    Abstract The paper provides a review of the work on financing the transformation of food systems done by the author and colleagues at IFPRI. The analysis discusses the objectives of that transformation (related to the Sustainable Development Goals and the Paris Agreement) and shows estimates of the costs involved. Then it presents an evaluation of the existing financial flows and their potential scaling up, using a broader view of six main flows involved: two that are internal to food systems (consumer expenditures on food and related items, which are the main source of revenue (as sales) for the variety of actors on the supply side of food systems); and four that are external (international development funds, public budgets, banking systems, and capital markets). The paper notes that although current funding does not reach the scale needed to finance the desired transformation of food systems, there are sufficient potential financial resources available in the aggregate to achieve such transformation. However, to mobilize the existing potential funds the paper discussed several things that need to be done, starting with an adequate macroeconomic and overall incentive framework to guide both the internal flows related to consumption and production decisions, as well as the four external ones. The paper also suggested other possible interventions to mobilize, reorient, and increase the financial flows to the desired objectives. It further noted that the costs and financing, which in the paper were discussed at the global level, must be estimated at the country level, as part of the design and implementation of adequate national plans for equitable, healthy and sustainable food systems.

    Abstract This chapter focuses on innovation in mechanisms to finance the transformation of food systems to end hunger by 2030 and achieve SDG2. The key questions analyzed are: given the estimated costs involved in the transformation of food systems to achieve zero hunger, (1) What are the financing options available? (2) What is their quantitative availability? and (3) How to mobilize/reallocate the potential sources of finance? The concepts proposed here include international development finance, public budgets, banking, and capital markets at the global and national levels.

    Abstract This chapter focuses on innovation in mechanisms to finance the transformation of food systems to end hunger by 2030 and achieve SDG2. The key questions analyzed are: given the estimated costs involved in the transformation of food systems to achieve zero hunger, (1) What are the financing options available? (2) What is their quantitative availability? and (3) How to mobilize/reallocate the potential sources of finance? The concepts proposed here include international development finance, public budgets, banking, and capital markets at the global and national levels. A robust pipeline of investable opportunities should be established with an adequate profile and clear, measurable, and monitorable impact objectives, aligned with achieving SDG2 and ending hunger. Guarantee for “zero hunger” bonds is proposed to finance related public programs, and, in support of that, it is suggested that 2% of the new allocation of SDRs of 650 billion dollars be assigned to a fund, which could be set up within the IMF, to guarantee the interest rate payments of zero hunger bonds issued by developing countries as part of a Zero Hunger Alliance.

    Abstract Haiti has been suffering for many decades a damaging combination of climate and natural disasters and political, economic, social, and health crises. Just in the last months there was the terrible assassination of a sitting president on July 2021; an extremely damaging earthquake of 7.2 magnitude on August 2021; the heart-wrenching images of Haitians at the US-Mexican border in September 2021; the expansion of gang activity with the kidnapping of US missionaries in October 2021; the more recent alarming episode of the shooting at the current interim Prime Minister in January 2022; and another earthquake of 5.3 magnitude in late January, to name only the more recent sequence of very bad events affecting the country.

    Abstract Among the important tasks of the UNFSS is identifying ways to finance the transformation of the global food system. This report analyses options for financing a specific, but crucial, part of the overall food system transformation, namely achieving SDG2 (and in particular “zero hunger”) by 2030 and examines the role of external finance in this effort. It reviews costs and possible resources and offers ideas for effective mobilization and use of the funds.
