    Abstract RE/NET is an international network project about reliable provision of renewable energy. The R and D network to be created will focus on the development of methods and concepts that ensure a reliable provision of renewable energy in Europe. Reliable provision plays an essential role in the expansion of energy generated by wind, solar or waves. Intelligent power grids ('smart grids') are a key issue that allow for an effective distribution and use of power. Besides technical questions, social-economic questions such as the acceptance of these kinds of energy generation by the population or appropriate accounting models for customers also play an important role. The aim is to found and expand an interdisciplinary network of experts for the sustainable supply of renewable energies. It is important to harmonize the different research sectors in order to use synergies more effectively. The founding members are internationally recognized research institutions in the fields of energy technology, electronics, computer science and economics. Likewise, partners from other sectors such as sociologists, lawyers or climate researchers are relevant for RE/NET. The currently ongoing first funding phase serves to establish and expand the new R&D network that involves partners in the Baltic Sea region such as Germany, Denmark, Finland, Norway, Sweden, Estonia, Latvia, Lithuania, Poland or Russia. This phase is intended to build up sustainable network structures. The second funding phase, for which the network needs to apply separately, will support the initiation of specific joint projects. In this phase the network partners will prepare and submit project applications related to renewable energies to international funding bodies.

In this volume, experts from Europe, North and South America, and Asia examine the complexities of financing, installing, implementing, and regulating public infrastructures. Their contributions span a range of methodological approaches, including historical and empirical research, analytical models, theoretical analysis, and sector and regional case studies; they consider the economics of infrastructure provisioning by government, through private-public partnerships, and privatization arrangements.The book first treats general investment, growth, and policy issues, and then offers sector-specific analyses of transportation, energy, telecommunications, and water infrastructures. The global cloud market is growing rapidly and gaining daily more momentum. The German Bitkom estimates B2B cloud revenues to exceed 10 bn Euro in Germany by 2016, five times its revenue in 2011. Telecommunication Services - home market to Integrated Service Providers (ISPs) - on the contrary are mostly past their booming years. Even so ISPs are playing a crucial part in the cloud - basically connecting production and consumption - they are typically not mentioned amongst the main Cloud providers. Even so ISPs are playing a crucial part in the cloud - basically connecting production and consumption - they are typically not mentioned amongst the main Cloud providers. This is puzzling as an integrated network is able to deliver significant unique value in areas such as SLA management, locality, security and intercloud connectivity. To understand this seeming contradiction it is crucial to highlight how the "Cloud Value Chain" differentiates from the traditional home market of Telecommunication Carriers. Time to market is becoming more and more critical as pure Service Provider (SPs) such as Amazon and Google are entering the market. More and more connectivity - the key competency of ISPs - is seen as commodity and can be treated as given by pure SPs. The authors argue that this weak position of ISPs within the cloud market can be largely explained by too slow product development. The research questions dealt with are: (1) Importance of Cloud Services for ISPs (2) Underlying factors for current performance with Cloud Services (3) Potential contribution of collaborative product development for gaining momentum in the Cloud business...

    Abstract Technological progress allows Internet Service Providers (ISPs) to carry out network manage-ment practices in a discriminatory fashion without being detected by their customers. This creates an opportunity that providers will exploit this information asymmetry in an opportunistic way by blocking and/or throttling certain services and applications without informing their customers in an adequate fashion that their Internet service is a restricted one. The main objective of this paper is to investigate the extent to which reporting policies - as im-plemented through the General Terms and Conditions (GTCs) - of selected ISPs match with the display of discriminatory behavior by those ISPs as shown by Grove & Agic, (2012). Our analysis examines whether ISPs in Europe and the USA are informing their subscribers adequately about discriminatory traffic management. We, thus, analyze GTCs, signed between ISPs and their subscribers by applying a cross-country/provider approach, focusing on three main aspects of the contractual agreement: (1) availability of service, (2) obligations of the customers and (3) the contractual agreements concerning any intervention in services by ISPs...

    Abstract Network neutrality and alleged discriminatory practices on the part of ISPs regarding the transmission of Internet data packets has been the subject of notable scholarly discussion and appears to be a widespread phenomenon. However, it is noteworthy that actual consumer discrimination has only been proven in a small number of individual case studies. Hence, we aim to provide solid evidence for discriminatory behaviour of ISPS in our in-depth study. This lack of overwhelming evidence is not, as we assume, the result of an absence of discriminatory behaviour - on the contrary it may be whittled down to a number of grounds: the absence of studies comparing services offered by ISPs, the existence of high switching costs between operators accruing to consumers, and a lack of awareness on the part of consumer of the putative discriminatory measures, given the information asymmetry between ISP and consumers, where the consumer is not in a position, being able to distinguish between an impaired quality of service and potential discrimination behaviour by the ISP. The paper at hand examines ISPs' traffic management measures and determines whether such practices breach the ISP's contract with the consumer. Relying on an examination of services provided by European ISPs (France, Germany and Italy) we can conclude that data traffic is subject to "discriminatory management". Our investigative model is based on M-Lab data (Glasnost Test) and related processing algorithms provided by "The Network is Aware" project. In order to corroborate our findings that ISPs are breaching their own contractual service agreements, the results regarding discriminatory measures are compared with the contractual General Terms and Conditions (GTC) as agreed between the ISPs and consumers... -- Network neutrality
