    Abstract The article analyzes state dominance in Georgia's economy between 2003 and 2010 from the perspective of the (new) developmental state. The specific interlinkage of economic model, law and administration through which state interventions may generate market-enhancing effects provides the analytical framework for the examination of Georgia's institutional setting. The article argues that Georgia enjoyed favorable exogenous conditions for the emergence of a developmental state and was about to introduce a set of administrative features similar to developmental states. However, two factors significantly shaped state-economy relations different to developmental states. Firstly, Georgia opted for a radical anti-corruption-driven separation of state and economy and pursued, consequently, a strict Washington Consensus economic policy. In doing so, the government simultaneously abandoned effective formal instruments for the politically relevant steering of the distribution of economic advantages. This in turn increased the necessity for informal interventions in economic processes contradicting the chosen economic model. Secondly, the flexibility-approach of the government, which relied rather on capable managers than on structures and procedures, undermined the administrative reforms and prevented the emergence of an 'embedded autonomy' of the public service. The absence of a capable, institutional learning and autonomous administration must be seen as the major obstacle for the elaboration of appropriate strategies after 2008 when the government altered its neo-liberal approach towards state-managed capitalism. Although the government was able to steer private and public investments in the specific sectors by relying on its informal coercive power, the economic success of this economic policy, however, failed to appear. The article argues that the lack of an independent administration and the renunciation of means of formal coordination and of law in general are to be made responsible for this. In doing so, Georgian policy makers also waived the chance to reconcile their agenda of sustainable economic growth with the agenda of political power preservation. The study seeks to contribute to the question of institutional prerequisites for successful state interventions in Low- and Middle-Income Countries and, hence, to the growing literature on Post-Washington Consensus and New Developmentalism.

    Abstract This paper explores the change in the Georgian economic policy from neo-liberalism to state-managed capitalism that occurred between 2003 and 2012. Centering on the distributive effect of institutions, the analysis reveals the underlying dynamic of that policy change. The paper argues that the introduction of a radical liberal regulatory environment contributed significantly to the development of informal state interventions in the economy. However, the Russian-Georgian war in 2008 destroyed the increasingly undermined FDIoriented liberal development model and forced the government to alter its economic policy. By relying on established informal instruments of intervention and the development of an official economic development agenda, a specific form of state-managed capitalism evolved in Georgia in the period that followed.

    Abstract The ability to remember, recognize and reconstruct places is a key component of episodic autobiographical memory. In this respect, place forms an essential basis for the unfolding of experiences in memory and imagination. The autobiographical memory is seen to contribute to a sense of self and place identity. The aim of this study was to concertedly analyze paintings, autobiographical narrations and places of birth and life of clients under treatment at a psychiatric clinic in Switzerland who were manifesting psychiatric disorders, e.g. depression, anxiety disorders, bipolar disorder, personality disorder, substance dependence, and dementia. Each client exhibited distinctive attitudes and approaches towards life characterized by unique personal mental constructs for living in given places of time episodes that worked towards shaping the development of their identities as well as the development of their health. For these clients, place and time function together to leave a mark, a trajectory, that can hinder or help the resolution of a psychiatric condition. Based on six representative cases, we illustrate how each painting, each biographical narration and each interview reveals deeper structures of individual perception, emotions, feelings, coping strategies, and capacities to reflect and identify with place-time trajectories. Based on this analysis, a place-time-identity model has been developed, which emphasizes the importance of narration, the structure of personality, and emotional experiences in the development of the 'relay station' of episodic autobiographical memory, self and autonoetic consciousness: these three elements are not only connected through their embeddedness in time, but also through their embeddedness in place. In this context, place provides an external fundus of memory, capable of supporting humans in healthy recollection and remembering. The process of placing appears to contribute to the creation of self-esteem and identity. This psycho-geographical place-life-time approach is contrasted to phenomenological place-space-time theories of Husserl, Heidegger, Bachelard, and Sloterdijk.
