    Abstract Tuna regional fisheries management organizations (RFMOs) have long suffered from the domination of distant water fishing nations (DWFNs) in decision-making processes. The Indian Ocean Tuna Commission (IOTC) is no exception. In recent years, coastal states of the Indian Ocean (IO) have tried to change this dynamic - led by countries like the Maldives, Kenya, South Africa, and Australia - to deliver greater benefits to the region, including East Africa. These countries are gathered under the informal group of G16 and have increasingly improved their involvement in the IOTC. Here, we ask how the rise of the G16 benefited coastal States through participation and collective understanding in the Indian Ocean. To do this, we analyzed proposals submitted by the G16 for conservation and management measures and the participant lists of the Commission meetings in the past ten years. Our results show that, individually and collectively, the G16 has played a significant role in shaping the IOTC’s rules. The coastal States have established a good representation, with only a handful of Members absent in some years. Unveiling the efforts of coastal countries is essential to guide further capacity building in the region in terms of negotiations. We also call for international oversight of the actions of DWFNs, such as the EU, whose efforts often differ markedly from their claims of being sustainability champions. The G16’s work is essential to keep the coastal States of the Indian Ocean in the driver’s seat for managing Indian Ocean fisheries to benefit future generations.

    Abstract This paper examines codes of representation in nineteenth century engineering in Britain in relation to broader visual culture. While engineering was promoted as a rational public enterprise through techniques of spectacular display, engineers who aimed to be taken seriously in the intellectual hierarchies of science had to negotiate suitable techniques for making and using images. These difficulties can be examined in the visual practices that mark the career of engineer David Kirkaldy. Beginning as a bravura naval draughtsman, Kirkaldy later negotiated his status as a serious experimenter in material testing science, changing his style of representation that at first sight seems to be in line with the 'objective' strategy in science of getting nature to represent herself. And although Kirkaldy maintained a range of visual styles to communicate with different audiences, making rhetorical use of several technologies of inscription, from hand drawing to photography, nevertheless, his work does in fact demonstrate new uses of the concept of objectivity in representation when up against the practices of engineering. While these might seem merely pragmatic in comparison to the ethical weight given to the discourse of objective representation in science, in the messy world of collapsing bridges and law suits, virtuous engineers had to develop various forms of visual knowledge as practical science. This was not 'applied science' but a differentiated form of enquiry whose complexities hold as much interest as the better known visual cultures of late nineteenth century science or art.

    Abstract This article explores a tension at the core of the concept of herd immunity that has been overlooked in public and scientific discussions-namely: how can immunity, a phenomenon of individual biological defenses, be made relevant to populations? How can collectives be considered "immune"? Over the course of more than a century of use of the term, scientists have developed many different understandings of the concept in response to this inherent tension. Originating among veterinary scientists in the United States in the late 19th century, the concept was adopted by British scientists researching human infectious disease by the early 1920s. It soon became a staple concept for epidemiologists interested in disease ecology, helping to articulate the population dynamics of diseases such as diphtheria and influenza. Finally, though more traditional understandings of the concept remained in scientific use, in the era after World War II, it increasingly came to signal the objective and outcome of mass vaccination. Recognizing the complexity of scientific efforts to resolve the paradox of herd immunity may help us consider the best distribution of immunity against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2).
