    Abstract The exploitation of urban-material spectral properties is of increasing importance for a broad range of applications, such as urban climate-change modeling and mitigation or specific/dangerous roof-material detection and inventory. A new spectral library dedicated to the detection of roof material was created to reflect the regional diversity of materials employed in Wallonia, Belgium. The Walloon Roof Material (WaRM) spectral library accounts for 26 roof material spectra in the spectral range 350–2500 nm. Spectra were acquired using an ASD FieldSpec3 Hi-Res spectrometer in laboratory conditions, using a spectral sampling interval of 1 nm. The analysis of the spectra shows that spectral signatures are strongly influenced by the color of the roof materials, at least in the VIS spectral range. The SWIR spectral range is in general more relevant to distinguishing the different types of material. Exceptions are the similar properties and very close spectra of several black materials, meaning that their spectral signatures are not sufficiently different to distinguish them from each other. Although building materials can vary regionally due to different available construction materials, the WaRM spectral library can certainly be used for wider applications; Wallonia has always been strongly connected to the surrounding regions and has always encountered climatic conditions similar to all of Northwest Europe.

    Abstract Land Use/Cover changes are crucial for the use of sustainable resources and the delivery of ecosystem services. They play an important contribution in the climate change mitigation due to their ability to emit and remove greenhouse gas from the atmosphere. These emissions/removals are subject to an inventory which must be reported annually under the United Nations Framework Convention on Climate Change. This study investigates the use of Sentinel-2 data for analysing lands conversion associated to Land Use, Land Use Change and Forestry sector in the Wallonia region (southern Belgium). This region is characterized by one of the lowest conversion rates across European countries, which constitutes a particular challenge in identifying land changes. The proposed research tests the most commonly used change detection techniques on a bi-temporal and multi-temporal set of mosaics of Sentinel-2 data from the years 2016 and 2018. Our results reveal that land conversion is a very rare phenomenon in Wallonia. All the change detection techniques tested have been found to substantially overestimate the changes. In spite of this moderate results our study has demonstrated the potential of Sentinel-2 regarding land conversion. However, in this specific context of very low magnitude of land conversion in Wallonia, change detection techniques appear to be not sufficient to exceed the signal to noise ratio.

    Abstract Urban planning is a challenge, especially when it comes to limiting land take. In former industrial regions such as Wallonia, the presence of a large number of brownfields, here called “redevelopment sites”, opens up new opportunities for sustainable urban planning through their revalorization. The Walloon authorities are currently managing an inventory of more than 2200 sites, which requires a significant amount of time and resources to update. In this context, the Sentinel satellites and the Terrascope platform, the Sentinel Collaborative Ground Segment for Belgium, enabled us to deploy SARSAR, an Earth observation service used for the automated monitoring of redevelopment sites that generates regular and automatic change reports that are directly usable by the Walloon authorities. In this paper, we present the methodological aspects and implementation details of the service, which combines two well-known and robust methods: the Pruned Exact Linear Time method for change point detection and threshold-based classification, which assigns the detected changes to three different classes (vegetation, building and soil). The overall accuracy of the system is in the range of 70–90%, depending on the different methods and classes considered. Some remarks on the advantages and possible drawbacks of this approach are also provided.

    Abstract Due to its cost-effectiveness and repeatability of observations, high resolution optical satellite remote sensing has become a major technology for land use and land cover mapping. However, inventory compilers for the Land Use, Land Use Change, and Forestry (LULUCF) sector are still mostly relying on annual census and periodic surveys for such inventories. This study proposes a new approach based on per-pixel supervised classification using Sentinel-2 imagery from 2016 for mapping greenhouse gas emissions and removals associated with the LULUCF sector in Wallonia, Belgium. The Land Use/Cover Area frame statistical Survey (LUCAS) of 2015 was used as training data and reference data to validate the map produced. Then, we investigated the performance of four widely used classifiers (maximum likelihood, random forest, k -nearest neighbor, and minimum distance) on different training sample sizes. We also studied the use of the rich spectral information of Sentinel-2 data as well as single-date and multitemporal classification. Our study illustrates how open source data can be effectively used for land use and land cover classification. This classification, based on Sentinel-2 and LUCAS, offers new opportunities for LULUCF inventory of greenhouse gas on a European scale.

    Abstract Over the last few decades, small-scale irrigation has been implemented in Burkina Faso as a strategy to mitigate the impacts of adverse climate conditions. However, the development of irrigated perimeters around small and medium water reservoirs has put the water resources under significant pressure, given the uncontrolled exploitation and lack of efficacious management plan. Insights into changes in irrigated areas around these reservoirs are therefore crucial for their sustainable management while meeting the different agricultural water needs. They will help to center policy priorities in terms of major impacts on the reservoirs; and thereby elaborate relevant mitigation and/or adaptation strategies. The main objectives of this study were to (1) quantify the changes in irrigated land areas surrounding the Mogtedo water reservoir between 1987 and 2015; and (2) determine whether the irrigable potential of this reservoir could sustainably meet the agricultural water needs under a more variable and changing climate. A low-cost remote sensing method based on Landsat imagery (Thematic Mapper, Enhanced Thematic Mapper Plus, and Operational Land Imager) and using Support Vector Machine (SVM) classification was developed to detect the changes in proportion of land use/land cover (LULC) in the Mogtedo region. A forward and backward change detection analysis requiring agronomic expertise was also applied to correct the pixels temporal trajectories. In addition, an intensity analysis was performed to assess land changes at time intervals, category, and transition levels. Five main LULC classes were identified: bare and hydromorphic soils, irrigated and rainfed agricultural areas, and water bodies. Overall, the classification of LULC was satisfactory with the overall accuracy and kappa coefficients ranging from 94.22 to 95.60% and 0.92 to 0.94, respectively.     Abstract Land cover maps contribute to a large diversity of geospatial applications, including but not limited to land management, hydrology, land use planning, climate modeling and biodiversity monitoring. In densely populated and highly fragmented landscapes as observed in the Walloon region (Belgium), very high spatial resolution is required to depict all the infrastructures, buildings and most of the structural elements of the semi-natural landscapes (like hedges and small water bodies). Because of the resolution, the vertical dimension needs explicit handling to avoid discontinuities incompatible with many applications. For example, how to map a river flowing under a bridge? The particularity of our data is to provide a two-digit land cover code to label all the overlapping items. The identification of all the overlaps resulted from the combination of remote sensing image analysis and decision rules involving ancillary data. The final product is therefore semantically precise and accurate in terms of land cover description thanks to the addition of 24 classes on top of the 11 pure land cover classes. The quality of the map has been assessed using a state-of-the-art validation scheme. Its overall accuracy is as high as 91.5%, with an average producer’s accuracy of 86% and an average user’s accuracy of 91%.

    Abstract Flash floods and muddy floods may cause severe human and material damage despite their small spatial extent and low occurrence. In late May 2008, a major event has affected the area of Liège. This paper describes the methodology used to reconstruct the hydrosedimentological parameters of the flood from the geomorphological evidences observed in the field. Bed load and suspended load transport rates estimated during this extreme event were compared to the average values observed in other Walloon rivers and more specifically in the Ardennes Massif. The spatial distribution and the temporal evolution of the flash flood and muddy flood events are then analysed across Wallonia based on several works compiling press archives since the early twentieth century. The biases associated with this type of historical sources and the consequences of flash floods and muddy floods on the vulnerability and the risk of flooding in Wallonia are finally addressed.

    Abstract In many gravel-bed rivers, bed material transfer has been interrupted or perturbed by anthropogenic activities. Currently, restoration projects are being conducted in many countries in order to re-establish bedload continuity. However, until now, few studies have provided indications of the velocity of bed material over the long-term (at least decade to century time-scale). In the context of river restoration projects (e.g. weir removal, addition of spawning gravel), these data are nevertheless crucial to predict the downstream propagation of the geomorphological and biological benefits (e.g. supply-transport equilibrium, morphological and substratum diversity). In our study, PIT-tag tracers were used in eight medium-sized gravel-bed rivers (Ardenne Region, Belgium) to propose a flow competence relationship based on specific stream power, on the one hand, and to determine the long-term virtual velocity of the bed material corresponding to the median diameter (D50) of the surface layer of riffles, on the other hand. After each flow event that exceeded the threshold for sediment entrainment, tagged particles were sought and located, even when they were buried in the subsurface layer. Afterwards, all of the data were used to estimate the virtual velocity of the bed material over the long-term using three approaches. Finally, the results were compared with long-term transport estimations based on iron slag dispersed by the rivers since the end of the middle ages.

    Abstract This paper first compiles critical shear stress values from 26 studies of gravel-bed rivers (GBRs) worldwide. The most frequently proposed value of the Shields criterion (θc) is 0.045, but three major groups with θc values ranging from <0.030 to >0.100 were identified.Second, dimensionless critical shear stresses (the Shields criterion) were evaluated for 14 GBRs (18 sites) with watershed areas ranging from 12 to 3000km2. Different approaches were used to identify the initial movement of the bed material: painted and PIT-tag pebbles, sediment traps, and bedload samplers. The Shields criterion (θc) was estimated using the total shear stress (τ) and the grain shear stress (τ′). Several shear stresses were also estimated using shear velocities. For bedload transport, we obtained an average Shields criterion (θc) of 0.040. The values were higher in small rivers (>0.050) than larger rivers (<0.030) because of more significant bedform shear stresses. The Shields criterion (θ′c) was lower when the grain shear stress (τ′) was used and only reached 0.019. Different values are also proposed in relation to the type of mobilization: the θc value for partial transport was ~0.025 and exceeded 0.040 for full transport (usually reached in association with discharges with a 10-year return period). The values based on the results of sediment traps and a bedload sampler were greater than those obtained using tracers, but these differences are smaller than those usually reported in the literature.
