    Abstract "This book provides a multidisciplinary analysis of the impact of Brexit on British agriculture and associated areas, discussing the Common Agricultural Policy and the Agriculture Act 2020. The Brexit referendum provoked new debates and questions over the future of agriculture in Britain and the potential positive and negative impacts of Brexit on both farmers and consumers. These debates as well as the ensuing proposals relevant to the Agriculture Act 2020 have exposed the multidimensional effects of Brexit when it comes to agriculture. With a focus on profitability, the rights of farmers, environmental protection as well as animal welfare, this book brings together an interdisciplinary analysis of the future of British agriculture in post-Brexit Britain. More specifically, it addresses the criticisms over the Common Agriculture Policy, presents an analysis of the Agriculture Act 2020 and considers suggestions for future developments. Through this analysis, the book suggests a way towards the future, with a positive outlook towards a competitive and sustainable agriculture that will satisfy the needs of farmers, consumers, while ensuring environmental protection, animal welfare and rural development.     Abstract The world economy is sliding yet into another recession (having arguably barely recovered from the previous economic downturn) due to the worldwide pressures and tensions created by the COVID-19 pandemic. 1 With most countries in the world under lockdown (or in similar situations), almost all food is now consumed in the household. Arguably, agricultural producers and the retail industry appear to be the best placed to weather the storm in order to respond to such a change in demand. However, this is overly simplistic. Recent news of empty shelves in supermarkets whilst dairy farmers have been forced to pour milk down the drain have gone viral.

    Abstract The European Green Deal (EGD) is an ambitious strategy. However, significant events, incidents, and demands, from democratic backsliding in the EU to the Covid-19 pandemic, are causing the ground to shift underfoot. These events go beyond ordinary changes or even individual crises, cumulatively fuelling a “new normal” of turbulence for the EU, encompassing rapid, unpredictable changes. This turbulence can help and hinder policy design and implementation, requiring policy actors to think outside the box and beyond the status quo. This article investigates how the European Commission and other key actors can engage effectively with turbulence to ensure the successful delivery and implementation of the EGD. The first half of the article strengthens and adapts turbulent governance literature (Ansell & Trondal, 2018). It delineates how turbulence differs from crisis; expands the forms of turbulence to include horizontal scalar and policy turbulence, as well as its transversal attribute; and shifts the focus to governing with turbulence rather than against turbulence. The second half undertakes an initial analysis of the EGD in light of turbulence and provides a springboard for further investigations within this thematic issue and beyond. It is apparent that the EGD is both responding and contributing to a varied landscape of turbulence. Policy actors must identify and understand the sources of turbulence—including their transversal nature and the potential for responses to increase turbulence—if they are to effectively govern with turbulence.

    Abstract The development of shale gas resources in the United States has been controversial as governments have been tardy in devising sufficient safeguards to protect both people and the environment. Alleged health and environmental damages suggest that other countries around the world that decide to develop their shale gas resources can learn from these problems and take further actions to prevent situations resulting in the release of harmful pollutants. Looking at U.S. federal regulations governing large animal operations under the permitting provisions of the Clean Water Act, the idea of a permitting program is proposed to respond to the risks of pollution by shale gas development activities. Governments can require permits before allowing the drilling of a new gas well. Each permit would include fluids and air emissions reduction plans containing best management practices to minimize risks and releases of pollutants. The public availability of permits and permit applications, as occurs for water pollution under various U.S. permitting programs, would assist governments in protecting public health. The permitting proposals provide governments a means for providing further assurances that shale gas development projects will not adversely affect people and the environment.
