    Abstract Die gesundheitliche Versorgung von Geflüchteten steht beispielhaft für die Integration von Migrant:innen in das Gesundheitssystem. Das Buch untersucht Regelungen, Formen, Reichweite und Triebkräfte der Bearbeitung der spezifischen psychiatrisch-psychotherapeutischen Versorgungsbedarfe von Geflüchteten in Deutschland. Dabei werden diverse regelungsbedürftige Problemfelder (z.B. Bedarfsermittlung, Sprachmittlung, Leistungsgewährung bzw. Leistungszugang mit oder ohne elektronische Gesundheitskarte, Rolle der Zivilgesellschaft) auf der Bundes-, der Länder- und der kommunalen Ebene in den Blick genommen. Die Herausgeber:innen Dr. Dr. Thomas Gerlinger ist Professor und Leiter der Arbeitsgruppe Gesundheitssysteme, Gesundheitspolitik und Gesundheitssoziologie an der Fakultät für Gesundheitswissenschaften der Universität Bielefeld.     Abstract It is generally assumed that in EU Member States the right of recognized environmental organizations (ENGOs) to file lawsuits under the Aarhus Convention contributes not only to a better enforcement of environmental law, but also to an improvement of environmental quality. However, this has not yet been investigated. Hence, this paper examines whether 49 lawsuits that environmental associations filed against air quality plans of German cities between 2011 and 2019 had a positive effect on air quality by reducing NO 2 emissions in the respective cities. Using a staggered difference-in-differences regression model, we show that, on average, lawsuits against cities’ clean air plans have a negative effect on NO 2 concentration in these cities. In fact, the NO 2 concentration in cities sued by ENGOs decreased by about 1.31 to 3.30 µg/m 3 relative to their counterfactual level.

    Abstract Abstract Comparative migration policy research has increasingly dealt with the question of whether partisan differences in government can explain differences between migration policies. The empirical findings, however, for both, European states and states of the USA, are inconsistent as governing parties’ positions on integration policies do not in all cases explain the differences in migration legislation. This article investigates the conditions under which German states opt for a permissive model of healthcare provision for asylum seekers as an alternative to the existing restrictive bureaucratic model. Using a fuzzy-set qualitative comparative analysis (fsQCA), we find that a left-of-center state government is a necessary condition for the introduction of the alternative model. Full cost reimbursement by the state is the sufficient condition, i.e. the permissive alternative model is fully implemented only in those states with a left-of-center state government and where municipalities do not bear the risk of potentially higher costs for healthcare provision. With this unambiguous partisan effect, this article represents an important contribution to the international debate.

    Abstract This is a response to the commentary by Robert C. Schmidt in this journal, in which the author suggests that for specific problems such as climate change or the current pandemic, decisions on policies should be made by scientific experts rather than by politicians. We argue that such ideas, which were brought up in the late 1960s and reconsidered more recently, do not take sufficient account of the nature of science politics, and their interaction. Furthermore, problem structures and resulting challenges for science and politics are not similar, but essentially different between climate change and the pandemic. Therefore, different solutions to the problems are required. There is a need to improve politics' reliable recourse to scientific evidence in many cases.
