    Abstract Introduction: The outbreak of COVID-19 in Europe began in early 2020, leading to the emergence of several waves of infection with varying timings across European countries. The largest wave of infection occurred in August-September. Croatia, known for being a hotspot of tourism in the Mediterranean region, raised concerns that it might have played a role in incubating the pandemic during the summer of 2020.
    Methods: To investigate this possibility, we conducted a data-driven study to examine the potential influence of passenger mobility to and within Croatia, utilizing various modes of transportation. To achieve this, we integrated observational datasets into the "epidemic Renormalization Group" modeling framework.
    Results: By comparing the models with epidemiological data, we found that in the case of Croatia in 2020, neither maritime nor train transportation played a prominent role in propagating the infection. Instead, our analysis highlighted the leading role of both road and airborne mobility in the transmission of the virus.
    Discussion: The proposed framework serves to test hypotheses concerning the causation of infectious waves, offering the capacity to rule out unrelated factors from consideration.

    Abstract The Croatian economy performs unfavorably in terms of the impact of production on wastewater discharges, which is particularly pronounced in the industrial sectors. Each unit of gross industrial value added produced in Croatia generates significantly more wastewater discharges than in most European countries with a similar level of economic development. Moreover, in 2020, only 26.9% of the total industrial wastewater discharges of the Croatian economy were treated, while 76.2% of the total industrial wastewater discharges were directly discharged into the environment. Since most of the industrial production in the Croatian economy is destined to meet the intermediate needs of other sectors, policy makers in Croatia must take into account that the level of industrial wastewater discharges is also influenced by the production level of sectors that depend on the intermediate products of wastewater-intensive industries. For this reason, we developed a wastewater extended input–output model of the Croatian economy to determine and analyze the impact of intersectoral linkages in Croatian production systems on the amount of untreated wastewater discharges. The results of the study show that wastewater flows in the Croatian economy are largely generated by the processes of production and consumption of intermediate products from the chemical and petroleum refining sectors, which also account for the largest share of the calculated wastewater footprint of total Croatian production. In light of the emerging empirical evidence, it can be concluded that targeting market-based and regulation-based measures at wastewater-intensive producers is not sufficient to reduce the relatively high level of untreated wastewater discharges in the Croatian economy. There is also a need for appropriate integrated policy measures in sectors that have a large wastewater footprint due to their established supply chains.

    Abstract The integration of geospatial data in hydrography, performed using different measurement systems, involves combining several study results to provide a comprehensive analysis. Each of the hydroacoustic and optoelectronic systems is characterised by a different spatial reference system and the method for technical implementation of the measurement. Therefore, the integration of hydrographic data requires that problems in selected fields of electronics, geodesy and physics (acoustics and optics) be solved. The aim of this review is to present selected fusion methods applying the data derived from Global Navigation Satellite System (GNSS), Real Time Kinematic (RTK) measurements, hydrographic surveys, a photogrammetric pass using unmanned vehicles and Terrestrial Laser Scanning (TLS) and compare their accuracy. An additional goal is the evalution of data integration methods according to the International Hydrographic Organization (IHO) S-44 standard. The publication is supplemented by implementation examples of the integration of geospatial data in the Geographic Information System (GIS). The methods described indicate the lack of a uniform methodology for data fusion due to differences in both the spatial reference systems and the techniques used. However, the integration of hydroacoustic and optoelectronic data allows for high accuracy geospatial data to be obtained. This is confirmed by the methods cited, in which the accuracy of integrated geospatial data was in the order of several centimetres.

    Abstract The subject of this research paper is to analyze the possible models of using public-private partnerships in the management of sea ports in the Republic of Croatia. Public-private partnership, as a modern form of cooperation between the public and private sector, enables port systems to increase their efficiency and to base their port services on a commercial arm’s length basis despite the limitations of public funding. The introduction of the private sector in port operations directly affects their management models. The aim of the paper is to point out, through the presentation of different management models of ports and possible forms of public-private partnerships, the differences in the approach of solving the problem of modernization of Croatian ports and achieving their sustainable developments goals. The research results indicate that the timely analysis of the port environment and basic port performance indicators precondition a strategic planning of some Croatian port systems both at regional and national level. In this way, a better implementation of investment projects will be achieved that will contribute to further growth and development of the Croatian port system.

    Abstract Making appropriate decisions is one of the essential prerequisites for achieving desired effects in management and decision-making with any economic entity. Most of the tasks and problems in analyzing, planning and management of a port have very complex goals, with different scenarios and alternative solutions, as well as evaluation criteria and restrictions, which result in the inability of their uniform solution. In this paper, one of the processes of multi-criteria decision-making via a computer program based on the process of different scenarios ranking was used for decision-making and the development of a model of county ports system management. Also, the problem of managing the system of the county ports of Croatia was firstly considered as a whole, i.e. a system, and then its components are analyzed, followed by a synthesis, employing the ulti-criteria analysis. As to acquire actual solutions and develop a new model of county ports system management, the Primorsko-goranska County is analyzed, by using the multicriteria analysis PROMETHEE procedure, with a corresponding computer program for multi-criteria decision-making.

    Abstract Pitanja u svezi centralizacije ili decentralizacije županijskih lučkih uprava prisutna su od donošenja Zakona o pomorskom dobru i morskim lukama. Navedeni Zakon izričito ne definira kakav će biti ustroj županijskih lučkih uprava, odnosno ne određuje broj osnovanih županijskih lučkih uprava po pojedinoj županiji. Stoga, predmet istraživanja ovoga znanstvenog rada je utvrđivanje činjenica koje su bitne za implementaciju različitih organizacijskih rješenja sustava gospodarenja spomenutim lukama. Posebno se analiziraju pravni, ekonomski i teorijski čimbenici koji posredno djeluju na učinkovitost i korisnost rada lučkih uprava, a time i na izbor odgovarajućeg modela upravljanja županijskim lučkim upravama, odnosno lukama županijskog značaja otvorenim za javni promet. Sukladno navedenoj problematici i predmetu istraživanja postavljena je radna hipoteza: Znanstvenim spoznajama o organizaciji općenito, posebno o relevantnoj zakonskoj regulativi,odrediti tendencije promjene i buduće modele upravljanja županijskim lučkim upravama. Rezultati istraživanja ovoga znanstvenog rada upućuju na to da prilikom donošenja odluke o osnivanju jedne ili više lučkih uprava za gospodarenje lukama otvorenim za javni promet županijskog značaja treba uzeti u obzir sve relevantnečimbenike koji imaju utjecaj na razvitak, upravljanje i poslovanje županijskim lučkim upravama.

    Abstract Gospodarsko korištenje morskog i primorskog dijela Hrvatske ograničava se institutom pomorskog dobra, a to je definirano aktualnom zakonodavnom regulativom. Zakonske odrednice su nekonzistentne i ne omogućavaju odgovarajuću primjenu u praksi. Stoga se u ovom radu objašnjavaju načini gospodarskog korištenja pomorskog dobra kroz koncesijski režim. S obzirom da ti načini u praksi nailaze na svojevrsne pravne blokade, to ima za posljedicu da pomorsko dobro nije stavljeno u funkciju gospodarskoga razvoja. U članku se na temelju sustavne analize upućuje na upravljanje pomorskim dobrom koje mora omogućiti usklađivanje višestrukih, međuovisnih i preklapajućih interesa na pomorskom dobru te na koordiniran način čuvanje obalnih resursa tako što će se osigurati maksimalna gospodarska dobit, a istodobno se neće uništiti vrijedan prirodni resurs.

    Abstract Modern changes on the World and Mediterranean seaborne trade market are somewhat limiting the development potential of Northern Adriatic ports. The basis for the future strategic development of the Northern Adriatic maritime trade route along with its ports of Trieste, Koper and Rijeka as starting /ending points can be a concept of the compatible reaction to the changes in the Mediterranean by way of developing feeder service short maritime distance lines towards the Middle East and by way of optimising of all of the maritime passenger transport. The ports of Rijeka , Koper and Trieste can optimally be a part of the modern World and Europe transportation scene as small or middle size Mediterranean hub ports.
