    Abstract A new species of the gekkonid genus Hemiphyllodactylus is described from limestone karst forest of Tuyen Quang Province, northern Vietnam based on morphological differences and molecular divergence. Hemiphyllodactylus nahangensis sp. nov. is distinguished from the remaining congeners by having the unique combination of the following characters: a bisexual taxon; SVL of adults 41.4-43.6 mm; dorsal scale rows 18-23; ventral scale rows 9-13; chin scales bordering mental and first infralabial distinctly enlarged; 22-24 pore-bearing femoral and precloacal scales, in a continuous row, absent in females; digital lamella formula 3-4-5-4 (forefoot) and 4-5-5-5 (hindfoot); cloacal spur single, present in both sexes; dark lateral head stripe indistinct; postsacral mark cream and bearing anteriorly projecting arms. In phylogenetic analyses, the new species is placed in a clade that includes H. dushanensis, H. hongkongensis, H. huishuiensis, H. ngocsonensis and H. zugi. In terms of pairwise genetic distance, the new species is at least 5.9%-6.6% divergent from other congeners based on a fragment of the mitochondrial gene ND2.

    Abstract Quang Nam has been entering the stage of economic restructuring for the sake of effectively exploiting and utilizing the province's potential and strengths toward rapid and sustainable socio-economic development. Ensuring social welfare is one of the core goals in building a fair, progressive, and civilized society associated with improving local people’s material and spiritual life in the new period. The article focuses on assessing the current situation of the province's social welfare policies in 2015-2019 with the aim of identifing major challenges in the economic restructuring up to 2030. Accordingly, the paper proposes various solutions to improving those social protection policies in Quang Nam up to 2030, with a vision to 2045.

    Abstract Chlorogomphus danhkyi sp. nov. (Holotype ♂: Khe Ro, Vu Quang National Park, Ha Tinh Province, 15.0444 N, 107.9270 E, altitude 1480 m) based on both sexes is described. The new species differs from Chlorogomphus piaoacensis Karube, 2013 mainly by the shape of male cerci. Other species of Chlorogomphus Selys, 1854 from Vu Quang National Park are also recorded.

    Abstract Objectives : Quang Nam province in the Centre of Vietnam has faced an outbreak of dengue hemorrhagic fever (DHF) in 2018. Although DHF is a recurrent disease in this area, no epidemiological and microbiological reports on dengue virus serotypes have been conducted mainly due to lack of facilities for such a kind of advanced surveillance. The aim of this study was to detect different dengue virus serotypes in patients’ blood samples. Design and Methods : Suspected cases living in Quang Nam province (Vietnam) and presenting clinical and hematological signs of dengue hemorrhagic fever were included in the study. The screening was performed, and the results were compared by using two methodologies: RT real-time PCR (RT-rPCR) and the Dengue NS1 rapid test. Results : From December 2018 to February 2019, looking both at RT-rPCR [+] and NS1 [+] methodologies, a total of 488 patients were screened and 336 were positive for dengue virus detection (74 children and 262 adults); 273 of these patients (81.3%) underwent viral serotype identification as follows: 12.82% (35/273) D1 serotype, 17.95% (49/273) D2, 0.37% (1/273) D3, 68.50 (187/283) D4, and 0.37% (1/273) D2+D4 serotypes. The RT-rPCR outcomes showed higher sensitivity during the first three days of infection compared to NS1 (92.3% vs. 89.7%). The NS1 increased sensitivity after the first 3 days whilst the RT-rPCR decreased. Conclusions : Advanced surveillance with dengue virus serotypes identification, if performed routinely, may help to predict and prevent further DHF epidemics based on the exposure of the different serotypes during different periods that lead to the intensification of disease severity as a consequence of antibody-dependent enhancement (ADE).

    Abstract Recently, floods are occurring more frequently every year around the world due to increased anthropogenic activities and climate change. There is a need to develop accurate models for flood susceptibility prediction and mapping, which can be helpful in developing more efficient flood management plans. In this study, the Partial Decision Tree (PART) classifier and the AdaBoost, Bagging, Dagging, and Random Subspace ensembles learning techniques were combined to develop novel GIS-based ensemble computational models (ABPART, BPART, DPART and RSSPART) for flood susceptibility mapping in the Quang Binh Province, Vietnam. In total, 351 flood locations were used in the model study. This data was divided into a 70:30 ratio for model training (70% ≅ 255 locations) and (30% ≅ 96 locations) for model validation. Ten flood influencing factors, namely elevation, slope, curvature, flow direction, flow accumulation, river density, distance from river, rainfall, land-use, and geology, were used for the development of models. The OneR feature selection method was used to select and prioritize important factors for the spatial modeling. The results revealed that land-use, geology, and slope are the most important conditioning factors in the occurrence of floods in the study area. Standard statistical methods, including the ROC curve (AUC), were used for the performance evaluation of models. Results indicated that the performance of all models was good (AUC > 0.9) and RSSPART (AUC = 0.959) outperformed the others. Thus, the RSSPART model can be used for accurately predicting and mapping flood susceptibility.

    Abstract Trong bài báo này, chúng tôi nghiên cứu chế tạo điện cực có cấu trúc 3D phân lớp dị thể (cây – cành – nhánh) CdS/ZnO/Pt/WO3 ứng dụng cho tách nước quang điện hóa. Điện cực được tổng hợp bằng phương pháp thủy nhiệt và lắng đọng lớp nguyên tử. Hình thái học, cấu trúc tinh thể, và thành phần nguyên tố của điện cực này được nghiên cứu bằng kính hiển vi điện tử quét (FE–SEM), kính hiển vị điện tử truyền qua (HR–TEM) và nhiễu xạ tia X (XRD). Nghiên cứu tính chất quang điện hóa của cấu trúc CdS/ZnO/Pt/WO3, chúng tôi thu được mật độ dòng quang điện là 8,5 mA·cm-2 và hiệu suất chuyển đổi năng lượng ánh sáng mặt trời thành năng lượng hydro 7,9 %% tại thế cung cấp –0,85 V trong dung dịch chất điện ly Na2S với nồng độ 0,5 mol/L. Cấu trúc 3D phân lớp này có mật độ dòng quang điện của điện cực cao hơn gấp hai lần so với các cấu trúc CdS/ZnO trên điện cực thủy tinh phủ oxit thiếc pha tạp bằng flo. Đây là một hướng tiếp cận rất hứa hẹn tổng hợp các cấu trúc nano phân lớp dị thể nhằm nâng cao hiệu quả sản xuất hydro.

    Abstract Sexual coercion in marriage is not widely talked about in Vietnam. Against this background, the present study aimed to describe how and why non-consensual sex in marital settings occurs in a rural community in Vietnam. Data were collected from 81 married men and women through ethnographic fieldwork, in-depth interviews and focus group discussions. Findings revealed that silence and lack of resistance on the part of women in sex are interpreted as consent, and cultural values often encourage women to accept coercion 'voluntarily'. Lack of information on, and public dialogue about, sexuality make it difficult for sexually inexperienced people to gain knowledge before commencing sexual relationships and often lead to traumatic first experiences. These factors combine to make women develop negative attitudes toward sex or to deny sex altogether. To better understand sexual coercion within marriage, we should look not only at physical acts but also at cultural and gendered perceptions and practices in a specific setting. Findings highlight the need for a comprehensive response to tackling sexual coercion within marriage.

    Abstract In this article, the authors apply the relative air pollution index (RAPI) proposed by Pham Ngoc Ho for aggregate assessment of daily air pollution level (RAPId) using data from 3 daily standards (1, 8, and 24 h) of each country’s standard, including Vietnam Technical Regulation QCVN 05:2013/MONRE. By using the automated data of ambient air at 3 monitoring stations in Cam Pha coal mining area, Quang Ninh province in 2018, results of the frequency of pollution by month (f%) have shown that overall, the air quality in dry season (October–March) is worse than that in rainy season (April–September). Results of pollution frequency by month in a year f% also indicate that air pollution in 2018 at 3 stations is mostly at level I (no pollution) with f% ranged from 10 to 58.3%, but pollution level II–IV (light pollution–very heavy pollution) also happened as f% fluctuated from 20 to 42% in some months. Comparing with air quality assessment in 2011–2015 at this area by periodic monitoring equipment of Quang Ninh Center for Environmental Monitoring, results in 2018 have shown that individual index of RAPI is consistent with the current status of air quality with high accuracy. To compare with RAPId, we used VN_AQId index of the Vietnam Environment Administration (VEA). Comparison results show that both indices do not encounter eclipsing effect. However, ambiguous effect occurred in the case of VN_AQId index (warning not suitable for reality in some cases). In addition, advantages and limitations of these two methods have been analyzed and explained in detail.
