    Abstract While one might expect states with low capacity to regulate less than states with high capacity, this is not supported by evidence, leaving open the possibility of rent-seeking. I use the example of the regulation of witchcraft in parts of Africa to informally model the conditions under which states with low capacity still come to promulgate a range of regulations even in the absence of rent-seeking interests. The model suggests that regulation can be a substitute for basic state functions like policing. I identify one normatively troubling aspect of this; the conditions under which such regulation might still improve state capacity over time, which qualifies claims made about rent-seeking and neo-patrimonialism; the model's implications for contemporary state formation; and the parallels between the regulation of witchcraft and the regulation of offensive speech.

    Abstract The development of agriculture sector and livelihood in Bangladesh are threatened by various climatic stressors, including flash flooding. Therefore, Extension and advisory services (EAS) need to navigate the knowledge landscape effectively to connect various farm actors and help secure the optimum benefits of knowledge and information for making rational decisions. However, little is known how EAS can perform this task to combat various effects of climate change. This study investigates the means of brokering knowledge by the EAS to help the farming sector adapt to flash flooding. The research was conducted in the north-eastern part of Bangladesh with 73 staff of the Department of Agricultural Extension (DAE), the largest public EAS in Bangladesh. The results showed that DAE primarily dealt with crop production-related information. However, EAS did not navigate knowledge and information about flash flooding, such as weather forecasting and crop-saving-embankments updates, among the farming actors. Moreover, they missed the broad utilization of internet-based-communication channels to rapidly navigate information and knowledge about possible flash flooding and its adaptation strategies. This article provides some policy implications to effectively support the adaptation of farming system to flash flooding through EAS.

    Abstract Aquatic organisms are frequently exposed to various environmental stressors. Thus, the effects of high temperatures and herbicides on aquatic organisms are a major subject of interest. In this study, we studied the effects of short-term exposure (1 week) to Roundup®, a glyphosate-based herbicide (concentrations: 0.5 and 5 µg/L), on the morphology of gills, digestive glands, and connective tissues, and the expression of heat shock protein-70 (HSP70, a chaperone protein), cytochrome P450 (CYP450, a biomarker of environmental contaminants), dinitrophenyl protein (DNP, a biomarker of protein oxidation), nitrotyrosine protein (NTP, a biomarker of protein nitration), antioxidant enzymes such as superoxidase dismutase (SOD) and catalase (CAT) in tissues of American oyster, Crassostrea virginica (Gmelin, 1791) maintained at high temperature (30 °C). Histological analyses showed an increase in mucous production in the gills and digestive glands, and in hemocyte aggregation in the connective tissues as well as a structural change of lumen in the digestive glands of oysters exposed to Roundup. Immunohistochemical and quantitative RT-PCR analyses showed significant (P < 0.05) increases in HSP70, CYP450, DNP, NTP, CAT, and SOD mRNA and protein expressions in the tissues of oysters exposed to Roundup. Taken together, these results suggest that exposure to Roundup at high temperature induces overproduction of reactive oxygen species/reactive nitrogen species which in turn leads to altered prooxidant-antioxidant activity in oyster tissues. Moreover, our results provide new information on protein oxidation/nitration and antioxidant-dependent mechanisms for HSP70 and CYP450 regulations in oysters exposed to Roundup at high temperature.

    Abstract Background: There are several methods for obtaining samples in patients of lung tumors, of which bronchoscopic biopsy is the most common. In most of Indian scenario, however, histopathology diagnosis is time taking.
    Aims and objectives: To evaluate imprint cytology as a tool for rapid diagnosis of lung carcinoma and its histopathological correlation.
    Study type: Prospective study on accuracy of a diagnostic test.
    Materials and methods: A total of 175 cases were included in the study, and all of them were subjected to brochoscopic biopsy. Imprint smears were prepared from all the bronchoscopy specimens obtained from 175 cases. Imprint smears were stained with Leishman-Giemsa cocktail and Pap stain, and histopathology sections were stained with hematoxlin and eosin. Histopathological findings were confirmed by immunohistochemistry.
    Results: Sensitivity and specificity of imprint cytology was 84.9% and 72.4%, respectively when compared to histopathology as standard.
    Conclusion: Imprint cytology can be used as a preliminary tool for diagnosis in lung tumor bronchoscopic biopsies.
