    Abstract Co-production is now the gold standard in policymaking, characterised by national and international actors with different types of knowledge working together to contribute to a collaborative decision-making process. The benefits of co-production in policymaking can include improved knowledge generation that merges practice-centred, political and technical knowledge and incorporates local knowledges to provide complementary information and increase ownership over policymaking processes. Nevertheless, it can also present pitfalls such as multiple and diverging interests, incomplete and asymmetric information, and resource asymmetries and elite capture as highlighted by Bender in (Eur J Dev Res, 2022). By reviewing a case in the European periphery, we document and illustrate situations of collaboration and conflict, benefits and pitfalls resulting from policymaking co-production, throughout recent Portuguese history and in present-day participatory budget initiatives. From competing national actors to influences from the Global North and Global South, the final outcome reflects a learning process in collaboration but also underlying power struggles.

    Abstract In the last few decades, the diffusion of culture-led urban regeneration schemes has intercepted the growth of participatory approaches across a wide range of policy domains. Partnerships between private and public agencies have sought, accordingly, the engagement of citizens and stakeholders to push forward context-specific interventions. From the participatory action research developed in Lisbon, one of the cities funded under the EU-funded project ROCK, we analyse the ways in which this project has tackled spatial divides and socioeconomic inequalities in the project demonstration area. Our main argument is that operational decisions and substantive mismatches have given rise to opportunities and bottlenecks throughout the implementation of the project. While the public investment has been directed to regenerate a deprived area, it has fallen short of promoting greater connections within the area and with the surrounding neighbourhoods. ROCK’s actions have only partially met local community expectations regarding the project’s objectives for the optimisation of tangible and intangible cultural heritage, with impacts over degrees of citizen engagement in the local Living Lab.

    Abstract While citizen participation in policymaking is on the rise worldwide, the scholarly debate centring around its evaluation has not developed to the same extent. The article discusses the methodology and findings of the evaluation of the project "Portugal Participa: Caminhos para a Inovação Societal" which started at the end of 2014, and was implemented in 2015 and 2016, in Portugal. As the project promoted actions at both national and local levels, the evaluation accounted for both layers with a major focus on the analysis of procedures and outputs to examine its success. Through the application of a multi-method approach - data collection and analysis, cost-effectiveness assessment, interviews, pre-post surveys, and counterfactual focus groups - involving a wide array of agents - political representatives, civil servants, NGOs, citizens, national academia, and the funding sponsor - findings have helped retrieve three main insights that aim to contribute to future research on the evaluation of citizen participation in policymaking, which should shed light on: the (re)connection of multiple agents; the role within the governance systems; and the pursuit of social inclusion.

    Abstract Worldwide, active aging policy calls for greater participation of senior citizens in the social, economic, and political realms. Despite emerging evidence of initiatives engaging senior citizens in social activities, little is known about the use of participatory approaches in the design and/or implementation of policies that matter to older citizens. This article identifies initiatives facilitating the civic participation of older people in policy-making in European Union member and associate states, drawing on a review of the literature, consultation of national policy experts, and exemplary case studies. Four main patterns of senior civic participation are identified: adopting consultative or co-decisional participatory approaches in policy design or policy implementation. The four are represented to varying degrees at different geographical levels (national, regional, local), with different actor configurations (appointed, elected/nominated, corporate representation), and with varying degree of institutionalization (temporary/permanent). Case studies illustrate approaches taken to enhance the quality and effectiveness of public services for senior citizens. Future research should strengthen this line of enquiry to cast further light on conditions facilitating the civic participation of senior citizens.

    Title translation Making change: the new principles of the World organization of general medicine (Wonca 2022) and territorial medicine in Italy.
    Abstract The new european declaration "Core values and principles of general practice and family medicine" (Wonca Europe 2022) has been recently issued: which contributions can it provide to the discussion on the future of primary health medicine? And what challenges and changes would it impose in its application to the contexts of medical training, care services and clinical research in Italy? We analyse here the seven principles and values of the new declaration: 1) person-centred care; 2) continuity of care; 3) cooperation in care; 4) community-oriented care; 5) equity in care; 6) science-oriented care; 7) professionalism in care; and through them we reflect on the announced reforms of primary health care (Phc) policy. Indeed, these provide an important basis for a critical discussion regarding the reform of the primary care model, the evolution of the medical training pathway (pre- and post-graduate and therefore towards an adjustment of the specialty pathway of future general practitioners) and research Phc. Considering that the Phc health policies are experiencing a condition of permanent and apparently uncontrollable change, it is well to ask ourselves how and if these values-principles, which are considered fundamental at an international level, will be able to come to life in order to build a new therapeutic trust, specific to general practice and family medicine, both in the professional and disciplinary sphere.

    Abstract Few data are available on the impact of COVID-19 vaccination on CD4 counts and HIV-RNA in persons living with HIV (PLWH). We present the data of 235 PLWH who were vaccinated with BNT162b2 in March 2021-February 2022 at the "Cotugno" hospital in Naples. PLWH treated at the "Cotugno" hospital, who were vaccinated at the hospital vaccination center, without prior COVID-19 and for whom immunological/virological data were available in the last 12 months and in the 6 months after vaccination were included. Antispike Ab were available for 187 and 64 PLWH after the second and third doses: PLWH with antispikes >33 binding antibodies units (BAU)/mL increased from 91% to 98%. Antinucleocapsid Ab performed in 147 and 56 patients identified 19 (13%) asymptomatic/paucisymptomatic COVID-19 infections after the second dose and an additional 15 (27%) after the third dose. Immunological/virological data were collected before vaccination (T0), after the second dose (T1), and after the third dose (T2). The absolute number of CD4 increased after the third dose (median 663, 657, and 707 at T0, T1, and T2;

    Abstract Introduction: Remote consultations help reduce contact between people and prevent cross-contamination. Little is known about the changes in consultation in European rural primary care during the SARS-CoV-2 (COVID-19) pandemic. The purpose of this mixed-methods cross-sectional study was to find out more about the effects of the pandemic on changes in patient consultations in European rural primary care.
    Methods: A key informant survey from 16 member countries of the European Rural and Isolated Practitioners Association (EURIPA) was undertaken using a self-developed questionnaire. The steering committee of this project, called EURIPA Covid-19 study, developed a semi-structured questionnaire with 68 questions, 21 of which included free-text comments. Proportions were calculated for dichotomized or categorized data, and means were calculated for continuous data. Multivariate analysis by logistic regression model was used to assess the association of multiple variables.
    Results: A total of 406 questionnaires from primary care providers (PCPs) in 16 European countries were collected; 245 respondents (60.5%) were females, 152 PCPs were rural (37.5%), 124 semi-rural (30.5%). Mean age of the respondents was 45.9 years (standard deviation (SD) 11.30) while mean seniority (length of experience) was 18.2 years (SD 11.6). A total of 381 (93.8%) respondents were medical doctors. Significant differences were found between countries in adopting alternative arrangements to face-to-face consultation: remote teleconsultation is well appreciated by both healthcare professionals and patients, but the most common way of remote consultation remains telephone consultation. A factor significantly inversely associated with the adoption of video consultation was the seniority of the PCP (odds ratio 1.19, 95% confidence interval 1.02-1.40, p=0.03).
    Conclusion: Telephone consultation is the most common form of remote consultation. The adoption of video-consultation is inversely related to the seniority of the informants.

    Abstract Nature-Based Solutions concepts and practices are being used worldwide as part of attempts to address societal challenges but have also been criticised for not dealing with deeper transformations needed to face urgent issues including biodiversity loss, climate change and inclusion. In this paper, we explore how an inclusive, integrated and long-sighted approach, emphasising a more radical integration of nature within cities, might support the transformations needed to endure major contemporary challenges. Addressing important emerging critiques of Nature-Based Solutions, we consider the potential of a more incisive form of Nature-Based Thinking (NBT) in cities, based on more holistic perspectives. The paper draws on a reflective and iterative research process that engaged both the research and practice communities through a symposium and a series of futures workshops that together explored the potential of NBT to develop future nature-cities relations in Europe and Latin America. The results of the reflective process suggest that notions of nature with people-not for people- new organisational structures, and the intention and capacity to apply long-term perspectives, are needed when planning for NBS interventions aimed at sustainable urban development. This includes developing a cultural-structural change based on new and inclusive understandings of human-nature relations, and novel governance paradigms that allow cross-sectoral coordination and engagement of local stakeholders beyond formal organisational structures.

    Abstract This is a post-peer-review, pre-copy edited version of a chapter published in Research in the age of COVID: Vol. 1, Response and Reassessment.     The COVID-19 pandemic threw into disarray almost all spheres of human activity. Research is no exception. When labs and research centres closed, scientists were told to stay at home, scientific events were cancelled or postponed to an uncertain date, most scientific projects had to be put on hold or modified substantially. This chapter concerns the adjustments and adaptations that had to be made in one such project, PERSIST_EU, an international project aimed at bringing together European university students through the organisation of participatory events in five cities. The participation of students should provide needed insights about knowledge, perceptions and opinion on science, and how these can be changed by engaging and discussing controversial scientific topics.
