    Abstract A strong earthquake can trigger thousands of co-seismic landslides. The evaluation of the volume of such co-seismic landslides is essential for landslide risk assessment and long-term post-earthquake hazard evaluation. Empirical volume-area power laws are often applied to estimate the landslide volume. When several small landslide deposits form a large cluster on the hillslope, blurry boundaries of the clustered co-seismic landslides may lead to seemingly one large landslide and grossly overestimated landslide volume. In this paper, we propose a flow direction-based method to identify the boundaries of a cluster of landslides and to partition co-seismic landslides. Three watersheds that were severely impacted by co-seismic landslides in the Wenchuan earthquake region are chosen for case studies. Each co-seismic landslide cluster in these watersheds was interpreted from images taken shortly after the earthquake, and partitioned into individual landslides in accordance with a flow direction map that is processed based on a local digital terrain model. Finally, the volume of each individual landslide is calculated using an empirical volume-area power law. The adopted power law scaling relationship is selected from six widely used empirical relations and verified by 11 local landslide cases. The proposed flow-direction based partitioning method is further verified by clear boundaries of landslides that were exposed after storms, as well as supplementary field survey results. The proposed method results in similar landslide boundaries and volumes as the field survey results. The uncertainty of this approach is below 19%. If no partitioning is conducted, the total volume of the landslide cluster can approach twice that from the field investigations.

    Abstract Landslides pose threats to the safety and property of people living in mountainous areas like Hong Kong. Dependence of landslide travel distance on initial conditions and travel routes has broad implications for assessing the landslide risks. In this study, the controlling topographic and geologic factors for travel distances of open hillslope landslides and channelized debris flows are examined based on the Enhanced Natural Terrain Landslide Inventory (ENTLI) in Hong Kong with 11,622 records during the period of 1984–2013. The mean values of the horizontal travel distances of open hillslope landslides and channelized debris flows are 24.1 and 86.3 m, respectively. Correlations combining horizontal travel distances, volumes and fall heights of open hillslope landslides have been derived. The horizontal travel distances (L) and fall heights (H) are closely related for both types of landslides. The use of the L/H ratio alone as a representation of natural terrain landslide mobility is not suggested. Because of the entrainment of loose materials, the travel distances of channelized debris flows are enlarged significantly on colluvium lands (with mean value of 142.6 m), compared with those on weathered mantles (with mean value of 74.2 m).

    Abstract Tangjiashan landslide dam, which was triggered by the M s = 8.0 Wenchuan earthquake in 2008 in China, threatened 1.2 million people downstream of the dam. All people in Beichuan Town 3.5 km downstream of the dam and 197 thousand people in Mianyang City 85 km downstream of the dam were evacuated 10 days before the breaching of the dam. Making such an important decision under uncertainty was difficult. This paper applied a dynamic decision-making framework for dam-break emergency management (DYDEM) to help rational decision in the emergency management of the Tangjiashan landslide dam. Three stages are identified with different levels of hydrological, geological and social-economic information along the timeline of the landslide dam failure event. The probability of dam failure is taken as a time series. The dam breaching parameters are predicted with a set of empirical models in stage 1 when no soil property information is known, and a physical model in stages 2 and 3 when knowledge of soil properties has been obtained. The flood routing downstream of the dam in these three stages is analyzed to evaluate the population at risk (PAR). The flood consequences, including evacuation costs, flood damage and monetized loss of life, are evaluated as functions of warning time using a human risk analysis model based on Bayesian networks. Finally, dynamic decision analysis is conducted to find the optimal time to evacuate the population at risk with minimum total loss in each of these three stages.
