    Abstract Abstract: The principal objeto of this research is an analysis of the Manoel Alves river irrigation project in the microregion of Dianópolis, implemented to increase agricultural productivity, employment and income. Primary and secundary data were analyzed in order to detect possible positive impacts on the population which lives in municipalities directly influenced by this barrage. The results indicate some positive impacts on the population of Dianópolis and Porto Alegre-TO, between 2008, the official inauguration, and 2015. Probably, such outcome could be explained by discontinuity of the project and structural problems of the microregion of Dianópolis. Furthermore, an increase of agricultural revenues between 2013 and 2015 could be noticed, even though such raise was lower than compared to major producers of the Tocantins state. In view of the above results, a reformulation of the primary proposed spatial planing is highly recommended, in order to incorporate the new challenges to be faced by the project. Planejamento Espacial e o Projeto de Irrigação Manuel Alves na Microrregião de Dianópolis (TO) Resumo: o principal objetivo da pesquisa consiste em analisar a efetividade do projeto de irrigação rio Manuel Alves na microrregião de Dianópolis. Trata-se de uma iniciativa que buscou o aumento da produtividade agrícola e da oferta de emprego e renda. Para isso, através de dados primários e secundários, analisou-se a existência de evidências que apontam algum impacto positivo originado por esse empreendimento sobre os moradores que vivem nos municípios diretamente influenciados pela barragem. Os resultados demonstraram que entre 2008, ano da inauguração oficial, e 2015, incorreu algum retorno positivo significativo do projeto rio Manuel Alves para os residentes de Dianópolis e Porto Alegre-TO. Isso se deve à descontinuação do projeto que, somado com os problemas estruturais presentes na microrregião de Dianópolis, contribuíram para a formação desse cenário.     Abstract The Constitution of 1988 represents a milestone in the history of Brazilian democracy, once instituted several mechanisms for popular participation in decision making processes of government. The main objective of this paper is to analyze how this environment affects the performance of political separatist state. For this, rescues the historical process that shaped the current political clippings in Brazil, focusing the analysis on the last two units deployed: Mato Grosso do Sul and Tocantins. Despite graduating in a different political environment than currently witnessed in political activity in these two states, compared with the political landscape in which Carajás and Tapajós were involved, may point the way to better understand this topic. The comparative results show that the democratic regime imposed obstacles so that a new unit was created, and the leaders who advocate emancipation should act as negotiators, especially the political dialogue with the affected state itself. Finally, the separatist forces should develop new ways of working, incorporating strategies in which the federalism regime requires, such as trading between political leaders and local representatives, especially those hosted in the state capital.
