    Abstract Exposing a molecule to intense light pulses may bring this molecule to a nonstationary quantum state, thus launching correlated dynamics of electronic and nuclear subsystems. Although much had been achieved in the understanding of fundamental physics behind the electron-nuclear interactions and dynamics, accurate numerical simulations of light-induced processes taking place in polyatomic molecules remain a formidable challenge. Here, we review a recently developed theoretical approach for evaluating electronic coherences in molecules, in which the ultrafast electronic dynamics is coupled to nuclear motion. The presented technique, which combines accurate ab initio on-the-fly simulations of electronic structure with efficient semiclassical procedure to compute the dynamics of nuclear wave packets, is not only computationally efficient, but also can help shed light on the underlying physical mechanisms of decoherence and revival of the electronic coherences driven by nuclear rearrangement.

    Abstract The article considers the main solutions to the problems that arise during the transmission of high voltage electricity in the Far North. The relevance of this topic is associated with the high strategic importance of the Arctic zone for the Russian Federation and ensuring national security for the period up to 2035. Within the framework of this strategy, it is necessary to develop and implement engineering and technical solutions for the transmission of electric power that ensure the stable functioning of the infrastructure in extreme climatic conditions. An analysis of existing solutions for the transmission of electricity in the Arctic zone was carried out. For overhead and cable power lines, their design features, their operating conditions, as well as the features of laying at extremely low temperatures are described. Within the framework of this work, the prerequisites for the use of gas-insulated lines, as well as conductors with cast insulation, are put forward. The main advantages and disadvantages of using the considered equipment are determined. Further exploration and development of the Arctic zone will dictate more stringent requirements for the equipment used. So, in order to reduce dielectric losses during the transmission of electricity, the authors propose the use of a promising polymer-gas conductor, which can be operated both in air and in water. Numerical analysis of reduction of dielectric losses and values of electric field strength in a polymer-gas conductor in comparison with existing solutions has been carried out.

    Abstract The article presents an assessment of the economic damage associated with smoking for the period of 2009-2016. The obtained data on the prevalence of tobacco dependence for 2009-2016 showed, on the one hand, a decrease in tobacco dependence among the population surveyed, and on the other hand, an increase in the share of consumer spending on tobacco products and of an index of the physical volume of retail sales of tobacco products. The study included an analysis of the incidence of diseases associated with smoking, as well as an analysis of the attendance of medical care for patients with tobacco-related diseases.

    Abstract The aim of population based analytical study is comparative analysis of HIV incidence and knowing its social, epidemiological features, also clinical characteristics among registered by AIDS Centers patients in Russian Arctic regions. Materials and methods. Epidemiological study assessed HIV incidence trends, its population testing level and main routs, analyzed age-gender, social, characteristics, evaluated reporting system for new HIV cases, also analyzed clinical indicators among registered patients. Information source were federal statistical observation forms (№ 61 and № 4) for 2007-2021. Results. HIV incidence in 2007-2021 increased in all Arctic regions, especially in Krasnoyarsk Kray (39,3-74,3 per 100 thousand population). HIV testing markedly decreased in Chukotka- by 12,3 %, with significant increase in its detectability (HR1,48; 95,0 % CI46,72-0,05). Arctic residents are predominantly infected with HIV heterosexually, especially in NAO - 100,0 %, Republic of Sakha (Yakutia) – 97.0 %, Chukotka and YANAO - 88,0 % and 84,5 % in 2021 respectively. HIV mainly affects the employable population, aged 25-49 y.o, with predominance of male. In some regions (NAO, Republics Komi, Sakha (Yakutia) in fertile groups prevailed women, especially in Chukotka, where rural residents also predominate among those newly infected with HIV (56,0 %). ART coverage of registered patients in the Arctic regions was above the target indicator (75,4 %), with the exception of Krasnoyarsk Kray (66,2 %). The undetectable level of VL among patients on ART in all Arctic regions was above 60,0 %, except for Chukotka (42,9 %). The ART coverage of patients with CD4+ lymphocytes <350 cells/µl also was high and ranged from 75,0 % in NAO to 100,0 % in Krasnoyarsk Kray. Conclusion. By epidemiological, age-gender, social and clinical data of HIV cases, the most vulnerable Arctic region is Chukotka.     Abstract The pandemic of new coronavirus infection (COVID-19) directly effected medical statistics service. The amendments to the Federal Law "On the Official Statistical Accounting and the System of State Statistics in the Russian Federation" adopted in December 2020, regulated the provision of primary statistical data according forms of Federal and industrial statistical observation in the format of electronic document signed with electronic signature. This required the development of system of collecting and processing statistical data at the Federal level applying new technological solutions. The purpose of the study. To analyze the changes in the system of collecting and processing annual reporting on medical statistics for 2020 during the pandemic of new coronavirus infection COVID-19. The analysis was made concerning both normative legal base regulating implementation of information systems and system of receiving annual reports for current and previous years. Also content analysis was applied and materials distributed Internet were used. In conditions of new coronavirus infection (COVID-19) pandemic, instead of classical system of informational interaction at face-to-face coordination of annual report data, in extremely short terms new model of informational interaction of remote coordination and processing of annual report data was developed. The updated technological scheme was applied that included data transmission, remote coordination in VKS format, informing thriugh Telegram-channels and signing finalized forms with enhanced electronic digital signature. The complicated epidemiological situation regarding morbidity of new coronavirus infection (COVID-19) and as well as adoption of amendments in Federal legislation regarding provision of statistical observation forms in format of electronic document signed with electronic signature, required revision of format of statistical reports reception in 2020. The application of developed technology of collecting and processing annual reports data on medical statistics in online format permitted to dispense with both provision of hard copies versions of forms and reports and business trips of specialists from the subjects of the Russian Federation to Moscow that reduced expenses of the subjects of the Russian Federation when submitting annual reports. The developed mechanism of signing with unqualified electronic digital signature permitted to control data integrity. The applied mechanism for signing finalized concerted forms with enhanced electronic digital signature of public authority of the subject of the Russian Federation in the field of health protection ensured juridical significance of document provided. The establishment of base for further modernization of system of collecting statistical information from primary data, including subsequent implementation of structured electronic medical documents is proposed.

    Abstract The staffing of medical specialists plays an important role in modern rendering of specialized medical care of population. Despite amelioration of life conditions in developed countries, infectious diseases continue to be the most dangerous ones on the side of epidemiology. The organization of specialized medical care of population is implemented according standards of provision of medical care in case of infectious diseases. Nowadays, high load of physicians is noted that indicates necessity of analyzing provision with infectiologists and their activities. The purpose of study is to analyze provision with infectiologists and their activities in the Russian Federation for organizational decision-making. The study used national data from the Federal statistical monitoring "The information of medical organization" (Form 30) in 2013-2017. The study applied such research methods as statistical, analytical, descriptive techniques. Factually, in all Federal okrugs increasing of provision with infectiologists is traced at decreasing of staffing with out-patient paramedical personnel that correspond to all-Russian trend. Also decreasing of number of visits per one job position of infectiologist. At that, during last three years of the mentioned period, a stability of indicator of visits because of diseases is observed.

    Abstract The treatment of dispersion interactions is ubiquitous but computationally demanding for seamless ab initio approaches. A highly popular and simple remedy consists in correcting for the missing interactions a posteriori by adding an attractive energy term summed over all atom pairs to standard density functional approximations. These corrections were originally based on atom pairwise parameters and, hence, had a strong touch of empiricism. To overcome such limitations, we recently proposed a robust system-dependent dispersion correction, dDsC, that is computed from the electron density and that provides a balanced description of both weak inter- and intramolecular interactions. From the theoretical point of view and for the sake of increasing reliability, we here verify if the self-consistent implementation of dDsC impacts ground-state properties such as interaction energies, electron density, dipole moments, geometries, and harmonic frequencies. In addition, we investigate the suitability of the a posteriori scheme for molecular dynamics simulations, for which the analysis of the energy conservation constitutes a challenging tests. Our study demonstrates that the post-SCF approach in an excellent approximation.

    Abstract Objective: To report the case of a patient with manic-depressive disorder who developed lithium intoxcation following carbamazepine-induced acute renal failure.
    Case summary: A 33-year-old white man with bipolar manic-depressive disorder was treated with lithium for the last 18 months. Three weeks prior to admission, carbamazepine 600 mg was added to the drug regimen due to a recurrence of the psychiatric disorder. He was admitted wh signs of lithium intoxication. Acute renal failure due to carbamazepine-induced interstitial nephritis was diagnosed.
    Discussion: The combination of carbamazepine and lithium is known to cause neurotoxicity. We describe a different interaction in which the toxic lithium concentrations were the result of carbamazepine-induced acute renal failure.
    Conclusions: When considering adding carbamazepine to lithium, careful follow-up of the patients is warranted to prevent this indirect drug in interaction.

    Abstract Whey-fermenting Kluyveromyces cultures were revealed among 105 yeast strains assimilating lactose. Eighteen most potent strains isolated from milk products fermented galactose, sucrose, and raffinose, in addition to lactose. Many yeast strains fermented inulin. Most strains were resistant to cycloheximide and grew in medium containing glucose, NaCl, and ethanol at concentrations of up to 50, 11-12, and 10-12%, respectively (4 degrees C). Three strains had mycocinogenic activity. After fermentation of whey with selected yeast strains at 30 degrees C for 2-3 days, ethanol concentration was 4-5%.
