    Abstract The purpose of nuclear regulation is not to impede the sound development of industry's competitiveness. Therefore, the regulations must be coherent, transparent and most of all, logical. On May 31st, 2023, a bill including rules to change the legal lifetime of nuclear power plants was approved and endorsed at the 211th ordinary session of the National Diet in Japan. An important characteristic of this legislative change is that it does not simply grant additional operating years to the original lifetime; rather, it considers the length of time that the plant was under shutdown status due to reasons not attributable to the plant owners and excludes this period from the countdown of the predetermined lifetime, thus extending the original legal lifetime. Three major problems could be listed in the procedures for changing the rules and in the new rules themselves. Firstly, the period during which this matter was discussed was too short to discuss issues raised by the change in detail. Secondly, the definitions of the period to be excluded from the predetermined lifetime are neither scientifically logical nor clear and would likely cause a great deal of confusion for both licensees and regulators when the new rule comes into effect. Thirdly, under this rule, the legal lifetime of a plant which performance is worse would be longer than that of the one with better operating performance. In particular, the second and the third problems deviate greatly from the purpose of nuclear regulation, which is not to impede the sound development of industry's competitiveness. The author strongly urges all parties involved to reconsider their decisions even after the bill has got an official approval at the National Diet.

    Abstract This study investigated whether muscle contraction induces expression of regulated in development and DNA damage 1 (REDD1), a potent inhibitor of mTORC1, in mice muscle. Gastrocnemius muscle was unilaterally and isometrically contracted with electrical stimulation, and changes in muscle protein synthesis, mTORC1 signaling phosphorylation, and REDD1 protein, and mRNA were measured at time points of 0, 3, 6, 12, and 24 h after the contraction. At time point 0 and 3 h, muscle protein synthesis was blunted by the contraction, accompanied by a decrease in phosphorylation of 4E-BP1 at time point 0 h, suggesting suppression of mTORC1 was involved in blunting of muscle protein synthesis during and shortly after the contraction. REDD1 protein was not increased in the contracted muscle at these time points, but at time point 3 h, both REDD1 protein and mRNA were increased in the contralateral non-contracted muscle. The induction of REDD1 expression in the non-contracted muscle was attenuated by RU-486, an antagonist of the glucocorticoid receptor, suggesting that glucocorticoids are involved in this process. These findings suggest that muscle contraction induces temporal anabolic resistance in non-contracted muscle, potentially increasing the availability of amino acids for contracted muscle, allowing for the synthesis of muscle protein.

    Abstract Background and objective: Many studies about the high prevalence of cardiovascular disease in adults with congenital heart disease (CHD) have been published in response to the growing number of adult patients with CHD. The aging process leads to hypertension and cardiovascular disease, which is caused by a degenerative change in the systemic arterial system characterized by the stiffening of elastic arteries (known as arteriosclerosis) and the enlargement of aorta. In patients with CHD, aortic dilatation (so-called aortopathy) is one of the most frequent complications. It is well known the anatomical and histological changes in aortopathy are similar to those in aging process. The increase of pulse wave velocity (PWV) enhances pressure wave reflection, and it augments left ventricular afterload and impairs the coronary supply-workload balance in aging. This article reviews the aortic function in patients with CHD, aiming to provide a new direction for the management of their cardiovascular aging process.
    Methods: Papers on vascular physiology in CHD were retrieved. I searched all original papers and reviews about the vascular physiology in CHD using PubMed, published from January 1, 1973 to June 30, 2022, in English.
    Key content and findings: Enhancement of pressure wave reflection has been reported in many CHDs. Although PWV in whole aorta is not necessarily elevated, the abnormal arterial stiffness gradient is common in patients with CHD.
    Conclusions: Many reports concerning functional abnormalities of the aorta have been reported. The abnormalities can result in cardiovascular disease and organ damage. The practitioners should carefully treat patients with CHD while paying attention to their aging process.
