    Abstract A substantial body of research on these important issues comes from a research theme of the CGIAR Research Program on Policies, Institutions, and Markets (PIM) that focused on the governance of natural resources (Flagship 5, or PIM5). Research in Flagship 5 examined the policy and institutional foundations for improved natural resource management. It analyzed how tenure security affects sustainable management and how individuals, groups, and communities govern the land, water, fish stocks, and forests. An important focus of this work is on understanding who has what rights with respect to these resources, particularly women and members of marginalized groups; what their roles are in managing natural resources; and the livelihood benefits they receive. Without a contextualized understanding of these questions, policies and practices can inadvertently exclude women, reinforce historic practices of gender injustice, or introduce new inequalities that worsen natural resource management and poverty. Thus, research teams in Flagship 5 worked with partners in governments, universities, the private sector, and civil society with the goal of identifying actions that can strengthen the tenure rights of poor and marginalized people, particularly women, in order to improve the governance of natural resources; and that can strengthen institutional arrangements for sustainable use of natural resources within shared landscapes. This paper provides a synthesis of PIM5’s contributions to knowledge about gender and its influence on tenure security and landscape governance. The focus of Flagship 5’s research was on gender and social inclusion in relation to tenure (land and natural resources) and to landscape governance (for example, land use planning). This review focuses on a subset of the research studies undertaken in this program from 2013 to 2020.     Abstract This paper explores how CCAFS’ work influences the investment decisions of others and what strategies are being pursued to reach a diverse range of investors globally. Outcomes and lessons from case studies and project outcomes of investment-focused research projects implemented over the last 10 years in many countries are examined. Interviews with project leaders and other key informants elicited insights on strategies and tactics that have and have not been working with respect to reaching CCAFS’ goal of substantially increasing investment, by both public and private sector actors and institutions, in climate-smart agriculture and more sustainable food systems globally. Multiple investment-oriented outcome pathways and entry points for CCAFS teams to influence public and private sector actors are explored through specific project experiences. Future pathway refinements that start with novel joint problem definition approaches with targeted partners in specific geographies/regions and markets are suggested. These can build on the valuable lessons learned to date in this unique program about how to influence a wide range of investors and contribute to significant increases in investment in these complex global challenges.

    Abstract Three years ago, a strategic decision was made to embed a CCAFS researcher within the agriculture group at WBG headquarters. The underlying reasoning behind this approach, i.e. the theory of change, was a belief that if WBG-supported agriculture projects, analytical tools, and knowledge products are designed using the most recent applied research knowledge about Climate-Smart Agricultural (CSA) opportunities, including about Climate Change (mitigation and adaptation) cobenefits, it will increase the breadth and depth of the impacts of these investments. The World Bank is a leading financier of agricultural development projects globally, with investments worth $6.8 billion in 2018, reaching over 30 low-income countries, among others. Thus enhancing the effectiveness of these investments will have considerable impacts globally.

    Abstract This paper develops a new framework to measure and track women’s empowerment in governance of countries’ agrifood systems. All too often, women’s needs, priorities, and voices are missing from the policy process, even when women may be disproportionately affected by shocks or have distinct policy preferences. The Women’s Empowerment in Agrifood Systems Governance (WEAGov) is an assessment framework to help countries and stakeholders measure the extent of inclusion and leadership of women in agrifood systems governance and to identify gaps and opportunities for improvement. WEAGov looks across three stages of the policy cycle: policy design, policy implementation, and policy evaluation. At each stage of the policy cycle, WEAGov asks three questions central to women’s empowerment in governance: Are women considered? Are women included? And are women influencing? This paper describes the process of conceptualizing and developing the WEAGov assessment framework by drawing together evidence, experience, and lessons from the literature and from over 30 stakeholder consultations across several countries and sectors to develop a practical and theoretically grounded framework.

    Abstract The benefits of agroforestry to soil fertility are particularly valuable where poor soils are associated with low and declining crop yields, food deficits, and dependence on food aid (Verchot et al. 2007; Okalebo et al. 2006). Tree-based land uses sequester carbon dioxide from the atmosphere into the carbon (C) stored in plant and soil biomass, with the most significant increases in C storage achieved by moving from low biomass systems (grasslands, agricultural fallows, permanent shrublands) to tree-based systems (Roshetko et al. 2007). Agroforestry practices can emit less non-CO2 gases than other land uses if managed properly (Rosenstock et al. 2014), and therefore, agroforestry can contribute to climate change mitigation, especially in smallholder systems (Verchot et al. 2007; Montagnini and Nair 2012).
