    Abstract Local land use policies can shape the sustainability of urban systems, but integrated land use at the local level is challenging since it requires the coordination of multiple semi-independent agencies within cities to effectively address collective actions problems and overcome functional divisions. Although this problem is widely acknowledged, systematic examination of what factors are related to internal coordination of land use functions is lacking. This research investigates what influences the extent to which cities coordinate across functional areas to promote integrative land use decision making. I address this question by first describing a conceptual framework drawing from institutional collective action (ICA) perspectives to understand internal city collaboration across policy functions. I then advance explanations linking institutions and community characteristics to the degree of coordination in municipal land use. Using a 2015 survey of 1124 U.S. cities, I test the hypothesized relationships based on the functional institutional collective action framework. The findings reveal that political institutions, city operation of utilities, elected officials support, and fiscal capacity increase coordination. In conclusion the implications of the findings for theory and land use planning research are discussed.

    Abstract This essay introduces the political market framework (PMF) and discusses its implications for understanding local sustainability policy. The PMF conceptualizes public policy related to sustainability as the product of exchange between governmental policy suppliers and voter and interest group policy demanders. After presenting a political market model, the role of political institutions is introduced. Institutions structure exchange relationships by determining transaction costs of searching for mutually beneficial agreements, bargaining over outcomes, and monitoring and enforcing decisions. The central implication for research is the need to account for the moderating role that political institutions play in sustainability policy decisions. A research agenda based on the PMF is advanced. The conclusion addresses the limitations of the framework as well as its implications for policy adoptions, program designs, and individual behavior.

    Abstract This study was conducted to present a consumer acceptance model for artificial intelligence (AI)-generated news articles in review of the most significant factors in the context of accepting AI-generated news articles. To this end, a survey was conducted regarding five key factors among individuals handling news production at media organizations who were familiar with AI-related news: benefits of technology utilization, recognized values, media reliability, content quality, and information perception. These factors were classified into 19 specific evaluation items in order to determine relative importance. According to the results of pairwise comparison analysis among elements through the analytic hierarchy process, hereunder referred to as AHP (analytic hierarchy process), it turned out that the importance of media reliability and content levels was relatively high, while the importance of recognized values and information perception was relatively low. It also turned out that among 19 specific items, the importance of institutional reliability, which was a subordinate item under media reliability, was of utmost value. Even if news articles were based on AI technology, their readers were more likely to be affected by reliability, which is a major attribute of journalism, than technical factors.

    Abstract Several studies have suggested that the prediction of standard theory on the effects of monetary policy on the exchange rate might not be applicable to or in the case of the Republic of Korea because participation of foreign investors is weak in the bond market but strong in the stock market. The current study examines the effects of monetary policy shocks on the exchange rate in the Republic of Korea by using structural vector autoregression models with sign restrictions. To determine the channels by which monetary policy shocks affect the exchange rate, I investigate the effects on various components of capital flows. The main empirical findings are as follows. First, a contractionary monetary policy shock, which increases the interest rate, appreciates the Korean won significantly in the short run as predicted by most theories. Second, contractionary monetary policy shocks increase capital inflows into the bond market consistent with the prediction of the uncovered interest parity condition. This seems to be the main channel by which contractionary monetary shocks appreciate the won. Finally, foreign investors tend to withdraw money from the domestic stock market in response to a monetary tightening, resulting in a decrease in capital inflows.

    Abstract Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.
