Abstract | Preliminary results of the October 1975 population census indicate that South Korea's total population is 34.7 million, an increase of 10.4% over 1970. Birthrate was estimated at 24/1000 and death rate at 7. The Seoul metropolitan government's population dispersion plan has not been successful. Seoul residents numbered 6.9 million and the city has an average density of 11,000/sq km. Feminist groups have paid increasing attention to the relationship between status of women and fertility but the legislature adjourned without even considering bills to change civil laws concerning family relationships which would give women equality under the law. Misreporting of numbers of family planning clients has been a serious problem. Beginning in 1976 targets will not be set by the central government. Rather, each province will set its own targets based on past performance. A new medical care delivery system called "Medex" will go into effect in 1976 to expand medical services in remote areas. This will use paraprofessionals for primary care. Community-based distribution of contraception and the sale of contraceptives at subsidized prices is being continued and expanded. Statistics for 1975 show: sizable increases in male and female sterilizations, with a resulting need for more persons trained in female sterilization techniques; an increase in condom users, a decline in IUD acceptors; and a small decline in pill users. Fieldworkers salaries were increased by 45% and workers are now under the government pay system and eligible for benefits and bonuses. Their incentives are thus being phased out. The recent Multipurpose Survey shows that the plateau of users of the late 1960s (about 20-25% of the population using contraception) has been broken and use is now about 36% of eligible couples. A number of studies have shown that ideal family size is decreasing, although it is still over 3 children. |
