    Abstract Context: Medicaid expansion has costs and benefits for states. The net impact on a state's budget is a central concern for policy makers debating implementing this provision of the Affordable Care Act. How large is the state-level fiscal impact of expanding Medicaid, and how should it be estimated?
    Methods: We use Michigan as a case study for evaluating the state-level fiscal impact of Medicaid expansion, with particular attention to the importance of macroeconomic feedback effects relative to the more straightforward fiscal effects typically estimated by state budget agencies. We combine projections from the state of Michigan's House Fiscal Agency with estimates from a proprietary macroeconomic model to project the state fiscal impact of Michigan's Medicaid expansion through 2021.
    Findings: We find that Medicaid expansion in Michigan yields clear fiscal benefits for the state, in the form of savings on other non-Medicaid health programs and increases in revenue from provider taxes and broad-based sales and income taxes through at least 2021. These benefits exceed the state's costs in every year.
    Conclusions: While these results are specific to Michigan's budget and economy, our methods could in principle be applied in any state where policy makers seek rigorous evidence on the fiscal impact of Medicaid expansion.

    Abstract This article models the concentration of computer services activity across the U.S. with factors that incorporate spatial relationships. Specifically, we enhance the standard home-area study with an analysis that allows conditions in neighboring counties to affect the concentration of employment in the home county. We use county-level data for metropolitan areas between 1990 and 1997. To measure change in employment concentration, we use the change in location quotients for SIC 737, which captures employment concentration changes caused by both the number of firms and the scale of their activity relative to the national average. After controlling for local demand for computer services, our results support the importance of the presence of a qualified labor supply, interindustry linkages, proximity to a major airport, and spatial processes in explaining changes in computer services employment concentration, finding little support for the influence of cost factors. Our enhanced model reveals interjurisdictional relationships among these metro counties that could not be captured with standard estimates by state, metropolitan statistical area (MSA), or county. Using counties within MSAs, therefore, provides more general results than case studies but still allows measurement of local interactions.

    Abstract In the arid and semiarid western USA, alfalfa (L.) grown for forage requires large amounts of water for high productivity. Managing alfalfa to achieve the best possible water-use efficiency (WUE) is essential for the crop to remain competitive for water supplies both within and outside agriculture. This study was conducted in the San Joaquin Valley of California, to define alfalfa forage yield and plant water relation responses of three alfalfa cultivars (CUF 101, Moapa 69, and WL 318) to contrasting irrigation intensities and establish critical plant water-status values for irrigation scheduling. A single line-source sprinkler system provided a variable water supply. The soil was a Hanford sandy loam, silty substratum (coarse-loamy, mixed, nonacid, thermic typic xerorthent). Maximum total season crop evapotranspiration (ET) of 1000 mm gave 26.3 Mg ha of hay yield that was similar for the three cultivars. A linear hay yield ()−ET relationship was defined as = −0.212 + 0.0265ET (= 0.82). Water-use efficiency, 23.1 Mg ha dry matter per meter of water used as ET, was comparable with other C species. As midday plant water potential (ψ) declined below −1 MPa, yield reductions were observed for all cultivars. Increased crop water stress index (CWSI) was correlated (= 0.84) with declining ψ below the −1 MPa yield-limiting ψ threshold. Absolute values of ψ or CWSI associated with a given yield reduction were cultivar-dependent; Moapa 69 and WL 318 responded alike, but each differed from CUF 101. Plant-based water-status measurements provided a practical and reliable index for assessing the adequacy of supplied irrigation water.
