    Abstract Die Studie beschäftigt sich mit der Rolle von Europäischen Struktur- und Investitionsfonds (ESI-Fonds) beim Aufbau der Europäischen Gesundheitsunion (EGU), und dies vor dem Hintergrund der Halbzeitüberprüfung des mehrjährigen Finanzrahmens und der hohen Varianz bei der Übersterblichkeit während der Covid-19-Pandemie. Im Detail analysiert die Studie die Determinanten regionaler Übersterblichkeit und untersucht, wie ESI-Fonds zum Aufbau der EGU und resilienter Gesundheitssysteme durch Kohäsionsförderung und Konvergenz von Lebensverhältnissen beitragen können. Im Vordergrund stehen drei aus der Literatur abgeleitete Thesen, die in der Studie überprüft werden: (1) Ökonomische Deprivation und Unterschiede in der medizinischen Infrastruktur beeinflussen die Übersterblichkeit; (2) die Förderung durch ESI-Fonds führt zu einer Verbesserung der medizinischen Infrastruktur; (3) ESI-Fonds unterstützen den Aufbau resilienter Gesundheitssysteme. Die Ergebnisse zeigen, dass ökonomisch benachteiligte Gebiete stärker von der Pandemie betroffen waren und dass in ESI-geförderten Regionen positive Entwicklungen bei der medizinischen Infrastruktur zu beobachten sind. Durch ESI-Fonds geförderte Regionen weisen eine geringere Übersterblichkeit auf als Vergleichsregionen. Dies gilt aber nur für Regionen, die im Zuge der Förderung eine positive wirtschaftliche Entwicklung verzeichnen. Neben der durch ESI-Fonds gestützten wirtschaftlichen Entwicklung und der Verbesserung der medizinischen Infrastruktur kommt es auch darauf an, spezifische Kapazitäten zur Bekämpfung von Gesundheitsgefahren aufzubauen. Die Studie empfiehlt die Nutzung der ESI-Fonds zur Förderung der Resilienz, die Berücksichtigung ökonomischer Determinanten und die gerechte Verteilung von Gesundheitsressourcen. Der Aufbau der EGU erfordert demnach einen ganzheitlichen Ansatz, der ESI-Fonds mit anderen Initiativen kombiniert.

    Abstract A widely held view is that increasing globalisation and inequality are fostering support for populist actors. Surprisingly, when focusing on Germany and the U.S., populist voting is highest in less globalised regions with rather equal income distributions. Addressing this puzzle, I ask how the regional variance in populist voting can be explained. In my answer, I introduce the concept of spatial inequality, which describes the regional inequality within countries, and construct a measure of public goods scarcity. I argue that the spatial inequality induced feeling of being left behind is positively correlated with populist voting and that this effect is mitigated by public goods provision. Using county level data to develop spatial inequality and public good scarcity indices, I can provide empirical support for these arguments. The findings have important implications for understanding the sub-national variance in populist voting and the role of relative economic deprivation as well as public goods provision.

    Abstract Populist parties enjoy stable support in various European countries. The literature on the rise of populism argues that this support especially increases in times of crises. Surprisingly, the German right-wing populist Alternative für Deutschland (AfD) did not increase its support in the wake of the COVID-19 pandemic. Moreover, the party even lost 2.3 percentage points in the 2021 federal election. We address this puzzle and ask why the AfD has not been able to use the crisis to its advantage. Our main argument in answering this question is that, although the AfD pursued the classic populist strategy of fundamental opposition, the support base of the AfD is strongly divided on the preference towards measures containing the spread of COVID-19. This division is reinforced by individual affectedness by the pandemic. Introducing a novel weekly dataset on voter preferences, we show that the AfD support base is strongly divided on the issue with approval of the government measures being a significant and substantial contributor to vote switching away from the AfD. Using regional-level data and a difference-in-differences approach, we further show that western German regions hit especially hard by the pandemic display a lower AfD vote share than other regions. Our findings have important implications for the impact of exogenous shocks on electoral competition and also on the future of populist parties.

    Abstract Der "One Health"-Ansatz hat auf verschiedenen Ebenen Eingang in politische Prozesse gefunden. Grund dafür ist das vermehrte Auftreten von Zoonosen, also Infektionskrankheiten, die wechselseitig zwischen Tier und Mensch übertragen werden können. One Health liegt an der Schnittstelle der Gesundheit von Menschen, Tieren und Ökosystemen und fordert transsektorale Lösungen. Geht es um die praktische Ausgestaltung und Umsetzung des Ansatzes durch WHO, Regionalorganisationen und Staaten, ergeben sich zahlreiche inhaltliche Fragen. Besonders in drei Kontexten wird One Health derzeit thematisiert: in den Verhandlungen zum geplanten Pandemievertrag, in der Global Health Strategy der EU und in der Strategie der Bundesregierung zur globalen Gesundheit.

    Abstract Abstract Laser powder bed fusion (L-PBF) is increasingly used to fabricate functional parts used in safety-relevant applications. To ensure that the sophisticated part specifications are achieved, 100% quality inspections are performed subsequent to the buildup process. However, knowledge about the detectability of defects in L-PBF parts using NDT methods is limited. This paper analyzes the suitability of NDT techniques in an ex situ environment, in particular active infrared thermography, neutron grating interferometry (nGI), X-ray computed tomography, and ultrasonic testing for the examination of L-PBF parts made from Inconel 718. Based on a test specimen with artificially inserted defects with varying dimensions and depths, these NDT techniques were compared in terms of their attainable resolution and thus defect detection capability. The empirical studies revealed that nGI shows the highest resolution capability. It was possible to detect defects with a diameter of 100–200 m at a depth of 60–80 $${\upmu } \hbox {m}$$ μ m . The results are discussed with regard to their relevance for the examination of L-PBF parts and thus not only contribute to a better understanding of the potential of the NDT techniques in comparison but also assist stakeholders in additive manufacturing in evaluating the suitability of the NDT techniques investigated.

    Abstract Recent studies show that alcohol dependence is associated with alterations in plasma levels of nerve growth factor (NGF). The aim of this study was to further elucidate reported alterations in NGF plasma levels during alcohol intoxication and withdrawal. Therefore, we assessed NGF plasma levels by enzyme-linked immunosorbent assay (ELISA) on admission (day 0) and day 7 of alcohol withdrawal in male alcohol dependent patients (n=75) in comparison to healthy controls (n=44). We found significant higher (U=1005.0, p<0.001) NGF plasma levels in the alcohol-dependent patients. Subgroup analysis showed significant higher (U=-2.934, p=0.003) NGF plasma levels in patients suffering from acute alcohol intoxication (group A) than in early abstinent patients (group B). From day 0 to day 7 of alcohol withdrawal NGF plasma levels decreased significantly in both groups (group A: Z=-3.118, p=0.002, group B: Z=-2.103, p=0.035). Our results suggest that acute alcohol intoxication is associated with an increase in NGF plasma levels, which decrease during alcohol withdrawal. These results suggest that NGF plasma levels increase as part of a regulation mechanism that counteracts alcohol intoxication.

    Abstract Investigated nerve growth factor (NGF) levels in patients suffering alcohol intoxication and withdrawal. The protein group neurotrophins including NGF are linked to neuronal cell functioning and regeneration. It is believed that NGF levels increase as a defense mechanism to the damaging effects of ethanol intoxication. NGF levels were observed in 119 male patients, 75 of which were admitted into an alcohol detoxification program with an additional 44 control subjects. Findings revealed an increase in NGF levels for patients tested while intoxicated. NGF levels diminished as intoxication levels declined indicating support of the assumption that NGF levels are a protective mechanism against increased levels of ethanol in the system.
