    Abstract Multiple systems estimation strategies have recently been applied to quantify hard-to-reach populations, particularly when estimating the number of victims of human trafficking and modern slavery. In such contexts, it is not uncommon to see sparse or even no overlap between some of the lists on which the estimates are based. These create difficulties in model fitting and selection, and we develop inference procedures to address these challenges. The approach is based on Poisson log-linear regression modeling. Issues investigated in detail include taking proper account of data sparsity in the estimation procedure, as well as the existence and identifiability of maximum likelihood estimates. A stepwise method for choosing the most suitable parameters is developed, together with a bootstrap approach to finding confidence intervals for the total population size. We apply the strategy to two empirical datasets of trafficking in US regions, and find that the approach results in stable, reasonable estimates. An accompanying R software implementation has been made publicly available. Supplementary materials for this article are available online.

    Abstract In March 2020, the UK was placed in lockdown following the spread of the Covid-19 virus. Just as legitimate workplaces made changes to enable their employees to work from home, the illicit drugs trade also made alternative arrangements, adapting its supply models to ensure continuity of operations. Based upon qualitative interviews with 46 practitioners, this paper assesses how front-line professionals have experienced and perceived the impact of Covid-19 on child criminal exploitation and County Lines drug supply in the UK. Throughout the paper, we highlight perceived adaptations to the County Lines supply model, the impact of lockdown restrictions on detection and law enforcement activities aimed at County Lines, and on efforts to safeguard children and young people from criminal exploitation. Our participants generally believed that the pandemic had induced shifts to County Lines that reflected an ongoing evolution of the drug supply model and changes in understanding or attention because of Covid-19 restrictions, rather than a complete reconstitution of the model itself. Practitioners perceived that Covid-19 has had, and continues to have, a significant impact on some young people's vulnerability to exploitation, on the way in which police and frontline practitioners respond to County Lines and child criminal exploitation, and on the way illegal drugs are being moved and sold.

    Abstract We describe the vote package in R, which implements the plurality (or first-past-the-post), two-round runoff, score, approval and single transferable vote (STV) electoral systems, as well as methods for selecting the Condorcet winner and loser. We emphasize the STV system, which we have found to work well in practice for multi-winner elections with small electorates, such as committee and council elections, and the selection of multiple job candidates. For single-winner elections, the STV is also called instant runoff voting (IRV), ranked choice voting (RCV), or the alternative vote (AV) system. The package also implements the STV system with equal preferences, for the first time in a software package, to our knowledge. It also implements a new variant of STV, in which a minimum number of candidates from a specified group are required to be elected. We illustrate the package with several real examples.

    Abstract Warping is an approach to the reduction and analysis of phase variability in functional observations, by applying a smooth bijection to the function argument. We propose a natural representation of warping functions in terms of a new type of elementary functions named 'warping component functions', or 'warplets', which are combined into the warping function by composition. The inverse warping function is trivial and explicit to obtain. A sequential Bayesian estimation strategy is introduced which fits a series of models and transfers the posterior of the previous fit into the prior of the next fit. Model selection is based on a warping analogue to wavelet thresholding, combined with Bayesian inference.
