This paper provides an overview of open education in Europe, focusing on higher education. It begins by considering how the notion of ‘contemporary open education’ has evolved over time. It then reviews the various open education-related initiatives that have been promoted by the European Commission, from the institution of an open education framework to the current development of education policies. It also reports on specific initiatives and makes a series of recommendations about policy design oriented to opening up education. It analyses the relationship between open education and the open science movement, specifically the manner in which open education can be contextualised in the emergent paradigm of open science. Finally, the paper considers how academic libraries should be supporting open education and examines the influence that information professionals can bring to bear in this field.

Abstract Analysis of the context and response to the coronavirus disease 2019 (COVID-19) lockdown of five European Library and Information Science Departments: University of Barcelona (Spain), University of Hildesheim (Germany), University of Osijek, University of Zagreb (Croatia), and University of Library Studies and Information Technologies in Sofia (Bulgaria). Data about this situation in relation to higher education were collected 1 year after the lockdown when countries had returned to normality. The methodology consisted of holding focus groups with students and individual interviews with teachers. The data were analysed by unifying the information collected from each country into a centralized dataset and complemented with texts from the transcripts highlighted by each partner. The results indicate that each partner experienced a unique situation; as COVID-19 lockdowns were different in every European country, each university or even each teacher responded to the crisis differently. Nevertheless, there are points that are common to all five universities analysed in the study, such as work overload in students and teachers or the replication of face-to-face teaching models in a remote format. Moving in the future to online or hybrid learning activities will require training teachers in a more systematic way and the appropriate infrastructure.

Abstract Open Education and Open Science are global movements increasingly gaining interest and awareness since the COVID-19 outbreak. These two concepts, which can be traced back to the Middle Ages for Open Science and even earlier for Open Education, bear the potential to support our global society in particular during the current COVID-19 emergency and to build more open and global futures for science and education. Open Education is more a broad movement than a precise concept and discipline as shown by the key dimensions of Open Education that have been analysed and integrated into the OpenEd Quality Framework. Several studies revealed the constant changes in the understanding and implementations of Open Education through the centuries. Specific emphasis of Open Education is on the requirement and need to provide innovative pedagogical models and learning opportunities.
