    Abstract This review evaluates foresight studies to understand how the future agri-food system may impact gender, poverty, and nutrition (GPN). Foresight studies agree that it will be challenging to transform the agri-food system into one that is sustainable, healthy, and just, although the degree to which foresight studies consider GPN is uneven. Foresight work with a GPN focus tends to assume that global coordination of policies and regulations is both necessary and possible in order to achieve improved GPN outcomes. However, history has shown that efforts to coordinate globally are mixed. At the same time, innovation-led studies pay less attention to barriers to equitable adoption and nutritional outcomes. Yet, the history of development has demonstrated the difficulties of equitable implementation of and access to new technological innovations, particularly for women and marginalized populations. I argue that mainstreaming GPN into foresight research can inform both policy-led and innovation-led pathways that support an improved agri-food system. The use of multisectoral and multilevel tools and analyses can support future foresight research and policymaking to systematically identify the net influences on and trade-offs among GPN and other factors.

    Abstract Niger, one of the most impoverished countries in the world, has fared consistently poorly on a range of human development indicators, including women’s nutritional status. A combination of nutrition specific and nutrition sensitive interventions that also address women’s empowerment is essential to address nutritional goals, particularly in resource-constrained settings. Yet, there is not much clarity on what sectors policy makers should target. To identify the aspects of women’s empowerment that are associated with nutritional outcomes in Niger, we present a novel application of a regression decomposition technique, the Shapley-Owen decomposition. After categorizing the drivers of undernutrition into a series of domains (food, health, fertility and institutions) and dimensions (knowledge, resources, and agency), we predict women’s body mass index and anemia status based on these domain-dimensions and other controls using Demographic and Health Survey data. We find that access to health resources and fertility resources play a substantial role in women’s nutritional outcomes in Niger. By identifying the relative contribution of each domain-dimension, our approach offers a unique insight into what sectors are most closely related to the nutritional status of Nigerien women and can aid in identifying interventions that both empower women and improve nutritional wellbeing.

    Abstract Machine learning (ML) holds potential to predict hunger crises before they occur. Yet, ML models embed crucial choices that affect their utility. We develop a prototype model to predict food insecurity across three countries in sub‐Saharan Africa. Readily available data on prices, assets, and weather all influence our model predictions. Our model obtains 55%–84% accuracy, substantially outperforming both a logit and ML models using only time and location. We highlight key principles for transparency and demonstrate how modeling choices between recall and accuracy can be tailored to policy‐maker needs. Our work provides a path for future modeling efforts in this area.

    Abstract We analyze intrahousehold mechanisms that rural South Asian women themselves identify as contributing to their inabilities to achieve adequate nutrition. The majority of our female respondents explain that, within their families, they are most likely to eat least and last and to seek lower quality healthcare later, both of which can lead to undernutrition. We analyze the explanations that women provide for why they do so. In addition to norm abidance, we highlight two social factors: a partner's heavy alcohol use and intimate partner violence. Women report that these factors adversely impact their own health and food security status and potentially contribute to differential nutritional outcomes within the same household. The emic perspectives presented here show us: (1) many rural South Asian women report shouldering a relatively greater share of food and nutrition insecurity within their households, and (2) taking their perspectives seriously assists in identifying the underlying contributors to intrahousehold differences. These findings indicate the value a gendered perspective on both the drivers of and measurement of undernutrition. Attending to these intrahousehold factors in future research may yield important insights for understanding drivers of nutritional outcomes.

    Abstract We estimate the causal effects of index insurance coverage on subjective well-being among livestock herders in southern Ethiopia. By exploiting the randomized distribution of discount coupons and information treatments to instrument for the purchase of index-based livestock insurance, and three rounds of panel data, we separately identify ex ante welfare gains from insurance that reduces risk exposure and ex post buyer’s remorse effects that may arise after the resolution of uncertainty. We find that current insurance coverage generates subjective well-being gains that are significantly higher than the buyer’s remorse effect of an insurance policy that lapsed without paying out. Given the positive correlation in insurance purchase propensity over time, failure to control for potential buyer’s remorse effects can bias downward estimates of welfare gains from current insurance coverage.
