    Abstract Small reservoirs play an important role in providing water to rural communities. Increased construction of small reservoirs to mitigate the effects of droughts leads to a High-density Reservoirs Network (HdRN) of small reservoirs, which can potentially modify the streamflows both in dry and wet periods. However, there is a lack of understanding of the interannual behavior of flow retention and the impact of future increases in the number of small reservoirs, mainly for HdRN in dryland catchments. This research aims to determine the possible impact of the increase in the number of small reservoirs on dry hydrological networks, evaluating the annual flows generated at the outlet of a dryland watershed for scenarios with different densities of small reservoirs (number of reservoirs per area). The study area was the Conceição river catchment (3347 km 2 ) in the semiarid of Brazil. The hydrological model of the study area was developed in SWAT. The model obtained appropriate results for daily streamflows, with values of 0.63, 0.81, and 0.53% for NSE, KGE, and PBIAS, respectively. The current density of small reservoirs in the region was estimated at 0.068 reservoirs per square kilometer (res/km 2 ). Eight expansion scenarios were defined for densities between 0.1 res/km 2 and 3.0 res/km 2 . The results showed that the influence of the HdRN on runoff reduction mostly occurs for a probability of exceedance between 1% and 10% of month flows and is very small for months with very high peaks of flow. The reduction in the outlet flow due to the increase in the number of small reservoirs was stronger during dry years (up to 30%) than during wet years (up to 8%), and it tended to increase in years with a consecutive lack of rain (from about 7% in the first year to about 20% in the last year and in the worst scenario), which may intensify the period of extended droughts.     Abstract Nowadays, the reuse of built agricultural/industrial heritage has been a common practice worldwide. These structures represent excellent symbols of the great agricultural/industrial past. These agricultural/hydro-technologies also serve as monuments of socio-cultural identities, especially in rural areas and on small farms. One example of a successful application of agricultural technologies for small farms is the water mill. By harnessing the water energy, they were used for traditional flour and other goods production (e.g., olive oil) and works requiring energy, with the main role in the evolution of the traditional/cultural landscape. Water mills have been used to drive a mechanical process of milling, hammering, and rolling and are a portion of the agricultural, cultural, and industrial heritage. For approximately two millennia, the vertical mill water wheel prepared the initial source of mechanical power in many regions of the world. Water mills were the first device that converted natural resources of energy into mechanical energy in order to operate some form of machinery. The preservation/management of water mills is challenging due to their long-term abandonment and the lack of information/knowledge about their value. The other obstacles that are faced in their retrofitting and/or preservation are the lack of sufficient economic incentives and complex authorizations/legislations. Sustainability and regeneration of water mills through the centuries are then reviewed for history and agricultural/industrial “archaeology”. The history of water-powered mills in prehistoric and historic times, including ancient Persia/Iran, ancient China, ancient India, the Islamic world, Venetian Crete, medieval Europe, America, and finally present times, is discussed. The outcome of this review allows the understanding of the importance of conservation, optimization, and development of water mills.     Title translation Prioritisation in health care: what does it mean?.
    Abstract Coping with limited resources is one of the key challenges in patient care. Rationalisation reserves have already been exhausted in many areas. Particularly in the health sector, the question needs to be clarified as to how the limited resources can be allocated fairly from both the ethical and legal point of view. The medical community proposes that health care services be prioritised. In other words, priorities are defined in order to increase fair distribution in the health sector. In this context prioritisation does not mean the exclusion of medically necessary services, but grading the granting of services in accordance with the principles of priority. The advantages of prioritisation lie primarily in the transparency of the procedure and in the chance of achieving consistent distribution decisions. Protection of the patient-physician relationship as a confidential relation would remain unaffected since prioritisation is not the same thing as rationing.

    Abstract Up to the early 1990's the health care system was essentially characterised through:--the insured' right of choice of therapist,--therapeutic freedom of patients and physicians, and--the freedom of establishment for medical doctors.--In accordance with the Hospital Funding Act the hospital system was--in compliance with federal constitutional law using capacity requirements--based on the "fire-fighting" principle, i.e. that if required, every patient should have access to a suitable hospital bed within about 15 minutes.--The responsibility for ensuring the provision of general and specialist health care services had been conferred by the government to the National Association of Statutory Health Insurance Physicians (1955) in the legal form of a public corporation. In the face of a foreseeable rise in expenses as a result of advances in medicine and a higher demand for health care services because of the demographic development (long-life society) the Advisory Council for Concerted Action in Health Care concludes in its Annual Report that maintaining this level of health care for all people is not financially viable any longer. This is why the state--on the basis of the Health Care Reform Act of 2002 and the Statutory Health Insurance System Modernisation Act of 2004--retreated from the provision of services in the ambulatory and inpatient setting by privatising these sectors and by proclaiming competition (introduction of diagnosis-related groups). Presently, the once liberal performance tradition is more and more turning into a centrally planned system in the spirit of "From Therapeutic Freedom to Therapeutic Programmes". The guidelines that on the basis of the methods of evidence-based medicine were developed by the international community of physicians for the treatment of patients with defined diagnoses and intended to be decision aids for individual treatment decisions are now used to implement disease management programmes for the provision of health care to people with certain chronic diseases. Another steering instrument of the above mentioned Modernisation Act is the definition of a list stating all the benefits available under the statutory health insurance system. The assessment of the health gain of new medical drugs and other medical procedures has been assigned to the Institute for Quality and Efficiency in Health Care (IQWiG) specifically founded to that purpose. With regard to the assessment of diagnostic and therapeutic procedures the Joint Federal Committee (Gemeinsamer Bundesausschuss, G-BA) in the summer of 2005 gave itself a Code of Procedures that defines uniform cross-sector criteria for the appraisal of diagnosis and treatment. In Germany the principle of evidence-based health care has by law--and this is unique as compared to other countries--fully penetrated everyday health care where the decisions of the Joint Federal Committee in the form of directives have mandatory effect for health care providers and hence for the insured, too. This is why the German Medical Association and the National Association of Statutory Health Insurance Physicians have embarked on the implementation of the "National Programme for Disease Management Guidelines" and the "Health Services Research" Project as a means of continuously evaluating health care provision which are intended to guide the future political control of the system of statutory health insurance in terms of target-performance comparisons and for the purpose of identifying health care deficits.

    Abstract The quantification of soil moisture under different soils and crops at regional scale is a challenging task. Hence, such studies are limited by the availability of ground based measurements. The current study evaluates the spatial and temporal patterns of daily soil moisture simulated by the Soil and Water Assessment Tool (SWAT) for the upper 30cm of the soil profile with indirect soil moisture estimates from Landsat for 2016. The Thermal Vegetation Difference Index (TVDI), was calculated based on the Normalized Difference Vegetation Index (NDVI) and the brightness temperature (BT) using Landsat images, from which regression models were trained by using field measurements from Time Domain Reflectometer (TDR) to calculate soil moisture. Two agricultural catchments namely, Gerdau and Wipperau in Germany were satisfactorily calibrated using SWAT for daily streamflow (1975–2000) with NSE (Nash-Sutcliffe-Efficiency) >0.55 and PBIAS (Percent bias) <5.5%. The parameter uncertainty assessment during the irrigation season (Mar–Sept, 2016) for soil moisture revealed that the uncertainty band is narrow (p-factor=0.57–0.83; r-factor=0.52−1.3). Spatial and temporal patterns of soil moisture from Landsat and SWAT were evaluated by using boxplots and absolute soil moisture difference maps. Results revealed that the overall spatial and temporal patterns of boxplots matched better for the dry period (correlation, r≥0.90) compared to the wet period (r≥0.57). The mean absolute difference between soil moisture from Landsat and SWAT ranged between 0.9–10% for most soils. In addition to it, the soil map was refined to match soil moisture patterns shown in Landsat images for one sandy soil, which further improved the mean absolute difference (1.06–6%). The current study provides an approach to use remotely sensed soil moisture for verifying hydrological modeling results and for optimizing the parameterization of soils, which may bridge the gap between global, regional and field studies in agricultural water management.
