    Abstract This article seeks to improve our understanding of what policy over- and under-design mean; what are the consequences of these suboptimal designs; and how politics matters to these designs. Based on the review of the literature and a variety of examples that focus on the role of information quality in policy design, and drawing on two phenomena from the field of epidemiology (namely, over-adjustment and unnecessary adjustment), the article enhances the definitional clarity of the terms under investigation and allows us to address the difficulty in reconciling technical problem solving with politics. The article proposes new definitional statements of proportionate and disproportionate policy designs that vary according to the extent to which the main design properties are adjusted to low-quality information. It also explores distinct variations in a few policy characteristics resulting from over- and under-design. The policy characteristics examined here include economic efficiency, policy effectiveness, policy robustness; the space for making significant changes at a later stage when high-quality information becomes available; the potential consequences in terms of policy over- and under-reaction; and the political ramifications of these suboptimal designs for elected executives. With regard to the interaction between technical and political logics, the article posits that deliberate policy over- and under-design can be viewed as solutions to serious political problems faced by elected executives, especially in politically sensitive times. Therefore, it facilitates a more realistic understanding of the conditions under which a policy is under- or over-designed to respond to some objectives but entirely proportionate with regard to others.

    Abstract Drawing on insights from social networks, social cognition and the study of emotions, this conceptual article offers a set of ideas and a series of predictions on how systematic variation in two sets of relationships may bear on agency behavior. The first is the agency-audience relationship which revolves around how and what multiple audiences think about public agencies, how these thoughts impact upon agency behavior, how information regarding this behavior is transformed within multiple audiences and how it influences audience memory and behavior regarding that agency. The second is the relationship between the reputation of an agency head and the reputation of that agency. The article identifies six broad areas that offer the most promising possibilities for future research on bureaucratic reputation, calling on researchers to incorporate insights from the aforementioned literatures, to dimensionalize these sets of relationships and to assess the generalizability of reputation’s effects.

    Abstract Abstract We report here on focusing of a probe IR (λ = 1.55 μm) laser beam in silicon. The focusing is done by a second pump laser beam, at λ = 0.775 μm and 30 ps pulse width, with a donut shape that is launched collinearly and simultaneously (with some delay time) with the IR beam pulse. The pump beam pulse is absorbed in the silicon and creates, temporally, a free charge carriers (FCCs) donut pattern in the silicon. Following the plasma dispersion effect, the donut FCCs shapes a complex index of refraction pattern in the silicon that serves as a sort of dynamic GRIN lens for the probe beam due to the diffusion of the FCCs towards the donut center. This lens can be tuned to its focal point by the pump-probe delay time to reduce the point spread function (PSF) of the IR probe beam. We start seeing the focusing of the probe beam at pump-probe delay time of $$\mathrm{\Delta t }\approx 100\mathrm{ ps}$$ Δ t ≈ 100 ps . The best focusing (results in PSF $$< 2\mathrm{ \mu m}$$ < 2 μ m ) was observed at $$\mathrm{\Delta t}\approx 350\mathrm{ ps}$$ Δ t ≈ 350 ps and it slowly degrades before the FCCs full recombination at $$\mathrm{\Delta t }\sim 12\mathrm{ ns}$$ Δ t ∼ 12 ns . We propose this beam shaping method to overcome the diffraction resolution limit in silicon microscopy on and deep under the silicon surface dependent on the pump wavelength and the pulse width. We also proposed this technique for direct measurement of the FCCs dynamics.

    Abstract Negative attitudes of health care workers (HCW) toward people living with HIV (PLWH) impact patients' care, quality-of-life, therapy adherence, and retention in care. Few publications address stigma and discrimination among HCWs in high income countries. This study aims to provide a better understanding of HCW knowledge and attitudes toward caring for PLWH, how this relates to discriminatory tendencies and professional contacts, and proposes effective strategies to reduce negative attitudes and stigmas among health care providers in a tertiary hospital in Israel. Of 321 health care personnel who responded to an electronic questionnaire, HCWs had a good level of general knowledge regarding HIV. A lack of knowledge was noted regarding antiretroviral therapy influences, HIV transmission from mother to child, and HIV risks and transmission. Cultural diversity was also noted. This study supports the need to implement a training program for HCWs on HIV-related stigma-reduction.
