    Abstract Este artículo analiza la reconfiguración de la élite gobernante veracruzana entre 2016 y 2018, en la etapa posterior a la elección de Miguel Ángel Yunes Linares como gobernador del Estado. Yunes Linares fue el primer mandatario ajeno al Partido Revolucionario Institucional (pri). Este estudio cualitativo identifica lo criterios y describe los patrones de reclutamiento de dicha élite. En el ámbito nacional, los gobiernos panistas habían radicalizado un proceso de tecnocratización iniciado desde el periodo priista, al mismo tiempo que reproducían las prácticas clientelares características del sistema político mexicano, con lo que suscitaron preguntas sobre la calidad y la efectividad del cambio político restringido a la instauración de un sistema competitivo de elecciones y partidos. La conformación del primer gobierno pospriista de Veracruz ejemplifica las continuidades de dicha política estatal, tanto desde el punto de vista de las trayectorias como desde las prácticas. El artículo muestra que no hubo un cambio en la tecnocratización de la élite gubernamental.

    Abstract Este artículo es un análisis en clave decolonial de los usos islamófobos de la laicidad en la Francia del siglo XXI, cuyos alcances sociopolíticos y teóricos rebasan las fronteras francesas para abrir puentes con el pensamiento decolonial latinoamericano. Primero, observamos cómo, en contradicción con sus propios principios, la laicidad francesa ha dado un giro identitario vinculado con la gestión poscolonial del islam para convertirse en la bandera de la islamofobia. Examinamos entonces las controversias generadas en torno al término «islamofobia» y la planteamos como una expresión de la lucha de razas. Finalmente, vemos cómo la islamofobia está en el centro de la contrarrevolución colonial, así como el islam en las luchas de la inmigración poscolonial y de sus descendientes en Francia.

    Abstract Cu- and Sm-doped ZnO nanorod arrays were grown with 1 wt% of Sm and different weight percents (0.0, 0.5, 1.0 and 1.5 wt%) of Cu by two-step hydrothermal method. The influence of Cu concentration and precursor of Sm on the structural, optical and photovoltaic properties of ZnO nanorod arrays was investigated. An X-ray diffraction study showed that the nanorod arrays grown along the (002) plane, i.e., c-axis, had hexagonal wurtzite crystal structure. The lattice strain is present in all samples and shows an increasing trend with Cu/Sm concentration. Field emission scanning electron microscopy was used to investigate the morphology and the nanorod arrays grown vertically on the FTO substrates. The diameter of nanorod arrays ranged from 68 nm to 137 nm and was found highly dependent on Cu concentration and Sm precursor while the density of nanorod arrays almost remains the same. The grown nanorod arrays served as photoelectrodes for fabricating dye-sensitized solar cells (DSSCs). The overall light to electricity conversion efficiency ranged from 1.74% (sample S 1 , doped with 1 wt% of Sm and 0.0 wt% of Cu) to more than 4.14% (sample S 4 , doped with 1 wt% of Sm and 1.5 wt% of Cu), which is 60% higher than former sample S1. The increment in DSSCs efficiency is attributed either because of the doping of Sm 3+ ions which increase the absorption region of light spectrum by up/down conversion or the doping of Cu ions which decrease the recombination and backward transfer of photo-generated electrons and increase the electron transport mobility. This work indicates that the coupled use of Cu and Sm in ZnO nanorod array films have the potential to enhance the performance of dye-sensitized solar cells.

    Abstract Purpose: Obesity is a major modifiable risk factor for cardiovascular disease. Bariatric surgery is considered to be the most effective treatment option for weight reduction in obese patients with and without type 2 diabetes (T2DM).

    Abstract The decays of J/psi --> etaphif(0)(980)[eta --> gammagamma, phi --> K(+) K(-), f(0)(980) --> pi(+)pi(-)] are analyzed using a sample of 5.8 x 10(7) J/psi events collected with the BESII detector at the Beijing Electron-Positron Collider. A structure at around 2.18 GeV/c(2) with about 5 sigma significance is observed in the phif(0)(980) invariant mass spectrum. A fit with a Breit-Wigner function gives the peak mass and width of m = 2.186+/-0.010(stat)+/-0.006(syst) GeV/c(2) and Gamma = 0.065+/-0.023(stat)+/-0.017(syst) GeV/c(2), respectively, which are consistent with those of Y(2175), observed by the BABAR Collaboration in the initial-state radiation process e(+)e(-) --> gamma(ISR) phif(0)(980). The production branching ratio is determined to be Br(J/psi --> etaY(2175))Br(Y(2175)- -> phif(0)(980))Br(f(0)(980) --> pi(+)pi(-)) = [3.23+/-0.75(stat)+/-0.73(syst)] x 10(-4), assuming that the Y(2175) is a 1(--) state.

    Abstract The state $Y(2175)$ is observed in the process $e^+ e^- \to \eta Y(2175)$ at center-of-mass energies between 3.7 and 4.6$\sim$GeV with a statistical significance larger than $10\sigma$ using data collected with the BESIII detector operating at the BEPCII storage ring. This is the first observation of the $Y(2175)$ in this process. The mass and width of the $Y(2175)$ are determined to be ($2135\pm 8\pm 9$)~MeV/$c^2$ and ($104\pm 24\pm 12$)~MeV, respectively, and the production cross section of $e^+ e^- \to \eta Y(2175)\to \eta\phi f_{0}(980)\to \eta\phi \pi^+ \pi^-$ is at a several hundred femtobarn level. No significant signal for the process $e^+ e^- \to \eta' Y(2175)$ is observed and the upper limit on $\sigma(e^+ e^- \to \eta' Y(2175))/\sigma(e^+ e^- \to \eta Y(2175))$ is estimated to be 0.43 at the 90\% confidence level. We also search for $\psi(3686) \to \eta Y(2175)$. No significant signal is observed, indicating a strong suppression relative to the corresponding $J/\psi$ decay, in violation of the "12\% rule."
