    Abstract Cell metabolism coordinates the biochemical reactions that produce carbon and ATP in order for the cell to proliferate, differentiate, and respond to environmental changes. Cell type determines metabolic demand, so proliferating skeletal progenitors and differentiated osteoblasts exhibit different levels of cell metabolism. Limb regeneration is an energetically demanding process that involves multiple types of tissues and cell functions over time. Dysregulation of cell metabolism in aged mice results in impaired regeneration, a defect that can be rescued in part by the administration of oxaloacetate (OAA). A better understanding of how cell metabolism regulates regeneration in general, and how these changes can be modulated to benefit potential regenerative strategies in the future is needed. Here we sought to better understand the effects of OAA on young mice and determine whether the same mechanism could be tapped to improve regeneration without an aged-defect. We also asked which dosing time periods were most impactful for promoting regenerative outcomes, and whether these effects were sustained after dosing was stopped. Consistent with our findings in aged mice we found that OAA enhanced regeneration by accelerating bone growth, even beyond control measures, by increasing trabecular thickness, decreasing trabecular spacing, and improving the patterning by decreasing the taper, making the regenerated bone more like an unamputated digit. Our data suggests that the decrease in spacing, an improvement over aged mice, may be due to a decrease in hypoxia-driven vasculature. Our findings suggest that OAA, and similar metabolites, may be a strong tool to promote regenerative strategies and investigate the mechanisms that link cell metabolism and regeneration.

    Abstract The experiences of the ongoing refugee crisis in Europe highlight the failures of the current model of having the EU and its members states share responsibility for asylum policies. Based on standard criteria of fiscal federalism, this paper analyses the shortcomings of the status quo. We show that European asylum policies stand in sharp contradiction to the optimal assignment of tasks within a federal system. For example, the current system creates substantial incentives for free-riding and foregoes the potential benefits of European economies of scale. Given this diagnosis, we explore the pros and cons of different options for a more European approach. In particular, we analyze and provide estimates of the quantitative implications for the options of: (A) quotas that would distribute refugees across countries according to a pre-determined calculation of reception capacity; (B) EU financing of national service provision; and (C) EU service provision in asylum policies.

    Abstract The European Union Statistics on Income and Living Conditions (EU-SILC) is a rotational panel provided by Eurostat that covers variables with a high potential for comparative European labour market and social research. Unfortunately, its current availability limits its potential research applications. This research note describes these shortcomings of the current data provision. Furthermore, we make two contributions for a better exploitation of these data sets: First, we develop a method for combining the different waves in order to increase the number of usable observations; and second, we indicate how monthly data on income and hourly pay can be derived.

The central estimate from a spatial regression discontinuity design indicates that a one percent increase in fees raises the evasion rate by 0.3 percentage points. The positive effect of fees on evasion is confirmed in different parametric and non-parametric approaches and survives several robustness checks.

    Abstract This study aims to give guidance for a better-performing EU through an improved allocation of competences between the European Union and its member states. The study analyses eight specific policies from a wide range of fields with respect to their preferable assignment. The analysis applies a unified quantified approach and is precise in its definition of "counterfactuals". These counterfactuals are understood as conceptual alternatives to the allocation of competences under the status quo. As such, they either relate to a new European competence (if the policy is currently a national responsibility) or a new national competence (if the policy is currently assigned to the EU). The comprehensive, quantification-based assessments indicate that it would be preferable to have responsibility for higher education and providing farmers with income support at the national level. Conversely, a shift of competences to the EU level would be advantageous when it comes to asylum policies, defence, corporate taxation, development aid and a (complementary) unemployment insurance scheme in the euro area. For one policy - railway freight transport - the findings are indeterminate. Overall, the study recommends a differentiated integration strategy comprising both new European policies and a roll-back of EU competences in other fields.
