    Abstract The transition toward renewables is central to climate action. The paper empirically tests whether renewables also enhance international peace, a hypothesis discussed in the International Political Economy (IPE) of renewables literature. It develops and tests hypotheses about the pacifying effects of renewables, with a view to establishing the foundations for analyzing more detailed causal mechanisms. These mechanisms rest on the 'energy democracy' debate, suggesting that a low carbon world sees less interstate tension thanks to more states being democratic; the 'capitalist peace' theorem, establishing that the deployment of renewables brings about economic development, reducing conflict; and the human security literature, positing that renewables reduce local-level reduce vulnerabilities, thus enhancing social stability and reducing violence. Using a longitudinal dataset on global renewable energy investment, econometric tests suggest that distributed renewable energy systems do not seem to foster democratic rule, nor do they have a significant influence on human development. Countering the energy democracy literature, it is a higher concentration of renewable investment that tends to increase stability/ absence of violence and human development, instead of decentralized investment patterns. We find no evidence for the 'peace through prosperity' argument. Overall, there is no support for the assumption that renewables bring about peace and reduce conflict. The paper critically discusses the limitations of these findings and suggests further avenues for empirical research.

    Abstract Many developing countries have made their Nationally Determined Contributions (NDCs) conditional on receiving climate finance, technology transfer, and capacity-building support. Due to a lack of engagement from the private sector, countries from the ‘Global South’ face continued challenges in accessing low-carbon finance and technology. Technology transfer initiatives, including public-private partnerships or intellectual property rights (IPR) sharing platforms, have been suggested to bridge this ‘low-carbon technology gap’ and promote the technology transfer needed for energy systems transformation. This paper assesses whether such initiatives address the technology gap, as well as other imperatives such as climate justice or carbon lock-in prevention. The paper finds that many low-carbon technology transfer initiatives focus on transferring multiple kinds of technologies to countries that are facing electricity access and governance challenges. Yet these initiatives do not all address the key capacity-building components of knowledge transfer, and countries with poor intellectual property rights (IPR) protections have fewer initiatives on average. Initiatives are also observed less frequently in climate-vulnerable countries. To meet the Paris climate goals, there is an urgent need for the international community to address the low-carbon technology gap by mainstreaming technology transfer into trade and finance.

    Abstract Uneven access to low carbon finance and technology may give rise to energy transition frontrunners and laggards. This article offers a first conceptualization of the risks of an uneven energy transition and its implications for the international political economy and corroborates those with an empirical investigation of elite risk perceptions in the energy industry and finance sector. The multi-method approach combines descriptive survey data with a multinomial logistic regression testing for different expert risk perceptions between sectors, complemented by a set of qualitative interviews. The findings suggest that uneven transition patterns increase the risks of economic instability and decrease the competitiveness of ‘late decarbonizers’. Feedback cycles might impede the latter to catch up, with potentially severe consequences for global equity and international tensions. Countries particularly in the Global South are exposed to higher transition risks than technology-leading economies of the Global North. With this, the paper highlights the importance of relative timing for the implementation of energy transition policies.
