytherus was among those who advised Jenner on the publication of his work on vaccination. Then he acted as an intermediary in the dispute between Jenner and Ingen-Housz and also alerted Jenner to Pearson's claims as a pioneer of vaccination. In 1800 he published a detailed analysis of the dispute between Jenner and Woodville whose patients had developed variola-like lesions following vaccination. Their correspondence shows that Paytherus, Jenner and their families remained firm friends. Paytherus and his family moved to Abergavenny where he died in 1828.
