Abstract Renewable energy projects are far from being unanimously accepted at local level, while they are often supported by public opinion as a mean of combating climate change. Most of the time, the NIMBYist attitude is invocated as a factor explaining these local oppositions. However, we believe that social acceptability is a much more complex phenomenon. The objective of the study is therefore to identify the factors that explain the differences in terms of social acceptability. To do this, we rely on the case of the deployment of methanization in France, through the analysis of semi-directive interviews conducted with 49 project stakeholders. Our results suggest that NIMBYism is not the main factor explaining the difficulties of social acceptability in renewable energy projects. This principle only very rarely explains the behaviour of local residents (opposition and support) towards methanization units. Other much more important parameters come into play. For example, methanization units are more easily accepted when they are accompanied by an overall policy of territorial governance based on the creation of trust, a systematic integration of all stakeholders, including those who might be opposed to them. Relationship-based management at an early stage of the project considerably increases social acceptability. Our paper put forward the role of territorial governance but also of place-attachment as major parameters to explain a greater or lesser degree of local acceptability. Far from being perceived as a hindrance to a project, citizen opposition must be understood as an integral part of territorial governance, calling for the implementation of more participatory approaches.

Abstract EU Cohesion Policy celebrated its twenty years of existence in 2009. The establishment of this policy stems for the observation that market forces may not be sufficient to significantly reduce regional inequalities. The EU therefore built this financial solidarity tool between member States with the aim of improving the competitiveness of disadvantaged regions and correcting regional imbalances. Yet, literature (particularly in spatial econometrics) on the question of the effectiveness of European funds is not unanimous. Hence, we suggest to analyse the cohesion policy and its role in regional growth through a method developed in spatial analysis, namely BiLISA. The results show that the effects of the cohesion policy are differentiated according to EU regions and highlight spatial dependence effects. Spatial variations of the influence of European funds on the economic growth of regions ask for inflections in the Cohesion policy, especially in favor of a more territorialized policy.

Abstract This contribution essentially aims to highlight the circular economy in territorial development and the new industrial strategy for Europe. We highlight the main challenges of the circular economy and present the main obstacles to its deployment today. Finally, we propose the establishment of a European industrial and territorial ecology.

Abstract The circular economy, a new economic model that respects the environment, alternative to the linear economy, is presented as an opportunity for territorial sustainable development. In the context of socio-ecological transition, its approaches are thus increasingly experienced locally but the question of their territoriality and their links with sustainable spatial development remains scientifically unstable. This article is a review of the bibliography which aims to analyze the territoriality of circular economy approaches and to assess if they can become an opportunity to ensure sustainable territorial development.

Abstract The aim of this study is to make a comparative study on the reproduction number R0 computed at the beginning of each wave for African countries and to understand the reasons for the disparities between them. The study covers the two first years of the COVID-19 pandemic and for 30 African countries. It links pandemic variables, reproduction number R0, demographic variable, median age of the population, economic variables, GDP and CHE per capita, and climatic variables, mean temperature at the beginning of each waves. The results show that the diffusion of COVID-19 in Africa was heterogeneous even between geographical proximal countries. The difference of the basic reproduction number R0 values is very large between countries and is significantly correlated with economic and climatic variables GDP and temperature and to a less extent with the mean age of the population.

Abstract The aim of this article is to replace the question of the last two enlargements in the debate on the future of the cohesion policy. The interest is to estimate the process of the spatial expression of the convergence and the regional growth in the EU. The spatial statistics and the platform of simulation Geocells will allow us to analyze the evolution of the GDP/hab. in the EU 27, the spatial configurations of the regional growth and the impacts of the diverse helps granted in conformity to the criteria of the cohesion policy. In an European Union counting henceforth 27 members, a reflection will be led on the budgetary efforts of redistribution of the European regional policy. In this frame, a prospective approach will present three scenarios of spatial economic development of the European Union putting the dilemma between equity and competitiveness.
