    Abstract n 2015 the European Commission adopted the Digital Single Market (DSM) strategy, aiming to establish common European data protection rules, reform telecoms rules and modernise copyright rules, among other goals. The authors in this Forum review the progress made thus far and explore the opportunities for further improvements to the EU’s digital regulatory framework. How can the DSM ensure data privacy and online consumer protection? What degree of harmonisation of rules in the 28 member states is necessary? Can small businesses take advantage of the potential benefits of big data, or are these benefits limited to large companies that can afford to invest in the proper analysis of the data? What lessons can the EU draw from experiences in other parts of the world? Perhaps most importantly, how can the DSM be optimised to support European innovation and economic growth?

    Abstract We present a statistical model that can be employed to monitor the time evolution of the COVID-19 contagion curve and the associated reproduction rate. The model is a Poisson autoregression of the daily new observed cases and dynamically adapt its estimates to explain the evolution of contagion in terms of a short-term and long-term dependence of case counts, allowing for a comparative evaluation of health policy measures. We have applied the model to 2020 data from the countries most hit by the virus. Our empirical findings show that the proposed model describes the evolution of contagion dynamics and determines whether contagion growth can be affected by health policies. Based on our findings, we can draw two health policy conclusions that can be useful for all countries in the world. First, policy measures aimed at reducing contagion are very useful when contagion is at its peak to reduce the reproduction rate. Second, the contagion curve should be accurately monitored over time to apply policy measures that are cost-effective.

    Abstract In just a few weeks, COVID-19 appeared in China and quickly spread to the rest of the world, including Europe and the United States. Many have rushed to describe the outbreak as a ‘black swan’ – an unpredictable event with extremely severe consequences. However, COVID-19 was not only predictable ex post: it was amply predicted ex ante. This allows us to draw some preliminary lessons: • First, economic policy will need to shift from its current focus on efficiency, towards a greater emphasis on resilience and sustainability. • Second, a more centralised governance to address health emergencies is needed. • Third, Europe should create a centre for the prevention of large-scale risks. • Fourth, digital technologies, if handled with care, can be an important part of both a mitigation and a response strategy. • Fifth, Europe should improve its science advice and communication functions. Finally, there are many ways to pursue enhanced resilience and responsiveness, but not all of them are compatible with sustainability and democratic values. The challenge is to find an adequate policy mix, which safeguards individual rights and liberties, protects the economy, and at the same time strengthens government preparedness for cases of epidemics and pandemics.
