    Abstract En Haïti, les systèmes agricoles sont fortement vulnérables au changement climatique. Cette étude vise à analyser la pertinence d’une démarche de co-conception de stratégies d’adaptation des exploitations agricoles au changement climatique dans une zone hautement vulnérable telle que Haïti. Menée à Saint Michel de l’Attalaye, l’étude reposait : (i) sur la réalisation d’un diagnostic des performances technico-économiques de 24 exploitations représentatives des trois principaux types de stratégies d’adaptation observées, et (ii) sur la co-conception de stratégies innovantes avec un échantillon plus réduit de 9 agriculteurs. Les résultats de l’étude montrent que les performances initiales des 24 exploitations en termes de couverture des besoins caloriques du ménage, revenus, et émissions de gaz à effet de serre sont différentes pour les trois types de stratégies. La diversification des systèmes de production agricole joue un rôle crucial dans les performances mesurées. Les stratégies proposées par les 9 producteurs visent à accroître cette diversification tout en renforçant la place de la canne à sucre dans les systèmes de production, mais les changements pensés sont incrémentaux. D’autres boucles de co-conception pourraient être envisagées pour explorer avec les producteurs des changements de rupture articulant augmentation des capacités de production des exploitations et adaptation au changement climatique. Cette étude pilote en Haïti pourrait être répliquée dans d’autres zones hautement vulnérables afin de co-concevoir des systèmes innovants tenant compte des contraintes spécifiques auxquelles sont exposés les agriculteurs.

    Abstract In the French West Indies, the banana sector has made a transition from systems heavily reliant on synthetic inputs to more agroecological systems. However, despite abundant literature on the performance of these systems, few studies have described the mechanisms involved in this transition at the level of individual farms. This article aims to understand the drivers of diverse individual agroecological transitions on banana farms in Guadeloupe towards alternative practices to the use of pesticides with a specific focus on the role of biophysical constraints at territorial scale. The methodological approach was based on three complementary steps to grasp the spatio-temporal determinants of these transitions: (1) a mapping of biophysical constraints on the scale of a territory spanning 2510 ha of farmland, (2) a mapping of the land use changes between 2010 and 2019 at the plot scale over 1680 plots, and (3) an evaluation of the agroecological transition over ten years of 20 farms located in four previously determined constraint zones. We show that some farms in the study area face multiple constraints linked to biophysical factors (sigatoka pressure and slope), and that there are links between these various constraints and land use changes (e.g. abandonment, diversification and maintenance of banana production). A more detailed analysis of the farms shows the emergence of five transition types over the last ten years: farms with a weak transition, farms with a weak transition despite having governance over their productive resources, farms with a moderate transition, farms with an organic-based agroecological transitions, and farms with a strong agroecological transition. The biophysical constraints of these farms affected these transitions, however changes in legislation or access to organic certification also supported changes. There is room for progress to intensify the transition of these systems, but this requires specific recommendations for these different types. The mixed method used in this study is helpful to diagnose changes in time and space of farms in agroecological transition and assess their real room for maneuver.

    Abstract Climate change and variability have been identified as major threats to key sectors such as agriculture that drive economic growth and sustainable development in developing countries. The provision of tailored weather and climate information services (WCIS) that meet users' expectations can play an important role in helping decision makers adapt to and mitigate the effects of climate change and climate However, the evidence base showing the benefits of WCIS is still thin.This study analyzes the impact of uptake of tailored seasonal and daily weather forecasts that are mediated by a multidisciplinary working group (MWG) on crop productivity and household income of smallholder farmers in Senegal.A two-season balanced dataset in combination with panel econometrics was used to explore the impact of uptake of weather and climate information on crop income for farmers in Senegal. The data were complemented by participatory surveys that provide richer contextual information to explain the causal pathways that link farmers' uptake with increased crop income for farmers with access to the MWG.Results show that the use of weather and climate information increased the value of crop produce by between 10 and 25% for farmers with access to an MWG. Coordinated platforms that involve diverse stakeholders like the MWGs play a critical role in co-producing weather and climate information that are more usable to farmers, thereby improving uptake and livelihoods. The impact pathways and implications for policy are discussed.This study expands the limited evidence base on the role of weather and climate services in improving the livelihoods of smallholder by (i) going beyond the use of cross-sectional and using longitudinal data, (ii) analyzing causal impacts on farmer's livelihoods, i.e., crop yields and household income and (iii) using participatory approaches to better explain the causal impact pathways.

    Abstract Relatively a few studies assess the impact of climate change (CC) policies on effective farmers’ agronomic practices and associated agro-technical performance. This study aimed at characterizing how CC policies can help farmers to combine CC with other environmental issues to support the design of more effective policies at the farm level. It was conducted in Guadeloupe, where farming systems are highly vulnerable to CC. We analyzed the Agro-Environmental and Climate Measures (AECM) proposed by the European Union. We made surveys with 39 farmers and used an existing whole-farm simulation tool to assess practices promoted by the current AECM. The tool was also used to assess the new AECM under discussion by stakeholders. Structural characteristics allowed identifying various types of farms. These characteristics may affect farmers’ capacity to implement the current AECM given that they are labour-intensive. New AECM focused on the decrease in pesticides and do not properly address CC since most of them lead to an increase in greenhouse gas emissions and are very different from the current farmers’ CC adaptation strategies. Synergies can be found between the reduction of pesticide use and CC if the alternatives proposed also permit to decrease in the use of synthetic fertilizers.

    Abstract Climate change is challenging the sustainability of agricultural systems. Some authors argue that only an agroecological transformation of agricultural systems is the appropriate response to climate change issues. CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), aims to catalyze positive change towards climate-smart agriculture (CSA), food systems and landscapes to meet the triple goals of food security, adaptation and mitigation. In this paper, we present agroecological principles as defined by various authors or institutions and question how they address climate change issues. Using FAO 10 elements of Agroecology as framework we investigate to what extent CCAFS is aligned with agroecological principles. To answer these questions, we used a combination of bibliographic study, interviews of CCAFS Flagship leaders and text mining method. Our main conclusion is that although agroecology was not a key concept in the design of CCAFS activities, on the ground many promoted practices where agroecological practices and several of the 10 FAO elements of agroecology were addressed but with a different perspective than the one promoted by the proponents of agroecology. To further improve or re-direct CCAFS activities with agroecological principles we recommended five main areas of intervention: to better include agroecological principles in the implementation of NDCs, to strengthen system thinking for food system transformation, to strengthen landscape-level activities, to develop projects on circular and solidarity economy, and to use CIS to support the implementation of agroecological practices.

It brings together some of the world's best researchers in agricultural science, climate science, environmental and social sciences to identify and address the most important interactions, synergies and trade-offs between climate change and agriculture. CCAFS aims to define and implement a uniquely innovative and transformative research program to help vulnerable rural communities adjust to global changes in climate and overcome the threats posed to agriculture and food security. Fully aligned with this global effort, CIAT together with ICRAF, ICRISAT and ILRI started implementing the EU-IFAD funded project “Building livelihoods and resilience to climate change in East & West Africa”.     Abstract Climate change adaptation is a cross-cutting policy issue that accounts for a diversity of policy approaches, tools, and goals. Unclear conceptualization and the absence of comparable metrics are challenges that hinder the assessment of progress toward policy goals. This study draws on a policy mix approach to analyze adaptation efforts at the subnational level. It examines the complex pathways by which rural households in Northeast Brazil build resilience capacities and deal with drought with policy support. Particular emphasis is placed on the implementation of policy mixes composed of climate-related and broader development instruments as well as on the coordination of these instruments in the mix. The resilience of households benefiting from different instrument mixes is examined, and the results show a trend toward an intermediary value for our composite resilience metric highlighting the adoption of coping rather than transformative adaptive strategies. However, changing these trends toward enhanced resilience pathways depends on the improved implementation of the policy mixes and on political factors that include administrative issues, but also coordination and negotiation among policy actors.

    Abstract As part of the Learning Platform (LP2) Participatory evaluation of Climate-Smart Agricultural (CSA) practices and technologies across the AR4D Climate-Smart Villages (CSVs) network, CCAFS Flagship 2 designed a new Integrated Climate-Smart Monitoring Framework to supports a global, systemic and standardized effort to build context-specific evidence on uptake of CSA options and the associated (perceived) outcomes at household and farm level. The CSA Multilevel Framework provides standard metrics made of a set of Core (uptake and outcome) Indicators as well as Extended indicators (covering the enabling environment) designed to address the following research questions: 1) Who within each CSV community adopts which CSA technologies and practices (typology of adopting farmers) and which are their motivations or constraining factors? To which extent farmers access and use climate information services? 2) Which are the gender-disaggregated perceived effects of CSA options on farmers’ livelihood (agricultural production, income, food security, food diversity and adaptive capacity) and on key gender dimensions (participation in decision making, participation in CSA implementation and dis-adoption, control and access over resources and labor) 3) Which are the CSA performance, synergies and trade-offs found at farm level? (farm model analysis). This manual aims to support future implementation of the CSA Monitoring framework in the field. It reflects all the learnings that came from its piloting and rollout phase (2018-2020) across 10 countries worldwide.
