    Abstract Purposes: Upper sunken eyelids, which are characterized by the hollowness of the upper eyelids, often cause a poor aesthetic appearance. Herein, we present a simplified technique using fascia-fat grafts for volume augmentation combined with blepharoplasty as a single-stage procedure.
    Methods: From January 2021 to December 2021, 30 patients with sunken eyelids visiting our clinic for hollow eyelid treatment underwent a fascia-fat grafting derived from the inguinal crease combined with simultaneous eyelid reconstruction. A modified classification of sunken eyelids that was more suitable for the Asian population was proposed.
    Results: Postoperatively, edema and ptosis were transient and addressed thanks to proper massage and compresses. Two cases had scar fibers leading to a slight tension of upper eyelids at 6-month follow-up. This event was addressed by triamcinolone acetonide injections at 4-6-week intervals with satisfactory results. The orbital volume of all patients was satisfying and stable up to 12 months after the surgery. The satisfaction rate was 100% and 88.8% in group 1 and group 2, respectively, at 12-month follow-up.
    Conclusions: Fascia-fat grafting combined with blepharoplasty as a single-stage procedure was a simplified method that did not require varied types of surgical tools but brought satisfactory results. This method facilitated the routine procedure and eased surgeons in the clinical practices.

    Abstract At the end of the year 2021, all 4000 resilient houses that are under the project “Improving the resilience of vulnerable coastal communities to climate change-related impacts in Vietnam” were completed. However, the project sponsor and implementor need to be aware of the level of satisfaction of the stakeholders of these resilient houses, especially for local beneficiaries. This study is carried out to answer several practical questions such as what are the strengths and weaknesses of the project house designs, focusing on the basic needs of beneficiaries. Or, are the beneficiaries satisfied with the house constructed with support from the project, and what are their suggestions to improve either the relevant procedures and processes or future houses to be built by the project or other stakeholders. The findings show several aspects of design and construction of resilient houses such as utilization effectiveness, satisfaction of beneficiaries, and participation of local communities. However, several practical limitations of this phase have been identified, namely, the approved designs do not fully reflect the needs of beneficiaries, the designs lack some essential and basic functionalities, some technical shortcomings exist in design drawings, and support funding is limited. On the basis of that, the authors recommended several valuable measures for effective and sustainable designing and constructing resilient houses.

    Abstract Vietnam is a country that experiences extreme climate conditions and annual accumulated damage due to typhoons and floods, which seriously destroy houses and cause many deaths. Approximately half a million people currently living within 200 m from the coastline live in unsafe houses. Therefore, the Coastal Resilience Project (the project) was implemented to build 4000 storm- and flood-resistant houses for five coastal provinces in Central Vietnam. The paper is carried out to review existing policies and practices related to the maintenance of resilient houses, as well as to propose feasible maintenance solutions for houses to ensure the sustainability of the project. The result shows that currently, there are no technical instructions or manuals on the maintenance and repair of individual houses in general, or the project houses in particular. Most of the households in the project also have very low and unstable incomes. In addition, as they lack knowledge of how construction works, they know little to nothing about the maintenance of a house. From these findings, the authors recommend several solutions for better maintenance policies and practices on the resilient houses of the project in Vietnam. The project provides several lessons in terms of the maintenance of the resilient houses of future projects in Vietnam and elsewhere, by reviewing existing policies and current practices, as well as proposing feasible measures to ensure the sustainability of the project. The findings in this paper provide valuable information for better maintenance policies and practices of resilient houses for other vulnerable coastal provinces in Vietnam and similar contexts elsewhere.

    Abstract This study examines whether the agency problem regarding credit risk is a useful corporate governance mechanism for controlling credit risk. For this purpose, we estimate the impact of internal control and agency problems on credit risk in commercial banks in Vietnam from 2009 to 2018. First, in line with corporate governance theory, we find that the agency problem is a statistically significant variable in the model. This result expands the existing literature. Second, we show that internal control is a mechanism to resolve the conflict of interest between the principal and agent. The author especially emphasizes the unchanged correlation of each independent variable to the dependent variable during the merger and restructuring of Vietnamese commercial banks in 2015.

    Abstract This paper estimates the factors affecting Vietnamese small and medium-sized enterprises (SMEs) listed on the Hanoi Stock Exchange and the Chi Minh City Stock Exchange between 2009 and 2019. The author adopts a quantitative method (the “Generalized Method of Moments”-GMM) to investigate six statistically significant variables positively affecting SMEs’ performance at 5%. These variables include the profitability lag, firm size, leverage ratio, revenue growth, gross domestic product growth, and the quality of national governance. One of the significant contributions of this study to the literature is to consider the leverage ratio as a tool to improve SMEs’ performance, and national governance quality is a mechanism to enhance SMEs’ efficiency.

    Abstract This study primarily aims to identify the determinants of Vietnamese commercial banks’ performance from 2009 to 2020. Recent developments in the economy have brought banks’ performance and their operations into the limelight. The paper deals with the CAMELS model as a framework for evaluating and measuring banks’ performance. Additionally, using the quantitative regression method, the System Generalised Method of Moments (SGMM), and combining the previous studies, the author examined ten statistically significant factors, including all the pro-rata of the CAMELS model. Furthermore, the obtained results highlight the relationship between ownership type and banks’ performance, implying that state-owned banks must improve and increase their soundness.

    Abstract Online bipartite matching has been extensively studied. In the unweighted setting, Karp et al. gave an optimal $(1 - 1/e)$-competitive randomized algorithm. In the weighted setting, optimal algorithms have been achieved only under assumptions on the edge weights. For the general case, little was known beyond the trivial $1/2$-competitive greedy algorithm. Recently, Fahrbach et al. have presented an 0.5086-competitive algorithm (for the problem in a model, namely free-disposal), overcoming the long-standing barrier of 1/2. Besides, in designing competitive algorithms for the online matching problem and its variants, several techniques have been developed, in particular the primal-dual method. Specifically, Devanur et al. gave a primal-dual framework, unifying previous approaches and Devanur and Jain provided another scheme for a generalization of the online matching problem. In this paper, we present competitive algorithms for the online weighted bipartite matching in different models; in particular we achieve the optimal $(1-1/e)$ competitive ratio in the free-disposal model and in other model, namely stochastic reward. Our work also unifies the previous approaches by the mean of the primal-dual technique with configuration linear programs.
