    Abstract I present a stylized suspected-infected-recovered (SIR) model of COVID-19, with symptomatic versus asymptomatic patients, and social distancing intervention. The optimal suppress strategy has low-infection rates, enabling assumptions that support closed-form solutions. The model predicts high costs of social distancing in comparison to health costs of the disease; it separates public versus private benefits of social distancing, and determines the required level of group immunity for relaxing social distance intervention. I extend the model with heterogeneous population for preferences over social contacts, health costs, and transmission. Heterogeneity in transmission intensity offers most opportunities for reduced costs under a differentiated social distancing policy.

    Abstract I define “generous sustainability” as a combination of two conditions: neither instantaneous maximin utility nor attainable maximin utility should decrease over time. I provide a formal definition and study applications to a Climate Economy with bounded and with unbounded growth. Generosity is shown to require that GHG emissions are limited to levels that do not cause irreversible system damages if some group of people systematically value these systems.

    Abstract The effect of economic freedom on firms’ environmental responsible management is still unconcluded. We conjecture that the effects are conditional on a firm’s internal motivation and use a large-scale survey to run an empirical test. The sample consists of 4338 small and medium-sized enterprises from twelve European countries. Distinguishing between intrinsic (environmental) and extrinsic (profit) internal motivations, we find clear support that the effects of economic freedom and intrinsic motivation on corporate environmental performance interact with each other. Our findings explain the ambiguous results of previous empirical studies at the aggregate level.

    Abstract We compare the decrease in energy demand and CO2 emissions in Europe during the financial crisis 2008-2009 with the expected drop in demand and emissions due to COVID-19, and the price response of the EU Emission Trading System (EU ETS). We ask whether the rather limited current price reduction may be due to the Market Stability Reserve (MSR), implemented in the EU ETS between the two crises. Stylized facts and basic theory are complemented with simulations based on a model of the EU ETS. Together, they suggest a mixed result. The MSR stabilizes the EU ETS price in turbulent times, but imperfectly. We show that the more persistent the COVID-19 shock is, the less the MSR is able to serve its purpose.

    Abstract I define "generous sustainability" as a combination of two conditions: neither instantaneous maximin income nor attainable maximin income should decrease over time. I provide a formal definition and study applications to an AK economy, a Ramsey economy, and a Climate Economy. Generosity is shown to impose substantially stronger conditions on current actions compared to existing sustainability concepts. As a rule of thumb, generosity requires that GHG emissions are limited to levels that do not cause irreversible system damages if some group of people systematically value these systems.

    Abstract Between 1997 and 2014, US corn, soybean and cotton production almost fully converted to genetically modified crops. Starting around 2007, improved tight oil and shale gas technologies turned the declining US fossil fuel production into a booming industry. We study the effects of these two resource technology revolutions on US state income. We find that the shale revolution increased income in states abundant in oil and gas resources. States dependent on agricultural production also saw an increase in income, which we, however, attribute not to the GM innovation, but to a demand increase brought by the Energy Policy Act of 2005. We also document the resource boom indirect effects on other growth-enhancing activities, particularly, on private and public education expenditures, and distortionary taxation.

    Abstract We develop a 2-period emission trading model for a stock pollutant with demand shocks resolving over time. We find precise conditions for efficiency of a stabilization mechanism where cumulative available permits decrease with excess supply in early periods. Our model describes the stabilization rule, and identifies optimal parameters. The market stability mechanism substantially increases welfare, increases the domain of parameter values where (Stabilized) Banking outperforms Prices, and reduces price volatility. Our findings are important for emission trading schemes worldwide, such as California's Global Warming Solutions Act Scoping Plan, the U.S. Regional Greenhouse Gas Initiative, EU-ETS, and China's National ETS, the world's largest carbon market.

    Abstract We compare the decrease in energy demand and CO2 emissions in Europe during the financial crisis 2008–2009 with the expected drop in demand and emissions due to COVID-19, and the price response of the EU Emission Trading System (EU ETS).
