    Abstract The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) has become an increasingly active and influential organization in global health during the past two decades. It is now playing an increasingly important role in the prevention and control of major infectious diseases, international financing for health, public procurement market development across the world. The article outlines the basic architecture of the Global Fund, including its overall information, financing mechanism, operational models and key experiences accumulated. Based on previous cooperation, the article analyzes the importance of the long-term partnership between China and the Global Fund, and proposes policy suggestions to achieve more win-win outcomes in the near future.

    Abstract Using samples of Chinese and African college students, this manuscript explored the effect of personality traits on entrepreneurial intention and creativity from the boundaryless career perspective. The empirical results showed that both Chinese and African college students' conscientiousness and openness had significantly positive effects on entrepreneurial intention and creativity, respectively, and boundaryless mindset had a mediating effect in the relationship between conscientiousness, openness, entrepreneurial intention, and creativity. However, the moderating effects of GPA were quite different. While Chinese college students' GPA strengthened the positive effect of boundaryless mindset on entrepreneurial intention and creativity respectively, African college students' GPA weakened the positive effect of boundaryless mindset on entrepreneurial intention and had no significant moderating effect on the relationship between boundaryless mindset and creativity. This study was based on the empirical research of Chinese and African college students through a combination of contrastive and advance study methodology. It has provided new perspectives for exploring influencing factors and effects of employment performance in the context of Industry 4.0/5.0 and it has made theoretical and practical contributions to promote creativity and entrepreneurial intention.

    Abstract Due to the large French vocabulary, how quickly retrieve and accurately identify the required vocabulary is still a big challenge in French learning. In view of the above problems, we introduce a deep learning algorithm in this study to upgrade and optimize the retrieval system of French words and optimize the acquisition speed of speech words data and the recognition accuracy of speech words, so as to meet the needs of users for word retrieval. The results show that the two training methods of SGD synchronous update network and alternate update network parameters for fast retrieval and extraction of French speech vocabulary reduce from a maximum of 11.65% to 4.25% in the WER criterion, with a maximum reduction of 7.4%; the two training methods of SGD synchronous update network and alternate update network parameters for fast retrieval and extraction of French speech vocabulary reduce from a maximum of 13.52% to 4.4% in the SER criterion. The training methods of fast retrieval and extraction of the SGD synchronous update network and alternate update network parameters in French speech vocabulary reduced from the highest 582 ms to 351 ms in the response time criterion, with a maximum reduction of 8.84%; the maximum reduction of 39.7%. In French speech vocabulary, SGD synchronous updating network and alternating updating network parameter algorithm are used to quickly retrieve and extract French words. When the number of iterations reaches 120, the model fitting accuracy of the training set reaches 90.05%, while the model can reach 94.5% in the test set. The system has a stronger generalization ability and a higher speech vocabulary recognition rate to meet the practical requirements.

    Abstract In order to improve the effect of goodwill evaluation and intangible asset management, this paper combines the improved fuzzy comprehensive evaluation method to construct an intelligent algorithm. In order to consider the many influencing factors of intangible asset prices and their own influence, this experiment adopts the ARDL model for analysis. Based on the traditional LSTM model, this paper innovatively introduces sparse principal component analysis for feature dimensionality reduction and, on the other hand, adds a convolutional neural network to the model, which is suitable for feature extraction. In addition, this paper constructs a goodwill evaluation and intangible asset management model based on the improved fuzzy comprehensive evaluation method. The research shows that the improved fuzzy comprehensive evaluation method proposed in this paper has a very good application effect in goodwill evaluation and intangible asset management.

    Abstract With the rapid development of social economy and Internet of Things, the society has entered the era of networking, digitalization, and intelligence, bringing great convenience to people's life; Internet of Things music system also has begun to get people's extensive attention. Due to the influence of such factors as strong music professionalism, complex music theory knowledge, and diverse changes, it is difficult to identify music features. In order to strengthen the user's personal experience of the music system, the multimusic systems are interconnected through information technology to realize the connection between objects and people. The system uses an embedded processor to realize the central control module and then according to network standard the sensor network is built, through radio frequency identification (RFID) technology for light, sound, infrared sensor, temperature, and other sensors for information reading. Music selection logic is designed based on the theory of music psychology and user behavior log, so as to select the best music for users to improve their mood and improve their life quality and work and study efficiency. At the same time, the system uses voice recognition technology to enhance user interaction, through the system, to provide the website to share their own music data and comments on songs and view song information, and the system runs stably and can collect high quality music signals and correctly identify the characteristics of music form and emotional characteristics.

    Abstract As the first country that has been certified malaria-free in the WHO Western Pacific Region for more than 3 decades, China should share its successful experiences of malaria control and provide globally recognized anti-malaria products by making full uses of its advantages in provision and production capacity of artemisinin raw materials, to fill the gaps of international demands for mosquito nets, rapid diagnostic reagents and antimalarial compounds. Increasing the investment of research and development of antimalarial products, building overseas bases for artemisinin raw material production, establishing international regulatory authority and promoting the local production of antimalarial products are needed to further promote the internationalization of Chinese antimalarial products, so as to achieve the equity and accessibility of Chinese antimalarial products in highburden regions for malaria.

    Abstract Taking industrial waste gas control as an example, this study explores the impact of fiscal decentralization on the efficiency of local governments' environmental governance under the pressure of competition, and analyzes the role of competition among local governments and support for R&D activities. The results demonstrate that fiscal decentralization can significantly promote the efficiency of local governance on control of waste gas, and this positive effect is mainly realized through the support from local government for R&D activities. As for the influence of inter-governmental competitions, only the competition in terms of governance efficiency delivers a significant U-shaped impact, and competition in expenditure scale and economy area weakly inhibits the positive influence of decentralization, meaning that the evaluation system centered on economic growth and the imitation strategy of local expenditure will not lead to a great decline in the efficiency of the use of environmental governance. Overall, this study suggests that further fiscal decentralization, emphases on government support for R&D activities, and enhanced environmental assessment in official evaluation are all the important directions for boosting the efficiency of governance.
