    Abstract Over the years, the breadth and depth of EU marine policy has increased with revisions of the Common Fisheries Policy (CFP) and new legislation like the Marine Strategy Framework Directive (MSFD), Integrated Maritime Policy (IMP) and the Framework for Marine Spatial Planning Directive in Europe (FMSP). Not only do these different policies have different remits and hence scope, they also present a multitude of modes of implementation. Although the CFP and MSFD have many common goals when it comes to conservation and sustainable use of living marine resources, they differ substantially in governance set up and implementation modalities, including the underlying scientific advisory processes and structures. Regional cooperation and coordination is foreseen, but there is no governance model in place to coordinate requests for scientific advice, nor institutions coordinating the activities of advice providers, either across policies or across regions. This results in an increase in uncoordinated requests for scientific advice yet the pool of experts fuelling the advisory system is limited. As a result the European marine scientific advisory system is increasingly under pressure. In this paper the consequences of this problem are analysed and a redesign of the institutional governance setting to accommodate these challenges and make the science and advice system ready for the future is explored.

    Abstract By 2050 it is expected that food, clean drinking water and sustainable energy has to be produced for a world population of close to 10 billion people. Our seas and oceans represent 71% of earth's surface, yet its space and resources today are not sustainably utilised to their full extent. The importance of the use of the marine environment is within the EU widely acknowledged and reflected in such agendas as the EU Blue Growth strategy, the Food 2030 agenda and the Food from our Oceans vision. In order to substantiate the vision to increasingly feed the world population from our oceans, a foresight exercise was implemented to construct an agenda of the science needed in the realm of fisheries, aquaculture and seafood. This resulted in a research agenda that is logically argued and based on an analysis made by stakeholders and experts which led to the identification of priorities having a scientific analytical basis as well as a societal reference. The process and the results of this foresight exercise are presented and are put in the wider context of Europe's research agenda towards 2050. In order to bring about the required Blue Revolution, substantial effort should be rendered to the science and innovation needed to support this development.

    Abstract A generic framework(FW)for the monitoring and evaluation of spatially managed areas (here defined as marine areas subject to a planning and management regime) was developed and tested in nine marine areas of 13 European countries under the EU funded project MESMA (Monitoring and Evaluation of Spatially Managed Areas). This paper describes the lessons learned in the use of the FW and draws conclusions for its future use and development. The selected case studies represented diverse spatial scales, management status and complexity, ranging from sub-national areas to entire national coastlines, and large offshore regions. The application of the FW consisted of seven steps: starting with (i) context setting and (ii) gathering of relevant ecosystem information, human activities and management goals; it continues with (iii) indicator selection and (iv) risk assessment; and the final steps considers the (v) analysis of findings and (vi) the evaluation of management effectiveness, to end up with (vii) the revision and proposal of adaptation to current management. The lessons learnt through the application of the FW in the case studies have proved the value of the FW. However, difficulties rose due to the diversity of the nature and the different stages of development in planning and management in the case study areas; as well as, limited knowledge on ecosystem functioning needed for its implementation. As a conclusion the FW allowed for a flexible and creative application and provided important gap analyses.

    Abstract Marine spatial planning (MSP)is advocated to support an ecosystem approach to marine management, as it allows consideration of multiple management objectives including marine conservation. The monitoring and evaluation of both implemented marine plans and the planning process itself is susceptible to various uncertainties. Here,uncertainties related to a stepwise monitoring and evaluation framework for spatially managed areas were characterised and quantified with the help of two modified and developed tools. In particular, Walker-type and pedigree matrices were utilised to assess both the sources and respective relative levels of uncertainty present in the assessment of nine European case studies that conducted a stepwise monitoring and evaluation process applying a common framework. Across the southern and northern European case studies major sources of uncertainty were found in relation to the knowledge base, management scenarios with related objectives and data availability. Although case studies made flexible use of the framework to account for the particularities of the local realms, the revealed pattern of associated uncertainty was highly consistent across the case studies. The scored pedigree matrices showed that the criteria ‘stakeholder engagement’ and ‘cross validation’ had greatest influence on the overall robustness of the case study assessments. The observed distribution of median pedigree scores was within acceptable ranges with respect to simulated possible score distributions. In addition, a sensitivity analysis revealed that the scoring of the pedigree criteria by five or more experts would result in less variable interquartile ranges of respective median scores. In conclusion, the developed complementary tools showed great flexibility in characterising and assessing uncertainty despite context-dependent differences among case studies such as geographical area, quality of available data,level of spatial management implementation or management objectives. Moreover,the obtained findings allow prioritising efforts and future research to support an iterative monitoring and evaluation of marine spatial plans.

The monitoring and evaluation of both implemented marine plans and the planning process itself is susceptible to various uncertainties.
