    Abstract La gobernanza global se ha aceptado ampliamente como objeto de estudio y como forma de “ver” la política mundial. Sin embargo, todavía sabemos poco acerca de cómo ha evolucionado la publicación en lo que concierne a tal materia. Este artículo ofrece la primera exploración sistemática de estos patrones. Utiliza un conjunto de datos original de investigación sobre gobernanza global para responder tres preguntas de primer orden: ¿cómo ha variado la publicación a lo largo del tiempo?; ¿en qué temas se han centrado los estudiosos?; ¿y quiénes han estado publicando en este ámbito de estudios? Los autores descubrieron que la investigación ha aumentado y se ha vuelto cada vez más diversa, pero de manera selectiva. Algunos temas marginados ocupan un lugar más destacado que en el resto de las relaciones internacionales, pero también hay omisiones importantes. Por lo demás, si bien la investigación ya no procede tanto de la región estadounidense, y las mujeres han sido comparativamente más activas en relación con otras áreas, la diversidad geográfica sigue siendo por demás limitada. Los académicos con sede en el Sur Global se perfilan como los primeros artífices de menos del 14 por ciento de todas las publicaciones. Para concluir, el artículo promueve la reflexión sobre las implicaciones que todo ello tiene para el campo de estudio referido.

    Abstract Electricity coverage in Latin America has increased substantially in recent decades, rising from 50% of the population in 1970 to more than 95% in 2015. Growth, however, slowed in the 1990s as many countries experienced difficulties in extending their networks further, in particular to serve those living in isolated and rural areas. In spite of this, the process of electrification was not interrupted and at the beginning of the 2010s decade most countries in the region were able to provide access to electricity to almost all of their populations. In this paper, we examine the main strategies used in Latin America to increase coverage and argue that only a combination of policy efforts has made it possible to achieve the current situation. We also examine the remaining obstacles, at policy and institutional levels, to achieving full coverage.

    Abstract Public goods having different proprieties produce different problems of collective action. This hypothesis has been discussed from different analytical perspectives and we examine their arguments, aiming to deepen our theoretical understanding about the logic of collective action. In this paper we look for similarities and differences regarding their use of concepts and expected results. Simultaneously, we examine the link between different public goods and the interdependent behavior of individuals. To this purpose, we also revisit the connections between production functions and consumption types in the case of public goods, as a mean to explore the potential development of more elaborated models in the theory of collective action, and suggest that more empirical contrast of these models is needed. Finally, we argue the importance for theoretical discussions to include a discussion about the impact of perception in the collective action models, considering systematic deviations to rational choice, and conclude that no single theory may address all collective action problems, but systematic patterns of behavior may be identified and empirically confirmed. Bienes públicos con distintas propiedades generan problemas diferentes de acción colectiva. Esta hipótesis ha sido discutida, desde distintas perspectivas analíticas, con el objeto de profundizar teóricamente sobre la lógica de la acción colectiva. En este trabajo se revisan las aportaciones recientes a esta cuestión, analizando sus puntos de encuentro y sus divergencias en cuanto a conceptos y resultados esperados. Asimismo, se examina la relación entre tipos distintos de bienes públicos y el comportamiento interdependiente de los individuos. Con este fin, los vínculos entre las funciones de producción y las formas de consumo de bienes públicos también son considerados, ya que permite desarrollar modelos más ambiciosos sobre la lógica de la acción colectiva. Finalmente, se considera la existencia de posibles problemas de percepción en los individuos que participan en la acción colectiva, produciendo desviaciones sistemáticas en la racionalidad de las decisiones, lo que nos permite concluir que, en lugar de pretender una teoría que incluya todos los problemas de la acción colectiva, deberíamos identificar patrones sistemáticos de comportamiento, susceptibles de ser contrastados empíricamente.

    Abstract During the 1990s, a large number of regulatory agencies were created or reformed in different sectors in Latin American countries. Almost all included political delegation mechanisms, intended as formal rules to enhance credible commitments to time-consistent policies. In this paper, using an original data set of agencies’ head tenure in the telecommunications and finance regulatory agencies, we discuss if these mechanisms worked as planned, and find a divergence between actual mandates and the formally established fixed terms, effected by means of systematic early resignations. Our findings reveal, however, some consistent patterns of behavior. Stronger legislative presidential power reduced effective delegation to some extent, and agencies’ organizational strengths protected them from patron-age. We also confirmed the existence of some significant differences be-tween the two sectors examined. Having slightly weaker delegation rules, delegation practices were also less effective in telecommunications than in financial services, contrary to expectations about credible commitments. Durante los años 1990, muchas agencias reguladoras fueron creadas o reformadas en diferentes sectores en los países latinoamericanos. Casi todas incluyeron mecanismos de delegación política, entendidos como reglas formales para mejorar los compromisos creíbles sobre políticas que requieren coherencia en el tiempo. En este trabajo, utilizando un conjunto de datos originales sobre los responsables de las agencias reguladoras de las telecomunicaciones y de las finanzas, se discute si estos mecanismos funcionaron como estaba previsto, identificándose una divergencia entre los mandatos reales y los términos formalmente establecidos, debido a la existencia de numerosas renuncias anticipadas. Nuestros hallazgos revelan, sin embargo, algunos patrones consistentes de comportamiento: un mayor poder presidencial sobre el legislativo reduce la delegación efectiva hasta cierto punto, y las fortalezas organizativas de las agencias ayudan a frente ...
