    Abstract Objective: Obstructive sleep apnea (OSA) is a highly prevalent chronic disease, associated with morbidity and mortality. Although effective treatment for OSA is commercially available, their provision is not guaranteed by lines of care throughout Brazil, making legal action necessary. This study aimed at presenting data related to the volume of legal proceedings regarding the access to diagnosis and treatment of OSA in Brazil.
    Methods: This was a descriptive study of national scope, evaluating the period between January of 2016 and December of 2020. The number of lawsuits was analyzed according to the object of the demand (diagnosis or treatment). Projections of total expenses were carried out according to the number of lawsuits.
    Results: We identified 1,462 legal proceedings (17.6% and 82.4% related to diagnosis and treatment, respectively). The projection of expenditure for OSA diagnosis in the public and private spheres were R$575,227 and R$188,002, respectively. The projection of expenditure for OSA treatment in the public and private spheres were R$2,656,696 and R$253,050, respectively. There was a reduction in the number of lawsuits between 2017 and 2019.
    Conclusions: Legal action as a strategy for accessing diagnostic and therapeutic resources related to OSA is a recurrent practice, resulting in inefficiency and inequity. The reduction in the number of lawsuits between 2017 and 2019 might be explained by the expansion of local health care policies or by barriers in the journey of patients with OSA, such as difficulties in being referred to specialized health care and low availability of diagnostic resources.

    Abstract The manufacturing sectors in Latin America have been more affected by the currency over/undervaluation than their counterpart in industrialized economies. From a panel data set covering 39 countries and 22 manufacturing sectors (2-digit) within 1995-2008, we formally test the hypothesis that there exists a Latin American effect and then investigate the possible reasons for this distinguished pattern. The use of a disaggregated data is an important feature of our empirical strategy: the undervaluation index (main covariate) is less likely to be determined by the growth rate of a specific manufacturing sector, partially addressing the specification problem that plagues standard cross-country regressions. We then explore the within sector-country variation to study the relationship between currency over/undervaluation and manufacturing sectors growth. We find that the import content of exports might be an important driver of this result at a sectoral level. At a macro-level, the openness and the income per capita of a country are important factors.

    Abstract O objetivo desse artigo é analisar as condições necessárias para o desenvolvimento do PNPB (Programa Nacional de Produção e Uso do Biodiesel) no nordeste brasileiro. A metodologia utilizada é essencialmente prospectiva, considerando o custo de oportunidade da produção de mamona para os agricultores familiares para avaliar como se comportam diante de variações de preço e produtividade da mamona, apontada como insumo mais adequado para o Biodiesel da região. Os resultados encontrados apontam para a necessidade de incrementos no nível de produtividade da cultura a fim de incentivar maior participação da agricultura tradicional. Há indícios de que uma média de produção próxima de 1ton/ha tornaria o plantio dessa oleaginosa viável para maior parte desses agricultores, contudo um acréscimo um pouco maior se faz necessário para tornar o biodiesel de mamona mais competitivo frente ao derivado de óleo de soja, assinalado como o mais apropriado para atender o programa no âmbito nacional. --- The aim of this article is to analyze the necessary conditions for the development of the Programa Nacional de Produção e Uso de Biodiesel - PNPB in Brazilian Northeast. The methodology consider the opportunity cost of castor beans production for family farmers to assess how they react to variations in price and productivity of castor beans, identified as the most appropriate input to biodiesel in this region. Results show the need for increases in productivity in order to encourage greater participation of traditional farmers in the semi-arid. There is evidence that an average production close to one ton/ha turn production of castor beans viable for most of these farmers, however a higher increased is necessary to make biodiesel from castor beans competitive in relation to biodiesel obtained from soybeans, pointed as the most appropriate to meet the program at the national level.
