    Abstract Studies of universals of culture identify hundreds of human behaviours, features, and patterns of interactions, which can be found in any culture. The present article aims to identify and describe a small number of key universals, which are only necessary for a culture to emerge but for its progressive development as well. The theory of culture as an aggression control system is put forth identifying three such universals. First, to enhance cooperation, all cultures require impulse control of their members. The most important impulse to control is aggression. Second, all cultures have social structures to exercise such impulse control. Third, effective control of ingroup aggression is an important resource for development of a cultural group, providing some cultural groups advantage over others. While the path towards reduction of physical ingroup aggression seems clear, certain challenges remain, such as balancing different aspects of security, control of non-physical aggression, and intergroup aggression.

    In response to the ongoing coronavirus disease 2019 (COVID-19)pandemic, several countries including the USA, the UK, and Swedeninitially relied on recommendations for‘responsible behaviour’oftheir citizens in reducing the spread of infection. Among simplethings such as increased handwashing, these recommendationssuggested a few unusual and inconvenient behaviours, collectivelytermed‘social distancing’. That meant no more handshakes,embraces, parties and even conversations among friends, neigh-bours, colleagues and acquaintances in close physical proximity.For these social distancing recommendations to make an impacton the COVID-19 spread rate, they had to be adhered to by theabsolute majoritydas much as 90%dof the population.1Most countries (e.g., Italy, France, Denmark, Lithuania and so on)deemed unrealistic that the required majority of the populationwill be responsible enough to adhere to such recommendationsvoluntarily and imposed enforced restrictions of movement,including largefines for violation of social distancing regimes.Such measures have been shown to be effective in reducing thespread of a pandemic in China2and reducing deaths by as manyas 3.7 times in Italy.3Some countries, such as the USA and theUK, were quite late to do that, which led to detrimental effects interms of thousands of extra deaths. At the time of writing, somecountries, such as Sweden and Belorussia, still rely on responsiblebehaviour instead of mandatory orders.At the time of writing, COVID-19 deaths per million of thepopulation in Sweden stood at 132, which is very unfavourablewhen compared with the neighbouring countries, which initiatedpopulation lockdownsd55 in Denmark, 28 in Norway and 14 in Finland.[.]
