    Abstract The European continent faces an apocalyptic pandemic that poses mortal danger to millions of citizens This paper seeks to address the role played by European public policy in addressing the Covid-19 pandemic Currently, each Member State across Europe is applying its own measures to deal with the coronavirus;namely, decentralised decision-making that could trigger political tensions among the states The paper argues that European public policy must change rapidly and fundamentally if these tensions are to be successfully managed;otherwise, such policy might simply cease to exist Moreover, the known and notorious problem of collective action, information asymmetries, irrationality, negative externalities and the related free-riding phenomenon persistently are distorting the Member States' combined efforts, resulting in deficient attempts to contain the spread of Covid-19 The paper also argues that the current unprecedented outbreak of this superspreading virus calls for a bigger EU-wide coordinated response We argue that the Covid-19 pandemic is a good example of an area in which the central EU level holds a comparative advantage over lower levels of government In addition, the paper offers several substantive insights into ways to improve the public policy response in the 'war' against Covid-19 © 2020 Mitja Kovac, published by Sciendo 2020

    Abstract A critical driver of population health, well-being, and equity is making health a shared value, or the belief that health is a priority for oneself and one's community. For people in positions of influence, attitudes regarding their organization's perspective may result in decisions that advance health equity or reinforce inequities. Yet despite the potential role of leaders in influencing health and well-being, little is known about their attitudes regarding their organization's perspective on what shapes health, or how their attitudes translate into actions that improve population health. The objectives of this study are twofold: (1) to understand leaders' attitudes with regard to their organization's perspective on population health and (2) to identify the attitudes associated with leaders' perspectives regarding their organization's intention to engage in behaviors that advance population health. We designed a survey instrument grounded in the Theory of Planned Behavior and fielded the survey to 18,367 state and community leaders across all 50 U.S. states, 325 U.S. cities, and nine sectors from fall 2020 until spring 2022. We received surveys from 5,450 leaders, yielding a 32 percent response rate. Survey respondents viewed social determinants of health and health equity as important factors influencing population health. Additionally, two attitudes were most associated with leaders' intentions to promote population health-"self-efficacy" (a leader's confidence in taking action to promote health for all) and "behaviors valued by important others" (how much certain groups want the organization to take action that promotes health for all). Efforts to improve population health through leaders should focus on supporting leaders' self-efficacy and on increasing leaders' perceptions regarding behaviors valued by important others. Governmental entities and funders can use these data to support leaders' efforts in improving population health, well-being, and equity.

    Abstract Continents are facing an apocalyptic pandemic that is terribly dangerous for millions of their inhabitants. This paper seeks to address the role of intellectual property (IP) law in addressing the problem of the COVID-19 pandemic. We suggest that the current international IP law regime and the Trade-Related Aspects of Intellectual Property Rights Agreement are not insurmountable obstacles for access to a successful COVID-19 vaccine. The publicly advocated fundamental reform or even abolition of the present IP law regime under serious information asymmetries might be counterproductive and distortive. Via existing compulsory licensing, advance purchase agreements and the employment of patent-pools, research subsidies, reward mechanisms and reputational sanctions, governments can take the steps needed to effectively overcome any IP-associated barriers to access to crucial medicines/vaccines, particularly during the COVID-19 pandemic. Moreover, the current wave of medical research on COVID-19 suggests the previous vaccine R&D 'failures' were driven by the modest demand for such vaccines and were not due to an inadequate IP-incentive stream. The paper also suggests today's EU competition law rules on the horizontal exchange of information could be seen as an impediment to innovation and thus be temporary suspended.

    Abstract This study examined the dynamics of teacher burnout over the course of the school year in relation to individual and environmental factors in the school context based on a three-wave panel design using an MBI-ES questionnaire and a self-constructed inventory to measure individual and environmental factors of burnout. The sample consisted of 718 teachers from 32 Slovenian primary schools; 163 of them participated in all measurements. The major limitation of this study is the high attrition rate. However, attrition analysis showed no significant differences between the initial sample and the panel group on background variables and burnout dimensions or on environmental and individual factors. Burnout was present but not pronounced among participating teachers: Emotional exhaustion was moderately high and depersonalization and personal accomplishment were low. Over the course of the school year, burnout did not increase consistently and gradually; we found only a statistically significant increase in personal accomplishment in the middle of the school year and a statistically significant greater sense of burnout at the end of the school year. As stress accumulates over time, we would expect burnout to increase. We hypothesize that participants reduced the effects of stress through various coping strategies and/or replenish their resources. We believe that the school year is not long enough for burnout to develop. The number of stressors perceived by teachers was significantly related to burnout rates. Teachers experience stress, especially in work not directly related to teaching, and from their own performance expectations. Multivariate regression analyses yielded three different but similar models of predictors of burnout that explained 25 to 50% of the variance in teacher burnout. Regardless of the instability of the models, the time and energy demands of working with students, teacher characteristics, and classroom management are the stable antecedents in the predictor models of teacher burnout.
