    Abstract In research and policy design we mainly use a 'population weighted average concentrations' perspective to study changes in air quality, to evaluate if past policies have been effective, or to assess the impact of future air quality plans. This angle is useful and informative, but sometimes masks other important patterns. In this paper we propose to add, to the existing population weighted average point of view, a new indicator that brings to the fore the 'inequalities' in exposure. This inequality indicator is based on the Gini coefficient, usually applied in Economics and here considered to evaluate if exposure to air pollutants is equally distributed among population. A case study for this new indicator is then proposed, to assess the evolution of exposure to air pollutants in Europe from 2000 to 2018, in terms of both average exposure and inequality levels. The results show that using only average exposure metrics can mask other interesting patterns, and confirm the benefits of including this alternative perspective into the analysis.

    Abstract In research and policy design we mainly use a ‘population weighted average concentrations’ perspective to study changes in air quality, to evaluate if past policies have been effective, or to assess the impact of future air quality plans.     Abstract In Europe, in the last decades, public administration has encouraged extensive livestock farming systems, usually related to high quality meat and the preservation of endangered local breeds. Nevertheless, its continuity in the near future should be based on adapting it to the market requirements. This paper investigates consumers' preferences heterogeneity towards veal attributes, as well as the linkage between a wide range of consumer traits and attributes that motivate purchasing of veal with unique characteristics. Main method of analysis included a choice experiment method. Findings showed that regional origin and health information play a stronger role than tenderness degree guarantee at the moment of choice. Moreover, regional origin is more relevant when it is linked to a local breed. Nevertheless, heterogeneous preferences have been detected. In contrast to the general trend, one-person households attach greater importance to the presence of a high degree of tenderness guarantee. Furthermore, younger consumers value more this guarantee, while expert consumers do not.

    Abstract Flexicurity is the combination of more flexibility for employers and more security for workers. It is a complex and multifaceted phenomenon that lacks a well-developed monitoring framework or a statistically consistent grouping of the indicators. First, this paper proposes a conceptual framework by building upon the Wilthagen and Tros (2004) flexicurity matrix and the Danish Golden Triangle. It constructs flexicurity 'drivers' by pooling together variables that are conceptually related to each other and a specific type of flexibility or security. Then, it obtains statistically consistent aggregate measures for each driver and selects three drivers that represent the three corners of the Danish 'golden triangle': external numerical flexibility, employment security, and income security. It conducts an empirical analysis on the evolution of the selected flexicurity drivers over time and across European Union (EU) countries and on the relationship between selected flexicurity drivers and social outcomes from the Social Scoreboard of the European Pillar of Social Rights. It finds evidence of convergence on external numerical flexibility and polarization on employment and income security across the EU. It finds that higher flexibility at the onset of the crisis contributed to a reduction in the unemployment rates after the crisis, while a more generous welfare system contributed to reducing poverty. Employment security, however, appears to be linked to the presence of higher levels of income inequality after the crisis.

    Abstract Rural development programs (RDPs) are currently envisaged as a means to foster the provision of a broad range of non-commodity outputs emanating from multifunctional rural environments. This paper presents a Contingent Valuation survey that analyses individuals’ perceptions of and willingness to pay (WTP) for the implementation of a RDP in Cantabria, Spain. Uncertainty in individuals’ preferences is explicitly acknowledged and introduced into our analytical framework. For that purpose, a comparison is made between the open-ended (OE) and the multiple bounded uncertainty (MBU) elicitation formats. According to our behavioural model estimates, the expectation of a positive welfare change for both rural and urban dwellers constitutes a sound argument in favour of regional rural development policies.

    Abstract This article presents a choice experiment analyzing multifunctional rural development policies targeting conservation and recovery of environmental, social and cultural assets. In choice experiments a base alternative is usually included in order to estimate the welfare change associated to policy proposals. This study is concerned with the much neglected issue of the impact on policy analysis of the definition of a ‘status quo’ alternative either as an objective assessment by experts, or as a self-reported perception by respondents. Convergent validity analysis and prospective policy scenarios show a significant impact of different status quo specifications on individuals' preferences and related welfare measures when complex and unfamiliar biophysical systems are involved in policy analysis and evaluation.

    Abstract El modelo planteado por Munro (1979) ha permitido avances significativos en el ambito del analisis bioeconomico de los recursos pesqueros compartidos o transfronterizos. A partir del modelo basico de Munro, en este trabajo se justifican y proponen una serie de modificaciones en los supuestos del modelo teorico con el objectivo de dotar de un mayor realismo tanto al analisis como a las soluciones que se puedan obtener de su posible aplicacion.The model proposed by Munro (1979) has allowed for significant advances in the field of the bioeconomic analysis of shared or transboundary fishing resources. Departing form Munro's Basic model, in this work several modifications of the assumptions of the aforementioned model are justified and proposed, with the objective in mind of improving the realism of both the analysis and the solutions that can be obtained from its possible implementation

    Abstract This article deals with the issues of welfare measurement and preference heterogeneity for Rural Development Programs (RDPs) in Cantabria, Spain. People from urban and rural localities would benefit from improvements in the provision of public goods and externalities promoted by RDPs, but their preferences may be quite different. Heterogeneous preferences between urban and rural dwellers would hinder the proper estimation and aggregation of social welfare. Results show significant differences between rural and urban residents. However, the social legitimacy of RDPs, in terms of positive welfare changes, would prevail in both rural and urban settings. The article concludes that accurately measuring social welfare values and explaining preference patterns is a key issue for developing effective multifunctional policies.
