    Abstract This article argues that an artificial superintelligence (ASI) emerging in a world where war is still normalised constitutes a catastrophic existential risk, either because the ASI might be employed by a nation-state to war for global domination, i.e., ASI-enabled warfare, or because the ASI wars on behalf of itself to establish global domination, i.e., ASI-directed warfare. Presently, few states declare war or even war on each other, in part due to the 1945 UN Charter, which states Member States should "refrain in their international relations from the threat or use of force", while allowing for UN Security Council-endorsed military measures and self-defense. As UN Member States no longer declare war on each other, instead, only 'international armed conflicts' occur. However, costly interstate conflicts, both hot and cold and tantamount to wars, still take place. Further, a New Cold War between AI superpowers looms. An ASI-directed/enabled future conflict could trigger total war, including nuclear conflict, and is therefore high risk. Via conforming instrumentalism, an international relations theory, we advocate risk reduction by optimising peace through a Universal Global Peace Treaty (UGPT), contributing towards the ending of existing wars and prevention of future wars, as well as a Cyberweapons and Artificial Intelligence Convention. This strategy could influence state actors, including those developing ASIs, or an agential ASI, particularly if it values conforming instrumentalism and peace.

    Abstract This paper aims to explore a possible relationship between democracy and the environment, more specifically between freedom and environmental sustainability (environmental performance). The conceptual lenses of the Quadruple and Quintuple Innovation Helix Frameworks were used as they emphasize the importance of democracy and ecology (environmental sustainability) for knowledge and innovation and vice versa. The empirical model focused on the following research question: What is the correlation between political freedom and environmental performance? In essence, all countries in the world with a population of one million or more were included (a total of 156 countries), and the reference year was 2016. The empirical outcome of the correlation analysis was a positive Pearson correlation of about 0.56 (or 0.73 if we examine regional country groups), and, perhaps even more significantly, this correlation was significant at the 0.001 level (two-tailed). The correlation results lend themselves to the following interpretation: The higher the political freedom in a country, the more likely it is to have a higher environmental performance. Similarly, the lower the political freedom in a country, the more likely it is to have a lower environmental performance. As a preliminary proposition, therefore, democracy, environmental sustainability, and innovation-driven knowledge economies may have a highly symbiotic and synergistic dynamic and non-linear relationship.

    Abstract This article provides a high-level review of the geopolitical status quo of nuclear fusion energy and outlines a vision for the future against the backdrop of Industry 5.0 and Society 5.0. In 2020, the year of the 75th anniversary of Hiroshima and Nagasaki, ITER, the world’s largest fusion experiment, began its machine assembly, and next year, the DEMO (fusion power) stage of ITER planning is formally due to begin. With several countries now engaged in the design of DEMO-phase machines, we stress that a “burning plasma” self-sustaining fusion reaction event will be a critical juncture similar in status to the Trinity Test. In response, urging the need for US geopolitical engagement, we call for a “Global Commission for Urgent Action on Fusion Energy,” to be backed by the International Atomic Energy Agency and International Energy Agency (IEA), along the lines of the existing IEA “Global Commission for Urgent Action on Energy Efficiency.” We see the Commission serving a similar, this time international, role to the 1946 “Acheson-Lilienthal” report for fission and involving a global External Independent Review of the state-of-the art of fusion energy technologies. We suggest major “soft power” co-chairs from the Global West and North and from the Global South, thereby providing a geopolitical pivot which can unlock tens of billions of dollars in funding for multiple technology pathways, create a global regime to safeguard Intellectual Property, accelerate the transition from fossil fuels to a “Future Fusion Economy,” and prevent the geopolitical polarization of fusion energy.
