Abstract Preliminary results of the October 1975 population census indicate that South Korea's total population is 34.7 million, an increase of 10.4% over 1970. Birthrate was estimated at 24/1000 and death rate at 7. The Seoul metropolitan government's population dispersion plan has not been successful. Seoul residents numbered 6.9 million and the city has an average density of 11,000/sq km. Feminist groups have paid increasing attention to the relationship between status of women and fertility but the legislature adjourned without even considering bills to change civil laws concerning family relationships which would give women equality under the law. Misreporting of numbers of family planning clients has been a serious problem. Beginning in 1976 targets will not be set by the central government. Rather, each province will set its own targets based on past performance. A new medical care delivery system called "Medex" will go into effect in 1976 to expand medical services in remote areas. This will use paraprofessionals for primary care. Community-based distribution of contraception and the sale of contraceptives at subsidized prices is being continued and expanded. Statistics for 1975 show: sizable increases in male and female sterilizations, with a resulting need for more persons trained in female sterilization techniques; an increase in condom users, a decline in IUD acceptors; and a small decline in pill users. Fieldworkers salaries were increased by 45% and workers are now under the government pay system and eligible for benefits and bonuses. Their incentives are thus being phased out. The recent Multipurpose Survey shows that the plateau of users of the late 1960s (about 20-25% of the population using contraception) has been broken and use is now about 36% of eligible couples. A number of studies have shown that ideal family size is decreasing, although it is still over 3 children.

Abstract This paper analyzes the communication processes in the Saemaul Undong movement and evaluates the potential for integrating family planning programs. Centralized communication lines exist from the national government level down to the grass-roots level of the village development councils which finalize the projects for specific villages. On the basis of their prior performance in Saemaul projects, 178 model villages have been selected to motivate rural people. The population is informed of the principles and progress of the Saemaul Undong through news coverage on radio and television, motion pictures, and a monthly magazine. Media coverage is coordinated by the Saemaul Broadcasting Coordinating Committee. A weakness of the program has been insufficient feedback from the villages to those who make decisions. More efforts are also needed to integrate the mass and interpersonal communication systems. There is no information on how actively family planning has been promoted by government officials or how often it has been selected as a government project. Family planning has been handled mainly by Mothers' Clubs as part of their discussion topics. However, the Korean institute for Family Planning is offering seminars on population and family planning for government officials of the Ministry of Home Affairs. These seminars were attended by 549 officials in 1974, and family planning field workers report that this experience has made their work easier. It is further recommended that all communication messages be organized to show significant relationships with population problems. Although family planning programs in Korea have been geared toward housewives, men, women, children, and adults should be included equally. Utilization of male personnel should be explored. Closer integration of Saemaul Undong and family planning programs, at least at the local level, would not only facilitate dissemination of information but also avoid duplication of functions.

Abstract The authors examine the relationship between family planning acceptance and local communication networks. Various characteristics such as fertility status and family planning practices are observed at the village level. The nature and structural characteristics of village social and communication networks are studied, and the influence of community leaders on the contraceptive behavior of villagers is analyzed. Data are from a 1978 survey of 1,177 married women living in 28 villages in a rural township in South Korea (Annotation)
