    Abstract A systematic review of four relevant databases for articles about the use of telemedicine to expand access to neonatal and reproductive health in rural India was conducted. The objective of this review was to identify initiatives with evidence for potential public health benefits through large-scale implementation. Of 3,098 records from the initial search, 1,415 records were selected for further review after removing duplicates. Eight reports that met the eligibility and inclusion criteria were included in the final review. Selected studies included two types of interventions, direct telemedicine interventions with patients and indirect telemedicine interventions through frontline health care workers. Among studies involving direct telemedicine interventions, 22.4% of the collective health and knowledge outcomes (n = 49) showed statistically significant improvement in the intervention group, whereas 38.0% of the collective health and knowledge outcomes (n = 50) in the studies involving indirect telemedicine intervention showed statistically significant improvement. This systematic review suggested that the use of telemedicine interventions may have a statistically significant effect through educational impacts. There were certain limitations around the use of technology and training that may have undermined the effects of some of the outcomes. This systematic review did not receive any funding.

    Abstract A logical strategy to contain the Covid-19 pandemic is to completely isolate everyone for 2 weeks (the incubation period of the virus). However, such a strategy can have prohibitive economic and social costs and, therefore, will be difficult to implement. At the same time, the current situation is leading to an expanding humanitarian, health and economic crisis. Based on principles of the Theory of Constraints, we propose in this article the "Shutting-down Transmission Of Pandemic" (STOP Covid-19) plan that would reliably contain the pandemic, mitigate its economic consequences, and boost societal confidence. This plan requires the implementation of four strategies over 90 days: (a) stop all international, domestic passenger air and intercity bus/train travel; (b) create administrative zones of about 1 million people; (c) stop all non-emergency cross-zonal travel except for transportation of goods, and (d) deploy an information-driven service value chain to control the spread of the pandemic within a zone.

    Abstract Background: Deployment of telehealth has been touted as a means of reducing health disparities in underserved groups. However, efforts to reduce regulatory barriers have not been associated with greater telehealth uptake. The goal of this study was to examine engagement with technology among low-income people of color living in Newark, New Jersey.
    Methods: Using surveys and focus groups, we examined study participants' daily use of technology (eg, Internet) and comfort with telehealth services (eg, use of teleconferencing for medication refills) before and after COVID-related social distancing mandates went into effect.
    Results: Use of technology was significantly lower in the pre-COVID period. However, prior months' use of technology had a weak but significant correlation with comfort with telehealth (
    Conclusion: Our study found that approximately 20% of people in this under-resourced community lacked access to basic technologies necessary for successful deployment of telehealth services. The study's timing provided an unexpected opportunity to compare experiences and attitudes relating to telehealth in 2 regulatory environments. Although uptake of telehealth services increased with the Federal governments' relaxation of regulatory barriers, there was not a similar increase in comfort with telehealth use. Investments in broadband access and equipment should be accompanied by educational programs to increase day-to-day use of and comfort with associated technologies which would improve consumer confidence in telehealth.

    Abstract Sustainability initiatives in maritime industry, despite their global need and relevance, are often riddled with strategic and implementation issues. Here we examine “green” initiatives of top-five global marine terminal operators. We classify their initiatives as technology-centric, process-centric and relationship-centric, and develop a core-competency-driven framework for these initiatives. Our findings indicate that technological initiatives are easy to adopt and yield quicker impact in reducing emissions and increasing ROI. On the other hand, process-centric and relationship-centric initiatives are more difficult to deploy, take longer to yield benefits, but are difficult to imitate. We argue that terminal operators should recognize the value of long-term initiatives that are difficult to replicate, to build competency.

    Abstract The paper presents a conceptual framework for developing regional partnerships and stakeholder collaborations to maximize port industry performance, improving port competitiveness and advancing the regional economy. A unique simulation tool is proposed as a core aspect of this framework. This tool will have the ability to quantify benefits of other projects, evaluate the impact of suggested policies and alternative business or operational strategies, and identify potential bottlenecks in the existing infrastructure under anticipated future conditions. In turn, all these will facilitate informed decision-making and increase the probability of consensus building. Example applications of the proposed tool in the NY/NJ region are presented. Further, two other important aspects of the framework, the outreach and educational components are discussed in this paper. The important role that academic institutions can play in developing and implementing the components of the proposed framework and a review of initiatives currently under way at Rutgers University, are also presented in this work.
