    Abstract By analyzing the reform of western urban planning theory since 1945, taking Hefei’s previous urban master plan and urban planning and construction process as the research object, this paper discusses the application and embodiment of western urban planning theory in the process of Hefei’s urban development. In this way, we can find out the context of the development of urban planning theory in the process of Hefei urban planning and construction, and summarize the characteristics of the development process of Hefei urban planning.

    Abstract With the economic development and social progress, psychological crisis has become a very serious social problem, and the university campus is also inevitably affected. College students' ability to resist pressure is poor, their psychology fluctuates greatly and changes constantly, and they are easily influenced by the outside world. Mental health assessment is a scientific means to quantitatively analyze and infer the characteristics of psychological changes in people's behaviors by measuring and observing people's representative behaviors in a strictly controlled environment. Analytic hierarchy process (AHP) is a method to determine the relative importance weight and relative order of advantages and disadvantages of various factors in the system, while fuzzy comprehensive evaluation is an effective method to evaluate fuzzy things comprehensively. This paper introduces the principle of the fuzzy comprehensive evaluation method, analyzes the feasibility and applicability of the fuzzy comprehensive evaluation method in social work evaluation of college students' mental health schools, and draws relevant research conclusions and suggestions.

    Abstract Natural scene text detection is a significant challenge in computer vision, with tremendous potential applications in multilingual, diverse, and complex text scenarios. We propose a multilingual text detection model to address the issues of low accuracy and high difficulty in detecting multilingual text in natural scenes. In response to the challenges posed by multilingual text images with multiple character sets and various font styles, we introduce the SFM Swin Transformer feature extraction network to enhance the model's robustness in detecting characters and fonts across different languages. Dealing with the considerable variation in text scales and complex arrangements in natural scene text images, we present the AS-HRFPN feature fusion network by incorporating an Adaptive Spatial Feature Fusion module and a Spatial Pyramid Pooling module. The feature fusion network improvements enhance the model's ability to detect text sizes and orientations. Addressing diverse backgrounds and font variations in multilingual scene text images is a challenge for existing methods. Limited local receptive fields hinder detection performance. To overcome this, we propose a Global Semantic Segmentation Branch, extracting and preserving global features for more effective text detection, aligning with the need for comprehensive information. In this study, we collected and built a real-world multilingual natural scene text image dataset and conducted comprehensive experiments and analyses. The experimental results demonstrate that the proposed algorithm achieves an F-measure of 85.02\%, which is 4.71\% higher than the baseline model. We also conducted extensive cross-dataset validation on MSRA-TD500, ICDAR2017MLT, and ICDAR2015 datasets to verify the generality of our approach.     Abstract In the face of frequent floods under climate and environmental changes, it is particularly important to measure the supply and demand of flood regulation services. Using the Hainan Island as an illustrative case, this study constructs a spatial spillover model to examine the spatial correlation mode and evolution of regional land-use degree through the network of ecosystem service flow. The research results show that forests, grasslands, and reservoirs function as the primary suppliers of flood regulation services, with forests contributing significantly to the regulation of floods. High flood risk was identified in the eastern, northern, and western regions of the Hainan Island, corresponding to increased demand for flood regulation services in croplands, towns, and rural settlements within these areas. The flow of flood regulation services within the Hainan Island was found to be directed from the center to the surrounding areas, with medium and high service flows predominantly concentrated in the northern and surrounding regions. The degree of land use on the Hainan Island demonstrated an influence on socio-economic development. Additionally, the flow network of ecological services was identified as a crucial factor in spatial spillovers, reflecting the level of interaction between county units.

    Abstract The dummy variable based general linear model (gLM) is commonly used to model categorical factors and their interactions. However, the main factors and their interactions in a general linear model are often correlated even when the factors are independently distributed. Alternatively, the classical two-way factorial analysis of variance (ANOVA) model can avoid the correlation between the main factors and their interactions when the main factors are independent. But the ANOVA model is hardly applicable to a regular linear regression model especially in the presence of other covariates due to constraints on its model parameters. In this study, a centered general linear model (cgLM) is proposed for modeling interactions between categorical factors based on their centered dummy variables. We show that the cgLM can avoid the correlation between the main factors and their interactions as the ANOVA model when the main factors are independent. Meanwhile, similar to gLM, it can be used in regular regression and fitted conveniently using the standard least square approach by choosing appropriate baselines to avoid constraints on its model parameters. The potential advantage of cgLM over gLM for detection of interactions in model building procedures is also illustrated and compared via a simulation study. Finally, the cgLM is applied to a postmortem brain gene expression data set.

    Abstract Background: The planning and control of wind power production rely heavily on short-term wind speed forecasting. Due to the non-linearity and non-stationarity of wind, it is difficult to carry out accurate modeling and prediction through traditional wind speed forecasting models.
    Methods: In the paper, we combine empirical mode decomposition (EMD), feature selection (FS), support vector regression (SVR) and cross-validated lasso (LassoCV) to develop a new wind speed forecasting model, aiming to improve the prediction performance of wind speed. EMD is used to extract the intrinsic mode functions (IMFs) from the original wind speed time series to eliminate the non-stationarity in the time series. FS and SVR are combined to predict the high-frequency IMF obtained by EMD. LassoCV is used to complete the prediction of low-frequency IMF and trend.
    Results: Data collected from two wind stations in Michigan, USA are adopted to test the proposed combined model. Experimental results show that in multi-step wind speed forecasting, compared with the classic individual and traditional EMD-based combined models, the proposed model has better prediction performance.
    Conclusions: Through the proposed combined model, the wind speed forecast can be effectively improved.
